11 CTP Implementation Clean Truck Rate Study Goals: Determine optimal rate(s) Project anticipated fleet composition over time Evaluate anticipated effect on trucking companies/drivers, drayage service availability, cargo diversion Evaluate how public funding or private financing mechanisms could mitigate impacts
