1 DEPARTMENT OF DEFENSE US ARMY CORPS OF ENGINEERS PROTECTIVE DESIGN CENTER 1616 Capitol Aveue, Suite 9000 OMAHA, NEBRASKA DOD ANTI-RAM VEHICLE BARRIER LIST List Date: August 2018 The Departmet of Defese's physical security cocept is to create a layered or "tiered" defesive system which cosists of both active ad passive perimeter barriers to delay itruders. The Departmet employs a ASTM Iteratioal performace stadard ad testig procedure for both active etrace barriers ad passive perimeter barriers desigated as "vehicle-impact rated barriers," or "ati-ram barriers." The curret stadard is ASTM F , Stadard Test Method for Vehicle Crash Testig of Perimeter s. The ASTM F test stadard rates barriers i twelve impact categories, with three predetermied impact velocities for each category ad four potetial peetratio ratigs for each impact ratig. These peetratio ratigs are: P1 - < 3.3 ft; P to 23.0 ft; P to 98.4 ft; ad P4 - > 98 ft. Of the four peetratio ratigs, barriers with a peetratio ratig of P4 will ot be icluded i the DoD Ati-Ram Vehicle s list. The followig list of barriers icludes active barriers for use at etraces, ad passive or fixed barriers for other perimeter applicatios. This list will be updated quarterly i Jauary, April, July ad October. A request must be received oe moth prior to the list beig published to be icluded o the ext quarterly list. Note: This list supersedes all previous copies. Please refer to the date above to esure you have the most up to date list. This list does ot represet a overall edorsemet of ay product or desig or address its operatioal suitability or maitaiability. The list merely verifies that particular vehicle barriers have bee certified i accordace with the performace stadards i ASTM F , or previously tested to the U.S. Departmet of State SD-STD stadard, ad that the appropriate test reports have bee submitted to, ad validated by, the Protective Desig Ceter. Each vehicle barrier system has its ow distict characteristics that must be cosidered ad weighed agaist the eeds ad coditios of the idividual istallatio. Some barrier characteristics are associated with vulerabilities. These vulerabilities may ot be readily apparet to the ed users. Careful cosideratio should be give to clearaces ad geometric characteristics whe utilizig barrier systems of varyig widths. The PDC is available to discuss barrier characteristics, ad ay other barrier issues or questios. A few characteristics to cosider are listed below: Impact speed at barrier (low speed impact): The use of some vehicle barriers preseted i this list exhibit vulerabilities whe impacted at speeds other tha those associated with the ASTM ad DOS test impact velocities. Desig Basis Threat (DBT) vehicle, other vehicle weights ad speeds: The barriers preseted i this list have bee subjected to impacts uder the specific coditios prescribed by the test desigatio. If the Istallatio s DBT icludes vehicles sigificatly differet tha the test vehicle, performace of the system may differ from what may be expected. Deploymet mechaisms: The mechaisms used to deploy vehicle barriers vary (peumatic, hydraulic, electro-mechaical, maual). The various mechaisms should be ivestigated ad the choice should be based o the best fit for the Istallatio. Evirometal coditio at barrier: Evirometal coditios ca vary greatly from locatio to locatio. Coditios such as rai, sow, ice, sad, gravel, hot, ad cold eed to be cosidered whe selectig a barrier for a specific locatio. Operatios ad Maiteace (O&M) requiremets: Each barrier comes with its ow operatioal ad maiteace requiremets. The O&M requiremets vary i the amout ad itesity from barrier to barrier. O&M eeds to be figured ito the overall life cycle cost of the barrier. After impact barrier gaps: Post impact gaps may be a iheret characteristic of the barrier system. The barrier system s post-impact coditio should be carefully evaluated for its capabilities i relatio to defeat of the Istallatio s Desig Basis Threat (DBT). Page 1 of 18
