1 SECTOR OUTLINE MINE RELATED ACTIVITIES (UNOPS) PHASE VII BACKGROUND The mine problem, although not fully quantified at this point, is extensive in Northern Iraq. Between 1991 and 1999, mine casualties have reportedly reached over 9,290 of which over 3,313 were fatalities. The estimated 335 square kilometers of contaminated land with mines and unexploded ordnance in the three northern governorates continue to claim the lives of many people and render some of the best arable land of the region unusable. Because there is no reliable figure as to the number of mines in minefields in the region, the mine threat or extent of the problem is best measured in square metres than in estimated number of mines. According to the available database and the ongoing UNOPS Level One Survey, there are estimated to be in excess of 335,783,091 square metres of minefields comprising 2,955 individual minefields in the northern governorates. More reliable and accurate data both to the extent of minefields and land usage type of contaminated areas is required. Previous reports had indicated 219 square kilometers, but as a more detailed survey continues, a far more accurate picture is being realized. The increase in known contaminated area of an additional 116 square kilometers in the last 12 months represents an increase of around 50% to previous assessments. There are in excess of 25 different types of mines found in the region ranging from easily detectable metallic anti-tank mines to undetectable plastic anti-personnel blast mines. The high levels of metal fragmentation in the minefields and the presence of laterite soils, which have naturally occurring metal content, further exacerbate the problem of locating and identifying mines. The large array of mines from differing countries of origin containing various types of explosive compound poses an additional problem, particularly for the dogs, as does the presence of unexploded ammunition in the minefields. Target areas to be cleared of mines within a given region are identified by the project in close consultation with the local authorities and in co-ordination with other UN agencies. Demining clearance activities are prioritized according to five categories: Priority One: Land use for resettlement/idp or settled land with high civilian casualty rates; Priority Two: Land use for agriculture Priority Three: Community development purposes (local high use areas critical to reestablishing the basic existence of local personnel i.e. water sources, access ways, fuel supplies etc

2 Priority Four: Reconstruction and infrastructure development Priority Five: Land previously cleared but requiring an independent Quality Assurance check to ensure the required standard has been achieved. General Priority: Support to operations of other UN agencies. On the basis of current clearance rates, and with existing available resources, it is estimated that the currently known area of 335,783,091 square metres will take in excess of years to clear. This can be reduced by the addition of more dogs and handlers, improving the mechanical capacity and providing additional manual clearance teams. It is further assessed that a capacity level for demining will be reached, beyond which it will be impractical to control or sustain. For UNOPS this level is assessed to be in excess of 20 Manual Demining Teams supported by up to the same number of dog teams and an array of mechanical equipment. Because of the extent of the mine problem, it is evident that a comprehensive, dedicated and sustained programme to make land safe will be essential for many years to come. Therefore the creation and development of an indigenous capacity to provide sustainability to the programme in the post SCR986 environment should be a major component of the overall programme. OVERALL OBJECTIVES The overall objective of the mines-related programme under SCR986 is to clear contaminated areas of northern Iraq of mines and unexploded ordnance to make the region safe for human habitation, for economic activity as well as to improve the quality of life of mine affected victims, while at the same time assisting the development of an indigenous capacity. Furthermore this programme is essential in enabling and facilitating the work of the other SCR986 sector activities such as agriculture, resettlement and electricity. The total number of villages affected by the mines / UXO problem is in the neighborhood of 1,500 which represent about 150,000 persons. This project should see relief to the inhabitants of about 30 villages and a reduction / elimination of new human and animal casualties in those regions. In addition, approximately 9,500 persons will utilize our Mine Victims support facilities during this phase; and the whole population in general will benefit from our assistance to the UNDP electrical project.

3 SPECIFIC OBJECTIVES A. Survey and Database Level One survey will continue from previous phases to further refine our database of mined areas and those with UXO contamination. In addition, a more accurate picture of the victims profile will be achieved by integrating statistics from our Emergency and Prosthetics centres operations as well as our victims support rationalization study. Specifically: Maintain the existing resources of twelve level one survey teams Level one survey or validate previously surveyed 50,000,000 square metres of land. Develop a network for the national database at regional and national level B. Training and Development Continued from previous phases. Necessary both to train teams for UNOPS own operations as well as to continue to develop the capacity of the local NGOs. Specifically: Equip and train an additional four manual demining Teams. Further develop the Battle Area Clearance teams toward EOD capacity. Further develop the NIPP into a National Mine Detection Dog Project. Further develop the mechanical capacity. Further develop the local NGO. Further develop the project human resources and nationalization of the project. C. Mines and UXO Clearance Continued from previous phases. Specific objectives are: Employ eight level two survey teams, nineteen manual clearance teams, two Battle Area Clearance teams, four mechanical clearance groups, two (NIPP) Northern Iraq Puppies Project and twelve mine detection dog teams. Clear 1,800,000 square metres of priority 1, 2 and 3 land.

Mine & UXO Victims Support Continue from previous phases to operate three prosthetic centres and possibly the Emergency facilities. 5 IMPLEMENTATION SCHEDULE All projects are a continuation of current activities. Contract extensions will be negotiated before the beginning of the phase so that operations will not be interrupted due to lack of contract authority. Similarly, equipment purchases (maintenance equipment and supplies) will follow roughly the same timetable. Clearance of individual minefields often spans over a number of years as effort is harmonized and external conditions permit. The Mine Clearance contract for Phase VII is expected to be 12 months in length. Normally the priorities of agencies we are supporting are consistent with those of the local authorities. We are currently embarking on a major project to determine the magnitude of the mines threat to their transmission lines project, and provide clearance for their crews to access to complete this project.

6 PRIORITIES The projects cannot be listed in priority one through four since none are totally stand alone or independent. We cannot do Mine Clearance without Level one survey and Training / development. Similarly, we cannot accurately plan Victims support without Level one survey, nor is Level one survey complete without the statistics from Prosthetic Limbs Centres and Emergency. Finally, we cannot achieve the Mines Sector aim without providing at least some part of Training and Development as well as Mine Clearance. Training and Mine Clearance are also linked together, since the availability of funds for capacity increases above current levels generate training requirements; the converse is also true. Finally, operation of the Prosthetic Limbs Centres at sub capacity would not be practical since that would be inefficient and not save significant funds; similarly, closure of any of the centres at this time would not be politically acceptable. Therefore, any reduction in funding below our budget proposal will have to be achieved by reducing the Mines Clearance project and subsequently reducing the Training and Development Project. The opposite will be the case for any increase in funds over and above that requested in this proposal.
