1 SMART CITY Gwalior Vision Document with proposed solutions
2 Category based proposed solutions:- 1) Citizen participation Online grievance redressal system at the city level, including a web portal and a toll-free number (for ex- CM helpline) where one can easily register his/her complaint and it must be resolved in a phased manner within certain time limit. Web portal similar to " where citizens can directly interact with the govt. at the city level, where one can express views on policies, programs, and matters of city interest, vote on polls, suggest new ideas for the city development, etc. 2) Smart Governance Online and offline utilities bill payment system. Online and offline birth/death certificates issuance. "e-shaasan" portal for delivery of services. Important aspects of good governance like transparency, accountability, etc. should be taken care of. 3) Railway station of Gwalior (First point where tourists interact with the city) LCD monitors should be installed displaying time of arrival of trains, current stations of trains, arrangement of the coaches, last station crossed etc. Mobile chargers at each platform at regular distances. Cylindrical Solar Panels should be installed on the roof covering the platforms and the station to address the energy issues. Purified RO Water ATMs should be installed. Touch screen general class ticket and platform ticket vending machines should also be installed.
3 Digital display boards for displaying advertisements of hotels etc. thereby generating revenues. Free Wi-Fi service throughout the station. Use of Digital display board displaying the time table of the trains replacing the orthodox printed chart system. Double sided escalators should be installed at each platform. LED lights should be installed throughout the station premises for saving energy and money too. Since security is a very important issue so can't be neglected. In Gwalior, platform 4 is totally open from where anyone can enter the station and that too with no platform ticket. So the entire station from platform 1 to platform 4 should be made secure by using CCTV surveillance and proper fencing along with guards to keep an eye on the visitors. X-ray metal detector machines should be installed at the entrance and exit points. Handheld metal detectors should also be used for screening of passengers. 4) Safety and security 24x7 operational CCTV (Closed Circuit Television) cameras at vital locations or places. Dedicated helpline. Panic buttons can also be installed at public places. Cyber crime department for handling cyber cases. Local police should be trained more and provided with latest weapons and gadgets. GPS based monitoring of cabs/transport vehicles with panic buttons. Clearly displayed emergency contact numbers at public places. Database containing records of criminals. Compulsory biometric identification of criminals. This database can be shared with other crime handling departments throughout the country. One touch SOS mobile app can be used.
4 5) Transport Double sided main roads with dedicated tracks for pedestrians and bicyclers along with green plantations and LED lights covering the entire roads. Identification of areas with heavy traffic and flyovers to be built covering such areas. Intelligent multilevel parking buildings in the main areas of the city. Bike Sharing model can be used(as in Paris, Berlin, Boston etc.). "Smart parking" Parking apps that show drivers where the nearest available parking spot is. RFID tag technology should be used in parking lots. "Smart Bus Stops" where one can charge his phone along with the ATM facility for cash withdrawal and Water ATMs. These smart bus stops should also act as Wi-Fi hot spots. Digital Display Boards should be installed on either side of the stop displaying important government messages for the public, private advertisements thus generating revenue. Roofs of these smart bus stops should be designed with cylindrical solar panels so that it can convert direct, diffused, and reflected sunlight into electricity thereby solving energy issues for these smart bus stops.
5 Smart traffic light management system with digital display boards showing messages like "Please Stop. Turn off the ignition. Contribute to the environment" on red light, "Start your vehicle" on yellow light, and "Go" on green light. GPS based monitoring of all public transport vehicles. Modification of the local transport using PPP model to promote the use of public transport will result in less traffic in the city. Govt. along with the help of the private companies can also launch a smart mobile app for services like ordering a cab, finding the optimized route between two places with live monitoring of traffic. 6) Green Roof Top Buildings Green roof top building technology should be used in all the government buildings and the local people should also be encouraged to adopt this technology. Green roofs keeps the temperature of the building quite cool thus it will reduce the energy consumption especially in summers (for ex- energy consumption by A.C.).
6 Green roofs will absorb more carbon dioxide thus help in reducing global warming. Green roofs will also contribute in improving air quality and can also filter noxious gases. 7) Waste Management High-tech waste management systems. Pay As You Throw (PAYT) garbage disposal would encourage people to recycle more and waste less, while using tools like RFID tag could improve sorting so recyclable plastic bottles don't end up in landfills. Installation of smart bins in the city with sensors to track the waste inside it and when the bin is completely filled, it sends the automatic message to the garbage bins collector drivers so that they can collect the waste from that bin. Smart Drainage System in the city covering all the drains (For ex- see image below)
7 7) Other Smart Solutions A city guide app, with information about museums, parks, landmarks, public art, restaurants. Digital display boards should be used instead of traditional display boards. Information like Air quality, nearest restaurant, hospitals, etc. should be displayed and advertisements can also be displayed thus generating revenues. Dynamic kiosks that display real-time information, concerning traffic, weather and local news. Conversion of public transport vehicles to low carbon alternatives can help our city tackle air pollution and cut operating costs. While the focus to date has been on the adoption of low emission buses, electric vehicles can be a good alternate. Compulsory pollution certificate for all vehicles. Use of smart lampposts (LEDs) with sensors that detect whether people are on the street, turning the light off when it's not needed. This will reduce city's lighting bill by 70-80%. Even though Gwalior is a least active earthquake zone but still systems to detect earthquakes and disseminate warnings in advance can be installed in the city (ex- recently installed system in Dehradun) as a step towards disaster management. Broadband Internet access for all citizens which will reduce the digital divide and spur economic growth. 3D Street art paintings within the Zoo and similar places to make it more attractive. Underground Electric wiring throughout the city in a phased manner. Installation of bio-degradable toilets at public places to improve sanitation. Meters should be installed to monitor water usage in each household and "Pay as per the use" model can also be used. 24*7 supply of electricity and water throughout the city.
8 Use of interlocking tiles while constructing roads specially in wards to ensure groundwater recharging. Water ATMs should be installed. Skill development centre. Consistent greenery throughout the city. To achieve this, surrounding towns and villages of Gwalior should also be encouraged. Apart from this, Singapore's "A City in a Garden" concept can be followed as a model. A smart city is one that offers a good quality life for all. A key aspect of this is in ensuring that housing is available to all and affordable too. Decentralization needs to be done to avoid traffic congestion in the city. For instance, traffic congestion can be seen outside the DD City Mall during the weekends. Since it is the only big mall in our city with many facilities like Fun cinemas, Dominos, major brands showrooms etc, in it. So, we should also focus on this problem. Multimedia based smart education facilities specially in government schools to improve the education system and level. 3D lighting at important places like historical monuments like Gwalior Fort, important places like Maharaja Bada to attract more visitors to these places. Baija taal can be used as a place for promoting social interactions among the citizens of the city. It should be renovated and underground water lighting can also be done to make it more attractive during the night. On every weekend cultural programs, rock band performances, exhibitions, etc. can be done here. Branding of the historical places (like Fort, Sun temple, Maharaja Bada, Jai Vilas palace, Rani Laxmibai tomb, Baija Taal,etc.) via advertisements with the help of celebrities. This will help in boosting tourism in the city. A smart city will be irrelevant to most of its inhabitants unless they can learn how to adopt new technology. So the need of the hour is to educate the citizens of our city about the changes. Smart city can't be smart until its
9 citizens won't start acting smart which means adopting the changes and stop criticizing the government and the administration. Government can adopt any of the above proposed solutions but a strong need is to perform these tasks in a phased manner, for ex, start with those areas which provide basic services like good roads, regular water and electricity supply, a sustainable environment to its citizens. Smart city should be the one which touches the life of everyone and brings about happiness to all in the city.
