The Company's Strategist modeling includes a sale of capacity that appears to be unrelated to the Manitoba Hydro diversity exchange agreement, i.e., the transaction labeled "SUR_SALE". Regarding this sa le: a. Please explain how Xcel arrived at the "max capacity" value of the sale as shown in Strategist. b. How did the Company determine the price at which it would sell this capacity? c. Why does the sale price of this capacity differ from the purchase price of capacity through the "SUR_PURC" transaction? 19. Please refer to DOC Information Request No. 39. For the requested "live" spreadsheet, please also include the calculation of savings as a percentage of three year weather normalized sales. That is, the calculations upon which Xcel can conclude that the given savings scenario is equivalent to 1.3%, 1.5%, and 1.7%. 20. During conversations with Xcel staff, CEOs were told that 1.3% savings were assumed for the period in all scenarios. Given this, what was intended by the following at page 53 of Section 3? " For purposes of determining minimum system needs, the customer sales forecast has been adjusted by 1.5 percent to reflect our expected DSM achievement over the planning period."

3 21. We understand that Xcel will be modeling 1.5% and 1.7% savings for the period in forthcoming runs. Please provide a macro that adjusts Xcel' s Strategist reference case to implement these assumptions. 22. Please provide the current number of participants in the Company' s Saver Switch program. Why does the Company believe that participation has risen to 50% given that it was about 355,652 participants in
