1 Practical arrangements for installing the rotating Presidencies' decorations As a general rule, all works are the responsibility of the Presidency. The Council Secretariat grants only limited technical assistance for electrical connection to electrical switchboards. Any modifications to be carried out to the premises made available are the responsibility of the Presidency (provided that these changes have been accepted in advance by the General Secretariat of the Council on the basis of a document). 1. Applications for access 1.1. Application for access merely for a visit Such applications should be made by the Presidency via a Domus application (to be made online by the delegation). Applications should be made at least 72 working hours before entering the building. "Normal visitor" access is by the Rue de la Loi entrance during normal working hours: from 7.30 to "Technical visitor" access is by the Chaussée d'etterbeek entrance during the opening hours of the dispatching section of the Technical Management Sector, i.e. from 6.00 to Application for access for works Such applications should be made in two stages. First stage: Owing to the need to set up a system of supervision by security guards, the Presidency must inform the General Secretariat coordinator of the provisional schedule of the works and the places where they will be carried out, in order to determine the number of guards required. The schedule must be forwarded at least two weeks before the works commence. Second stage: In order for badges to be prepared for each person who is to carry out the work, a summary giving the following details for each person (in an Excel-type table) should be forwarded to the Accreditation Service: - surname, - first name, - nationality, - identity card or passport number, - date of birth. This Excel table should be sent by to the Council's Accreditation Service security.accreditation@consilium.europa.eu at least 72 working hours before the works commence. Page 1/8

2 Security guards are required while the works are being carried out: at least one in each physical area where the works are under way and throughout the period when workers are present in those areas. In this particular case, if works are carried out simultaneously in the Presidency rooms on level C0 50 and in the lobby on CO 00, two security guards will be required. The costs of these guards are borne by the rotating Presidency. They vary between EUR 35 per hour for normal working hours and EUR 55 per hour on Sundays or at night-time on public holidays. These rates are index-linked, may vary as time passes and are thus given for guidance only. Access for lorries is possible via the unloading quay at Chaussée d'etterbeek 70. Access is not authorised for lorries longer than 12 m as they cannot manoeuvre on the quay. The Presidency must provide for all the necessary facilities for unloading and transporting its goods from the quay to the areas to be decorated. In certain cases, unloading may take place in the Atrium. 3. Sites which may be decorated and technical data 3.1 Atrium The Atrium is generally accessible by vehicle (if permission is granted by the Security Office). A lorry with an axle load not exceeding 10 tonnes may enter the Atrium. The floor covering can normally withstand a uniformly distributed load of 1 tonne per square metre. 3 The marble central part must be kept clear, as it must remain accessible to fire engines at all times. The banners on the sides of the mezzanines are mm wide and mm high. There are five banners of this type on the left-hand side and five others on the right-hand side of the Atrium. The banner on the Rue de la Loi side is mm wide and mm high. The size of the banner hung above the flags over the large revolving door on the lobby side is usually maximum mm wide and mm high. At the top there should be a flap in which a small tube diameter 1cm can be inserted. At the bottom, same flap in which a tube of 3,5 cm is inserted. The Presidency must make provision for all the lifting equipment required for its works. The use of cradles powered by a heat engine is not authorised. Moreover, the use of thermic machines (or drilling or grinding machines) is limited during the daytime so as not to disturb Council proceedings. Any work that would depart from these rules is prohibited and would immediately be halted Hanging levels Lobby corridor 00 CD The space behind the revolving doors can be used provided that the field of vision of the CCTV cameras on the side walls is not obstructed and the revolving entrance and exit doors can still be monitored. The usable floor area is mm wide and mm long. Movement in the corridor should not be restricted. Page 3/8

4 3.3 Floor 50 corridor CD Works of art can be displayed on the walls on the right-hand side Présidence Dimensions: Number Width in mm Height in mm The works of art are hung using transparent cords and hooks attached to the picture rails on the ceiling. The cords and hooks are supplied by the Technical Management Sector. The maximum permissible load per suspension cable is 7 kg. The fabric on the walls can be changed. The waiting room lobby is not equipped with such panels. The carpet may also be removed, but only in the area of the lobby and the Presidency reception room. In all cases, if the following Presidency does not accept the modifications carried out by the current Presidency, the latter must restore the premises to their original state before the end of its term. 7 3.5 Logo banner on the Rue de la Loi side of the façade A cradle which can hold two people (200 kg) is available for hanging from the roof to install the logo on the Rue de la Loi façade. The dimensions for the logo are mm wide and mm high. External logo, Loi entrance façade Page 7/8
