Registration of Interest (RoI) for Road & Bridge Projects on PPP model in Karnataka Background Karnataka Road Development Corporation Limited (KRDCL), a wholly owned Government of Karnataka Company as per the Provisions of the Company's Act, 1956, is a company under the Public Works, Ports & Inland Water Transport Department (PWP&IWTD). This Company was established to promote surface infrastructure by taking up Road Works, Bridges etc., and to improve road network by taking up construction widening and strengthening of roads, construction of bridges, maintenance of roads etc., and to take up projects on PPP basis. PWP&IWTD has identified 24,226 km of Core Road Network (CRN) in Karnataka State, comprising of National Highways, State Highways and Major District Roads. PWP&IWTD intends to upgrade CRN on priority basis for improving connectivity to key areas in the State. Some part of the CRN is already upgraded or is under up gradation / planning stage, through various modes of development. One of the key modes of development is Public Private Partnership (PPP). PWP&IWTD and KRDCL have identified various projects which can be implemented through PPP. Such PPP projects include up gradation of roads to 2-lanes with paved shoulders using Design, Build, Finance, Operate and Transfer (DBFOT) projects on Toll basis. KRDCL is also open to considering hybrid models involving combination of Toll and Annuity payments. Details of such PPP projects are provided in Annexure 1 to this Invitation of RoI. Other set of projects pertains to Operate-Maintain-Toll (OMT) mode of PPP for road maintenance. Using such models KRDCL intends to bring private sector to operate and maintain roads which are already upgraded. The contracted private companies can collect the Toll and appropriate the same. Details of such PPP projects are provided in Annexure 2 to this Invitation of RoI. 1

2 KRDCL has also identified some Major Bridges in Karnataka State which require reconstruction or rehabilitation. KRDCL intends to implement the same through PPP model, in which the contracted agency will be given rights to collect toll. Details of such PPP projects are provided in Annexure 3 to this Invitation of RoI. In all PPP projects highlighted above, Karnataka Private Investment Project (Road toll or user Fee Determination of Rates and Collection) notification, 2009 would be followed ( Ref Annexure 5). KRDCL also intends to make available VGF to the projects, if required to ensure optimal financial viability for the private sector companies, and to receive Premium from projects, if the projects have higher financial viability. (Selection of such private sector companies would be through a transparent, competitive and objective bid process). Invitation for Registration of Interest KRDCL now invites a non - binding process for Registration of Interest (RoI) from interested parties in this regard. KRDCL intends to consider the interests expressed and suggestions received for finalizing its development plan and PPP structuring of the project. It may please be noted that submission of RoIs and the information therein would not lead to any preferential treatment to any party during the PPP Bid Processes. Submission of Registration of Interest Interested parties are required to submit the RoI at the office of undersigned. Format of RoI to be submitted is given in Annexure 4. Note: This ROI will not form part of the procurement process to be subsequently followed by the Department/Agency for developing the project. The ROI is only to elicit the interest of an entity in the project and will not be used either to short-list or disqualify a prospective bidder.
