25 Test type I: Tailpipe emissions tests after cold start - vehicle classification Regulation (EU) No 168/2013: UNECE global technical regulation No 2, chapter 6.3. L-category vehicles equipped with a combustion engine having a displacement < 50 cm 3 and travelling with v max < 50 km/h shall be attributed to class I vehicles REPPR, Annex I, point 4.3 replicated from point 6.3. of gtr No 2 Still to be addressed: vehicles with electrified propulsions: replace engine displacement with classification power thresholds setout in REPPR, Annex V, Appendix 1, paragraph 2.6

26 Test type II: Tailpipe emissions test at (increased) idle / free acceleration test; Base requirements mix of gtr No. 2, UNECE regulation 83 and Directive 2009/40/EC ; Emission test at (increased) idle for vehicles of which a Positive Ignition (PI) combustion engine if part of the propulsion; Free acceleration test for vehicles of which a Compression Ignition (CI) combustion engine if part of the propulsion; Manufacturer is to deliver the Test type II limit values and to demonstrate that the base requirements from Directive 2009/40/EC regarding road side inspection are complied with.

27 Test type III: Emissions test of crankcase gases Regulation 168/2013, Annex V(A): zero emission, closed crankcase. Crankcase emissions shall not be discharged directly into the ambient atmosphere from any vehicle throughout its useful life Purpose of test type III: manufacturer shall prove that vehicle's crankcase system is closed and emits no pollutants

28 Test type III: Emissions test of crankcase gases Simple test procedure coherent with Test Type III requirements from UNECE Regulation No 83 for vacuum based crankcase ventilation systems Added alternative test for overpressure / breather based crankcase ventilation systems Test type III demonstration only necessary in case of: first time new design of crankcase ventilation system difference in opinion between type-approval authority and manufacturer 28

29 Test type IV: Evaporative emissions test Base test procedure: fuel tank permeability test for all L-category vehicles was carried over from Multi-Directive 97/24/EC, Chapter 6, Annex I, paragraph 2.1. Purpose: permeation of fuel through fuel tank material SHED test as applicable as of 2017 for categories L3e, L4e (only base L3e vehicle), L5Ae, L6Ae, L7Ae was proposed by industry as evaporative test procedure to be fulfilled already today for export to the USA. Purpose: evaporative emission verification of entire vehicle Emission effect study in Article 23, paragraphs 4 & 5 from Regulation 168/2013 will identify how to deal with categories L1Ae, L1Be, L2e, L5Be, L6Be, L7Be and L7Ce either: SHED test procedure; Revised US EPA Fuel tank and lines permeation testing.

30 Test type IV: Evaporative emissions test Hierarchy in test procedures: Permeability test (lowest representation of evaporative emissions) Permeation test (medium representation) SHED test (highest representation) Issues: durability testing of evaporative emission relevant components and the test fuel. Proposed rapid ageing procedures of components 30

31 Test type IV: Evaporative emissions test EC Proposal submitted, carbon canister ageing test procedure partly based on R83 Rev 4, Annex VII, chapter 5: Advantage: internationally harmonised requirements Disadvantage: complex, more time consuming test procedure and butane allowed to age canister Amount of carbon canister cycling dependent on vehicle (sub-) category 31

32 Test type IV: Evaporative emissions test Proposed as alternative a simpler test procedure to rapidly age canister. Butane only allowed to determine the canister working capacity before and after ageing (with actual E5 representative market or test fuel) Target international harmonisation of ageing procedure, therefore also added durability cycling of canister purge valve Third alternative: use of "golden parts" obtained from durability test fleet Requirements added to ensure that evaporative emission control system is actually working and carbon exposed to ethanol in fuel 32

33 Test type IV: Evaporative emissions test Fourth alternative method considered to be added as transition, pending position of Member States, result environmental effect study and only: if manufacturer uses the mathematical method to type-approve vehicle (Art 23 (3c) of Regulation 168/2013), allow use of multiplicative DFs set-out in Annex VII(B) of Regulation 168/2013 as alternative to ageing methods set-out in sub-appendix 3.2 to Annex IV of REPPR under the assumption that this alternative will phase out for the Euro 5 step 33

34 Test type V: Durability testing of pollution control devices Article 23 of Regulation 168/2013 includes three alternative methods: Full mileage accumulation and emission test verification Partial mileage accumulation, accelerated durability testing Mathematical method, multiplication emission results degreened vehicle with fixed deterioration factors from Annex VII(B) of Reg 168/2013

35 REPPR - Test type V durability of pollution control devices Purpose: verify whether pollution control devices are sufficiently well designed to withstand hostile engine conditions during normal vehicle life Thermal exposure Frequent thermal shocks ( C, gradients low high and high low) Continuous operation at high temperatures ( C) Exothermal reaction from unburned HC ignited by hot catalyst Poisoning from combustion rest products Mechanical exposure, mainly vibrations CRITICAL: HOT LEAN OPERATION 35

37 REPPR - Type V durability test AMA vs. SRC-LeCV Validation EC considers AMA test cycle as obsolete and validation of SRC feasibility as sufficient Deterioration of emission performance of current test vehicles to validate the SRC is not anticipated to provide any added value SRC vehicle speed profile for LD vehicles (passenger cars) with significantly lower power to mass ratio than L-category vehicle proven over many years WMTC for L-category vehicles which was used to rescale the SRC for cars is used since many years for motorcycles and equivalent (same power to mass ratio) vehicles 37

38 REPPR - Type V durability test AMA vs. SRC-LeCV Compromise reached end of 2012 The EC was prepared to accept both the AMA and SRC-LeCV in parallel up to the Euro 5 step (2020 / 2021) as transition phase, even for other L-vehicle categories than for L1e and L3e After phasing out of the obsolete AMA cycle the principle type V mileage accumulation cycle will be the SRC-LeCV The end date to phase out the AMA cycle will be subject to the environmental effect study (2016) 38

39 Test type VII: Measurement of CO 2 emissions, fuel consumption, electric energy consumption and electric range determination (fuel efficiency) Based on UNECE R83 for the measurement principles of CO 2 emissions and calculation of fuel consumption Testing procedures for non-conventional propulsion types (electric hybrid vehicles, pure electric vehicles or vehicles with periodically regenerating combustion engine technology) coherent with UNECE Regulation 101 regarding energy consumption and electric range Open issue: harmonised energy consumption and electric range determination of powered cycles.

40 Test type VII: Measurement of CO 2 emissions, fuel consumption, electric energy consumption and electric range determination (fuel efficiency) Long term goal for simplification (pending position MS and discussions in UN L-EPPR working group): revision of UNECE Regulation 101 to accommodate testing of L- category vehicles and to widen its scope. When this would be accomplished the REPPR would be simplified by making a direct reference to UNECE regulation 10 replacing text in Annex VI; or replicate provisions of R101in new UNECE regulation and make replace REPPR text with reference.

41 Test type VIII: On-board diagnostics (environmental part only of OBD) The functional part of on-board diagnostic requirements will be laid down in the Regulation for vehicle construction (RVCR); Annex OBD environmental requirements in Annex VII based on UNECE R83 Rev 4, chapter 11, appendix 1 Basic requirement: manufacturer is to proof which inputs and outputs of the Powertrain Control Unit / Engine Control Unit are emission relevant

42 Test type VIII: On-board diagnostics (environmental part only of OBD) In case of electric failure in electric circuits (including control units) of sensors or actuators, including electric signal rationality failures (electric range/performance and signal stuck failures) in these circuits that lead to emissions exceeding the emission thresholds laid down in the L-cat Codecision Reg, Annex VI (B), the OBD system shall be triggered Malfunction Indicator is to be turned on: in case of a present emission damaging fault to notify rider that there a serious emission relevant failure has been detected which should be repaired In case of a torque limiting default mode (functional safety)

43 Test type VIII: On-board diagnostics (environmental part only of OBD) Split proposed between OBD stage I and II type of functionality coherent with Annex XII of the RVCR (OBD functional requirements) In next draft RVCR revision EC will propose additional appendix with list of sensors and actuators to be diagnosed and indicate to what level Manufacturer can start running OBD stage II functionality "in the background" on a voluntary basis to collect field data in order to develop robust OBD functionality preventing false detection. Mid to long term target: internationally harmonised OBD requirements. 43

44 Test type IX: Sound level testing Carried over from Multi-Directive 97/24/EC, chapter 9 Goal to simplify: GRB still to revise UNECE regulation Nos 9 (all L-cat vehicles except motorcycles and mopeds), 41 (motorcycles), 63 (mopeds) and 92 (replacement silencers); The EU will accede to these UN Regulations and proposed to replace EU requirements through Regulation 168/2013 under the condition that UN Regs provide an acceptable level of sound requirements (inclusion of ASEP provisions); Regulation No 41 is ready for accession

45 Annex No IX: Testing procedures and technical requirements regarding maximum design engine speed, maximum continuous rated propulsion torque and power. Base Directive 95/1/EC on the maximum design speed, maximum torque and maximum net engine power of L-category vehicles carried over Adaptation needed to take technical progress and "new" vehicle propulsion technology into account: electrified propulsion, e.g. hybrid electric and pure electric vehicles dedicated test procedures included for cycles designed to pedal; switch-off distance and maximum assistance factor
