1 SELECTED ASPECTS OF END-OF-LIFE VEHICLE RECYCLING IN POLAND Dr Katarzyna Sicińska III International Conference on Vehicle Recycling at home and abroad Warsaw, 2 October 2018.
2 TOPICS: 1. Results of a pilot survey conducted at Vehicle Inspection Stations among the owners of passenger cars. The knowledge of the statutory obligation to recycle the car at an authorised disassembly station/collection point was checked. 2. Methodology and estimation of the actual number of vehicles in motion.
3 1. PILOT STUDY - QUESTIONNAIRE ITS - patronage over Vehicle Inspection Stations (periodical technical inspections). Implementation of the pilot study: July - December 2017; 4 voivodships: Mazowieckie, Łódzkie, Świętokrzyskie and Pomorskie; There were 160 questionnaires/ 4 questions collected.
4 QUESTIONS 1. and 2. Question 1: Do you know what to do with an end-of-life vehicle in order to deregister a vehicle from CEPiK and not to pay civil liability insurance? 66% KNOW WHAT TO DO 34% DO NOT KNOW WHAT TO DO Question 2: Do you know that the owner of an end-of-life vehicle is obliged to hand it over for scrapping only to an authorised disassembly station or to an authorised vehicle collection point? 72% of the respondents knew the above mentioned provision of the Act on vehicle recycling 28% answered in the negative
5 QUESTION 3. Do you see the need to conduct awareness-raising activities consisting in providing information on the treatment of old vehicles in accordance with environmental protection rules, i.e. at authorised disassembly stations that issue a certificate of vehicle disassembly? 82% of passenger car owners responded affirmatively

7 CONCLUSIONS OF THE SURVEY high awareness of the owners of passenger cars regarding the management of waste from end-oflife vehicles; divergence in the assessment of vehicle owners' knowledge as regards the identification of authorised SD, PZ; conducting educational activities shaping ecological behaviour for the management of waste from EuP.
8 EDUCATIONAL ACTIVITIES Þ Creation of desired attitudes and behaviours among the society aimed at processing vehicles in accordance with the Act on Recycling of EuP: information campaign: leaflets/boards with the list of local entrepreneurs in accordance with the data of the Marshal's Office (SKP, Transport Offices); social campaign (TV_TV spot/ RADIO_advertisement/ PRASA MOTORYZACYJNA_ articles); advertising on the Internet. REALIATORS all actors involved in the fight against the grey market for vehicle dismantling in the country.
9 RESULTS greater recognition of authorised dismantling stations as compared to other end-of-life vehicle recyclers (grey market); increase in the treatment of EuPs at authorised dismantling/reducing illegal dismantling; greater reliability of CEPiK database figures.

METHODOLOGY AND ESTIMATION OF THE ACTUAL the numbernumber and age of the fleetof determines the volume of end-of-life VEHICLES vehicles to be recycled Central Register Vehicles and Drivers unreliable data, do not reflect the actual number of motor vehicles, including os. FORS: uninsured vehicles, so-called "souls": ,1 thousand pcs approx thousand pcs. On average, approximately 737,000 vehicles were dismantled each year in the grey market, without deletion from the CEPiK database.

12 THE METHODOLOGY FOR ESTIMATING THE NUMBER OF ITS VEHICLES Criterion: validity of the civil liability insurance policy (OC). It was assumed that vehicles used in Poland are the records in the CEPiK database, which in the analysed years 2014 and 2015: have an entry on the current civil liability policy; have an entry with an outdated civil liability insurance policy up to the age of 20; did not have any entry regarding the expiry date of the MTPL policy for up to 20 years. Rejected vehicles 21 years old and older, most likely unused/non-existing

14 THE CONCLUSIONS OF THE ANALYSIS a comparison of the number and age structure of registered passenger cars (all CEPiK records) according to selected criteria of the ITS test method indicated that: 30% less cars used in the country; smaller share of vehicles over 21 years old (only 10% of the park); increase in the share of new vehicles (10% of the estate's vehicle fleet); relatively high share of vehicles aged (60%); national average age of used cars: 13 years, not 17.5 years, according to CEPiK; If the average age of car disassembly in Poland is 17.5 years, the cars will be disassembled first: vehicles over 21 years of age (10.5% _ thousand units); cars aged years (33% _over thousand cars).
