DATE and TIME OF COMMUNICATION: December 7, 2018 from 1:00 p.m. to 1:25 p.m. and 1:30 p.m. to 1:45 p.m. LOCATION: Commission headquarters, 505 Van Ness Avenue, San Francisco, CA WHO INITIATED COMMUNICATION: Southern California Edison Company (SCE) NAMES AND TITLES OF NON-CPUC PERSONS PRESENT: Laura Genao, Managing Director, Regulatory Affairs, and Laura Renger, Principal Manager, Air & Climate, SCE. BRIEF DESCRIPTION OF COMMUNICATION: During the meeting with Ms. Thakar, SCE urged the Commission to adopt the proposed decision approving SCE s petition for modification 1
3 ( PFM ) of D requesting bridge funding. SCE explained the gap between the Charge Ready Pilot and Charge Ready 2 that the PFM was intended to address. SCE described the continuing barriers to EV adoption and how SCE s Charge Ready 2 proposal intends to address those barriers. SCE herein describes by percentage the different customer segments that will be served by the Charge Ready Pilot, Charge Ready bridge funding, and Charge Ready 2 programs, and the Charge Ready Pilot s deployments to date. Charge Ready Pilot o Serves multi-unit dwellings, workplaces, fleets, and destination centers. o Deployment to date: Multi-unit dwellings 3% of total ports, 4% of total sites Workplaces 66% of total ports, 56% of total sites Fleets 9% of total ports, 10% of total sites Destination Centers 22% of total ports, 30% of total sites Charge Ready Bridge Funding o Serves multi-unit dwellings, workplaces, fleets, and destination centers. o Proposed decision would establish a 20% target for installations in multiunit dwellings. Charge Ready 2 o Serves multi-unit dwellings, workplaces, fleets, and destination centers. 6 Southern California Edison s Light-Duty Electric Vehicle Program: Charge Ready Pilot (Approved 1/16) Petition to Modify (PD 11/18; December Agenda Item) Charge Ready 2 (Currently Pending)
7 The Proposed Decision (PD) approving SCE s Petition to Modify (PTM) D provides a seamless customer experience and supports California s climate goals January 2016, the CPUC approved Charge Ready Phase 1 (Pilot), authorizing $22M to install at least 1,000 charge ports; Charge Ready Pilot executed SCE filed a PTM in March 2018 requesting an additional $22M to continue the Pilot while Charge Ready 2 is pending CPUC review ( Bridge funding ) PD approving SCE s PTM recognizes the importance of maintaining the momentum of the Charge Ready Pilot including the Charge Ready infrastructure pilot and complementary market education programs to advance a cleaner transportation future SCE believes this Bridge funding is necessary to provide certainty to the charging infrastructure market, as well as SCE s customers and vendors, and that it will facilitate a smooth transition to SCE s proposed Charge Ready 2 program SCE supports the PD it is a positive signal reinforcing that our state and IOUs are committed to taking action on our vital carbon and clean air goals
8 Charge Ready Pilot Bridge funding will support infrastructure for additional 1,000 ports Gap duration between Charge Ready Pilot and anticipated decision on Charge Ready 2 estimated to be up to 18 months absent Charge Ready Pilot Bridge funding approval If approved, Bridge funding would support a minimum of 1,000 ports Operational/Programmatic Changes to Charge Ready Pilot Bridge will facilitate progress towards 1,000 port minimum and encourage greater MUD participation: Lowering minimum port requirement for Multi-Unit Dwellings (MUD) to 5 ports (non-dac sites) addresses challenge that many MUDs shared of not meeting eligibility requirements due to relatively high 10-port minimum threshold Target of 20% MUD participation to ensure focus on this important customer segment, which currently makes up 3% of Charge Ready Pilot Customers SCE will wait list applications once funds are exhausted
9 Charge Ready 2 will address barriers to EV adoption: accessibility, affordability, & awareness SCE supports and wants to accelerate the adoption of light-duty EVs to reach 3.5 million EVs by 2025 and 7 million by 2030 in CA, to help meet the State s 2030 GHG and air quality goals Range anxiety and EV awareness must be addressed through significant deployment of EV fueling infrastructure and increased market education & outreach Charge Ready 2 will include a suite of offerings to meet unique Multi- Unit Dwelling (MUD) challenges: (1) turnkey option with utility ownership/operation of charging stations, (2) new MUD construction rebates to go beyond code and install charging stations, and (3) use of alternative infrastructure to support street-side charging
10 Charge Ready 2 Application Filed June 2018 $760 million request over 4-year period to expand Charge Ready Pilot s make-ready approach with 32,000 ports at workplaces, MUDs, destination centers and fleets Provides rebate for all charging stations, including new construction rebates for 16,000 additional ports at MUDs Includes up to 200 DC Fast Chargers (DCFC) at a limited number of customer sites 30% DAC commitment Adjustments to Charge Ready Pilot approach: Site installation minimum reduced to 2 ports (from 10) Parking lot size requirement eliminated Long-dwell locations defined as greater than 2- hours allows for greater curb-side charging station installation Added utility-ownership option for MUDs and government locations Includes robust marketing and education campaign to address adoption barriers
