3 Since 2006, in collaboration with various partners, several renewable energy projects & programmes have been/are being implemented: 1. Development & Adoption of RE Quality Standards 2. Off-Grid Energisation Master Plan 3. Piloting Concentrating Solar Power (CSP) Technology 4. National Wind Resource Assessment 5. Namibia Energy Efficiency Programme 6. Solar Thermal Demo & Training Initiative -SOLTRAIN 7. Supporting other Research Activities in the School of Engineering 3

4 Aim: To create an accurate knowledge base of the wind resources available in Namibia through measurement & development of regional wind atlases Project Partners: PoN, NamPower, MTC & EEP Project period: min.3 years Outcomes: Wind measurement on 18 sites across the country regional observational wind atlases for Namibia 4

5 PSA, DLR Aim: To increase the share of RE in the Namibian energy mix by developing the necessary technological framework & conditions for the successful transfer & deployment of CSP technology Project Partners: MME/PoN/GEF/UNDP Outcomes: Piloting CSP through a 5-50 MW power plant The final draft of the Prefeasibility study has been submitted Solar Maps for Namibia produced Next step is the detailed feasibility study including ground measurement on the top five selected sites. 5

8 A Ministry programme launched in 2007 with the objective to increase access to clean & appropriate energy technologies, Two components: Operating Solar Revolving Fund; and Establishing Energy Shops in all regions (total 180 shops), Solar Revolving Fund subsidised loans for individuals buying RE technologies, Public institutions to be electrified with solar by the Ministry. 8

13 Challenges & Conclusion Challenges Shop owners still finding it difficult to stock up Experiencing technical & financial support difficulties with the local RE registered suppliers. Accessing affordable and quality stock is the biggest challenge. Conclusion The Energy Shop concept can bring sustainable access to modern technologies to the communities in the off-grid areas such as energy efficient bulbs, solar lanterns, solar cell-phone chargers and etc. But it can only be made a reality with the intervention and joint efforts of policy makers, captains of industries, international investors with more awareness and training to the communities as well more exposure to the Energy Shops. 13

14 In 2010, the ECB, the regulator, commissioned a study on Procurement Mechanisms for Namibia s RE Study was done by REEEI with support from Renewable Energy & Energy Efficiency Partnership Study recommended the following approaches; 1. Feed-in-Tariffs for small REs (less than 5MW) 2. Tendering/bidding for large scale (> 5MW) 3. Net metering for roof-top-based PV 4. Subsidies, tax incentives etc especially for Off-grid. The recommendations are at various stages of implementation with tendering for 30MW PV to be out before end of year 14
