Ms. Jennifer Upchurch, Upchurch Sales & Associates The meeting was called by Mr. Lou Stoecklin, Committee Chairman, all participants introduced themselves, and the quorum of Educational Members needed to start the meeting was confirmed. Ms. Diaz from MT&E presented the FSPMA Custodial/Chemical Committee report prepared for the meeting and which had been sent through electronic mail to the committee members in advance for their review. The minutes corresponding to the last committee meeting, the current meeting agenda, historical testing and payment summaries, as well as the current FSPMAcertified custodial/chemical product list included in the report were unanimously approved by the committee. Mr. Alberto Velazquez from MT&E presented in detail the laboratory results included in the report. These results had been obtained and reported after the last committee meeting held on June, Upon a question from a participant regarding some results identified in L-1239 as corresponding to field samples, Ms. Diaz from MT&E explained that those four floor finish samples had been submitted to MT&E by Mr. Joe Leavens from Hillsborough County Public Schools for compliance testing. The samples, which had allegedly failed to perform appropriately in the field, corresponded to an EnviroLab FSPMA-certified brand batches received at different Hillsborough County school sites. The submitted samples were found not to be in compliance with the % of solids requirements included in PBCC-29.2 Performance- Based Floor Finish System - Floor Finish as indicated in L-1239 and the vendor is at this moment responding to Hillsborough County Public Schools allegations. Mr. John Selfslaghs from BuckNewell/Synergy Sales explained that he was not ready at this point to present the new proposed FSPMA specification for a non-acid containing bowl cleaner and requested more time to submit a final draft. Committee Agreement (approved unanimously): Mr. John Selfslaghs from BuckNewell/Synergy Sales will prepare a new proposed FSPMA specification for non-acid containing bowl cleaners and send Ms. Diaz from MT&E the draft so she can send it out to the FSPMA Custodial/Chemical Committee distribution list for revision and submission of input. This proposed spec will be brought for discussion and potential voting for approval to the next committee meeting.

5 Page 3 L-1246-DD September 23, 2008 Mr. Selfslaghs was not able to present a proposed FSPMA specification for a semi-permanent floor finish as per one of the last committee agreements but he expressed that he will start working on this with his company s technical personnel so he can submit an appropriately formatted draft for revision as soon as possible. Mr. Stoecklin, Committee Chairman, insisted in the importance of having an FSPMA specification that describes a semi-permanent floor finish system like the one successfully used by Sarasota and Pasco County Public Schools as part of the FSPMA floor care product field performance test. This type of product could allegedly last up to three years without stripping and re-coating. There were some questions from committee members regarding the associated labor costs and stripping requirements and Mr. Stoecklin offered to field-test any traditional floor finish product next to a permanent or semi-permanent one to be able to obtain as much information as we can in order to take the best possible decisions for our districts. Ms. Diaz from MT&E asked Mr. Selfslaghs what would be the requirements that strippers and floor cleaners should meet to be compatible with this polyurethane-based, semi-permanent floor finish product and he answered that any FSPMA-approved floor cleaner (neutral or quaternary) could be successfully used with this product. However, Mr. Selfslaghs indicated that the corresponding floor finish remover had to be specially formulated because traditional strippers will not be effective in this case. Ms. Diaz then suggested that the new specification should include both the semi-permanent floor finish and the compatible stripper requirements. Committee Agreements (approved unanimously): Mr. John Selfslaghs from BuckNewell/Synergy Sales will coordinate the preparation of a new proposed FSPMA specification for a floor care system consisting of two products: 1) a semi-permanent, poly-urethane-based floor finish consistent with the product successfully used by Sarasota and Pasco County Public Schools as part of the FSPMA floor care product field performance test, and 2) a floor finish remover compatible with the semi-permanent floor finish described before. Mr. Selfslaghs will send a final draft to Ms. Diaz (MT&E) so she can send it out to the FSPMA Custodial/Chemical Committee distribution list for revision and submission of input. This proposed spec will be brought for discussion and potential voting for approval to the next committee meeting. Mr. Alberto Velazquez from MT&E presented L-1243 with the results of a suitability study regarding a possible change in the substrate used to determine the 60 0 specular gloss in floor finishes (ASTM D1455) from polished black glass tiles to vinyl composition tiles (VCT). The data suggested no significant differences in the gloss levels obtained using both substrate types and, therefore, Mr. Velazquez recommended keeping on using the polished black glass tile as a substrate in this test. Committee Agreement (approved unanimously): Based on the results reported in L-1243, the committee does not consider justifiable to recommend replacing the Polished Black Glass Tiles by Vinyl Composition Tiles (VCT) as the substrate for the 60 0 specular gloss test in floor finishes, therefore, all related specs will remain unchanged.

10 Attachment I F.S.P.M.A. CUSTODIAL/FOOD SERVICE CHEMICAL SPECIFICATION FOR EDUCATIONAL FACILITIES USE Spec. No. CC-10A.6 7 DETERGENT, GERMICIDAL, PHENOLIC TYPE TB AND MRSA-EFFECTIVE (Effective in 400 ppm, min., water hardness and in presence of 5% blood serum) A. GRADE, TYPE, SIZE AND LABEL: 1. Grade and Type. This detergent shall be a TB 1 and MRSA 2 -effective phenolic or quaternary ammonium type of one grade germicidal product, containing synthetic organic biodegradable detergents that provide good detergency and shall be suitable for use on all surfaces which normally are cleaned with water. Both ready-to-use and diluted products are covered under this specification. 2. Size and Label. This material shall be furnished in new, non-returnable, commercial type, factory sealed containers. All containers shall be labeled with labeling impervious to the contents of the container. Such labeling can be accomplished through printing directly on the container, by attaching a paper label, or a tight-fitting sleeve-type label on a plastic container designed to receive and hold sleeve-type labels. No labels shall be easily removed from the container whether the container is full or empty. Labels shall give adequate use instructions and warning of toxicity, skin irritants and/or possible damage to vulnerable surfaces, if any. Labels shall meet all federal regulation requirements of the Occupational Safety and Health Administration (OSHA) Hazard Communication Standard in CFR B. MATERIALS AND WORKMANSHIP: 1. General. The compound shall be a uniform, homogeneous product. It shall contain no abrasives or solvents and shall not be irritating in normal use dilution to the skin. It shall be satisfactory for use in floor and wall maintenance cleaning operations with soft or hard water. 2. Stability and Storage. The product and container shall be stable and shall not lose effectiveness or otherwise deteriorate for at least one year when stored in unopened containers in accordance with manufacturer's specifications. Stacking and storage heights for products shall be provided on the exterior storage container or carton. 3. Composition. Products supplied under this specification shall be a combination of either non-selective phenolic derivatives or quaternary ammonium chlorides and with synthetic, organic biodegradable detergent materials. 4. Prohibited Ingredients. No products supplied under this specification shall contain mercury, peroxides, formaldehyde, para-tertiary amyl and/or para-tertiary butyl phenol, carcinogenic substances, or materials which release such compounds when diluted for use in accordance with the manufacturer's recommendations. 5. Registration. All products supplied under this specification shall be registered as germicides with the EPA and shall bear labels carrying the official EPA registration number. 11 Attachment I (cont.) product shall also be registered with the Florida Department of Agriculture as meeting the requirements under the Florida Pesticide Laws. All labels must have statement that the product is effective against the all microorganisms listed in B.6 and B Bacteriological and Germicidal Activity. The manufacturer shall state on the product label the specific dilution at which the product is germicidal against the following organisms when tested by the current A.O.A.C. Use Dilution confirmation test for "a.", "b.", and "c." (below), and the A.O.A.C. fungicidal test for "d." in synthetic hard water (400 ppm as CaCO 3 or higher) in the presence of 5% blood serum contamination. In the case of a ready-to-use product, the water hardness requirement does not apply. a. Salmonella choleraesuis b. Staphylococcus aureus c. Pseudomonas aeruginosa d. Tricophyton mentagrophytes e. Mycobacterium tuberculosis (not tested in lab). f. Methicillin-Resistant Staphylococcus aureus. The manufacturer must certify that his product is registered under these same criteria with the Environmental Protection Agency. This will be verified through as examination of the product label. 7. Virucidal Activity: The manufacturer shall state on the product label the specific dilution at which the product is germicidal against the following organisms in synthetic hard water (400 ppm as CaCO 3 or higher) in the presence of 5% blood serum. In the case of a ready-to-use product, the water hardness requirement does not apply. a. Influenza A2 b. Herpes Simplex c. Vaccinia d. Adenovirus Type 2 8. Dilution Ratio. The general purpose dilution ratio for the product shall be specified by the manufacturer at the time the sample is submitted for certification. All references to use dilution shall refer to this recommended dilution and this dilution ratio shall appear on the label. 9. Product Specification Sheet. A copy of the manufacturer's specification sheet for this product is to be submitted for certification. C. REQUIREMENTS: Unless otherwise noted, all test methods cited are the latest published revisions. 1. ph Value. The ph value of the recommended use dilution as in to comply with B.6. and B.7 shall be not more than 11.0(+0.1) when tested in accordance with ASTM E Solubility. The compound (except for ready-to-use products) shall be completely soluble in distilled water when tested in accordance with Test D.3.a. 3. Rinsing Properties. The compound shall be free rinsing when tested in accordance with ASTM D 3399, except use 100 ml. rinses with hard water (300 ppm CaCO 3 ) and use manufacturer's use dilution as recommended in B.7 8. 12 Attachment I (cont.) 4. Cleaning Efficiency. The cleaning efficiency shall be not less than 15% when tested according to Federal Test Method Standard 536, Method 6701, except that the doctor blade clearance shall be in. (6 mil) instead of (8 mil), the concentration tested shall be the one recommended and submitted by the manufacturer for this test, which shall provide the germicidal and virucidal activity required in B.6. and B.7. The soil formulation shall be as follows: ( Soil formulation change was approved by the Custodial Standards committee on 5/30/02 since all of the ingredients for the Federal Spec soil are not available.) a. 80 grams of #3175 Red Iron Oxide Pigment manufactured by Rockford Pigments of Beltsville, MD b ml of Spectrum K1025 Kerosene. c ml of Spectrum S1630 Stoddard Solvent. d. 4 grams of Spectrum M1194 White Medium Mineral Oil. e. 4 grams of Valvoline Super HPO 20W Motor Oil. f. 4 grams of Crisco All Vegetable Shortening. 5. Viscosity, Gardner Bubble. The viscosity shall be not more than "T" at 25 0 C when compared to the Gardner Bubble Viscometer Standards in accordance with ASTM D Deleterious Action on Painted Surfaces. When tested as specified in ASTM D 3399, using the detergent dilution as recommended by the manufacturer for B.8, the change in 60 0 specular gloss of the panel immersed in the sample solution shall be no more than 50% of that for the panel immersed in the trisodium phosphate solution. 7. Deleterious Action on White Vinyl Composition Type Flooring. When tested as specified in ASTM D 3399, using the detergent dilution as recommended by the manufacturer for B.8, white official test composite type tiles shall exhibit no swelling, cracking, softening, discoloration, or bleaching. 8. Germicidal Activity. a. Efficacy against organisms listed as B.6.a, b, c, & d will be verified by examining the product label and the manufacturer must certify that this product is registered under these same criteria with the Environmental Protection Agency. b. The product shall be registered or sub-registered as a TB -effective germicide with the U.S. Environmental Protection Agency in the latest version of List B: EPA Registered Tuberculocide Products Effective Against Mycobacterium tuberculosis 3 to be compliant with B.6.e. c. The product shall be either listed on the latest version of List H: EPA Registered Products Effective Against MRSA and VRE 4 or the manufacturer/bidder shall submit official independent laboratory confirmation stating that the specific brand bid is effective against MRSA to be compliant with B.6.f. 9. Virucidal Activity. Efficacy against organisms listed as B.7.a, b, c, & d will be verified by examining the product label and the manufacturer must certify that this product is registered under these same criteria with the Environmental Protection Agency. 10. Material Safety Data Sheet (MSDS). An MSDS clearly identifying this product, filled out completely according to the Florida Workers Right-to-Know Law (Chapter 442, Florida Spec. 13 Attachment I (cont.) Statutes) must be submitted with each sample submitted for certification. D. METHODS OF SAMPLING, INSPECTION, AND TESTING: 1. Sampling. At the option of the purchaser, representative samples shall be taken from deliveries made under this invitation and submitted for quality control testing. If the purchaser's sample fails, the manufacturer shall pay for the actual cost of testing. Failure of any sample so taken to comply with the specification requirements shall invalidate any purchase contract made under this invitation unless the manufacturer requests a repeat quality control test. The manufacturer may be present for this second sampling which shall be from the same batch. The manufacturer shall pay for this second quality control test. Should the second sample fail, this invalidates any purchase contract made under this invitation. If the second sample passes, results obtained from the second quality control test shall prevail. 2. Inspection. Physical inspection of package, condition, quantity, and labeling shall be made at point of delivery by the purchaser. An MSDS shall be submitted with each shipment in accordance with the Florida Workers Right-to-Know Law (Chapter 442, Florida Statutes) and shall be identical to the MSDS supplied for initial certification. 3. Test Procedures: a. Solubility. The use solution as diluted in C.4. shall be maintained at 25 0 C and stirred vigorously for 5 minutes. The solution shall be inspected immediately thereafter for undissolved matter. E. RELATIVE COST: 1. This shall be determined on the basis of the cost per gallon of the use dilution specified by the manufacturer certification. Dilution cost chart attached. 14 Attachment II F.S.P.M.A. CUSTODIAL/FOOD SERVICE CHEMICAL SPECIFICATION FOR EDUCATIONAL FACILITIES USE PROPOSED Spec. No. PBCC ENVIRONMENTALLY-FRIENDLY PERFORMANCE-BASED GRAFFITI REMOVER A. GRADE, TYPE, SIZE AND LABEL: 1. Grade and Type. The graffiti remover shall be a product recognized under the United States Environmental Protection Agency (USEPA) Design for the Environment (DfE) Formulator Program 5, shall be of one grade, and have a low to moderate odor. The product shall be capable of removing spray paint, ink, permanent marker, and any unwanted graffiti from metal, concrete, plastic, laminated, and carpet surfaces. 2. Size and Label. This material shall be furnished in new, non-returnable, commercial type, factory sealed containers. All containers shall be labeled with labeling impervious to the contents of the container and shall bear the DfE label. Such labeling can be accomplished through printing directly on the container, by attaching a paper label, or a tight-fitting sleeve-type label on a plastic container designed to receive and hold sleeve-type labels. No labels shall be easily removed from the container whether the container is full or empty. Labels shall give adequate use instructions and warning of toxicity, skin irritants and/or possible damage to vulnerable surfaces, if any. Labels shall meet all federal regulation requirements of the Occupational Safety and Health Administration (OSHA) Hazard Communication Standard in CFR B. MATERIALS AND WORKMANSHIP: 1. Effectiveness. It shall satisfactorily pass the In-House Graffiti Removal Laboratory Test described in C Stability and Storage. The product, container, and label shall be stable and shall not lose effectiveness or otherwise deteriorate for at least one year when stored in unopened containers in accordance with manufacturer's specifications. Stacking and storage heights for products shall be provided on the exterior storage container or carton. 3. Deleterious Effect on Carpet Fibers. Product shall produce no fading, bleeding, or bleaching of colorfast carpets, nor softening or distortion of carpet fiber when graffiti is removed from a spot according to manufacturer s instructions. 4. Health Hazard Rating. Product shall have at least a 1 HMIS/NFPA classification. 5. Skin Irritation and Oral Toxicity. Product shall not be unduly hazardous in these areas, and label shall provide adequate warnings and precautions. 6. Product Specification Sheet. A copy of the manufacturer's specification sheet for this product is to be submitted for certification. C. REQUIREMENTS: 5 PROPOSED SPEC. NO. 15 Attachment II (cont.) Unless otherwise noted, all test methods cited are the latest published revisions. 1. Flash Point. Flash point of the product by the Cleveland Open Cup method ASTM D shall be 200 F, minimum. 2. Solubility in Water. The product shall be miscible in water. 3. Removability. Two 8 x 12 concrete panel surfaces and two 8 x 12 metal panel surfaces shall be used. The concrete panels shall be uniformly coated with a paint brand certified under FSPMA MP-2 Acrylic-Base, Exterior, Flat, White and Tints specification while the metal panels shall be uniformly coated with a brand paint certified under FSPMA MP-26 Acrylic-Base, Gloss Enamel, Direct-To-Metal, White and Tints specification and allowed to dry for 3 days minimum before staining. Parallel lines of each of the markers/pencils/pens listed below shall be applied on the coated surface of the first panel for both substrates (concrete and metal): 1. Black -- Mark-A-Lot (broad tip) Dennison 2. Blue -- Mark-A-Lot (broad tip) Dennison 3. Green -- Mark-A-Lot (broad tip) Dennison 4. Red -- Mark-A-Lot (broad tip) Dennison 5. Brown -- Sharpie (Permanent Markers) Sanford 6. Blue -- Sharpie (Permanent Markers) Sanford 7. Green -- Sharpie (Permanent Markers) Sanford 8. Red -- Sharpie (Permanent Markers) Sanford 9. Black -- Precise Very Fine Pen Pilot 10. Blue -- Medium Ballpoint Papermate 11. Red -- Precise Very Fine Pilot 12. Pencil-- No. 2 Parallel lines of each of the following paints shall be applied on the coated surface of the second panel for both substrates (concrete and metal): 1. Flat Black--Rust-Oleum All-Surface Paint 2. Gloss Cardinal Red-- Rust-Oleum All-Surface Paint 3. Gloss Cobalt Blue-- Rust-Oleum All-Surface Paint 4. Black Krylon Fusion for Plastic The lines shall be allowed to dry a minimum of 24 hours before the removability process is conducted. Using a dropper, apply the graffiti remover to the surface and manually remove the lines using a nylon brush. The lines shall be completely removed within five minutes of brushing of the surface without removing the paint. 4. ph Value. As received, 5.5 to 10.0 ASTM E Specific Gravity. The specific gravity of the product shall not be less than 0.80 nor more than 1.1 when tested by ASTM D Material Safety Data Sheet (MSDS). 17 Attachment III F.S.P.M.A. CUSTODIAL/FOOD SERVICE CHEMICAL SPECIFICATION FOR EDUCATIONAL FACILITIES USE PROPOSED Spec. No. PBCC- 4.0 PERFORMANCE-BASED NON-ACID BOWL CLEANER, TOILET A. GRADE, TYPE, SIZE AND LABEL: 1. GRADE AND TYPE: The toilet bowl cleaner covered by this specification shall not contain acids to avoid the harmful burning effects of traditional H 3 PO 4 /HCl type bowl cleaners. It shall be of one grade of a uniform concentration and it could be a Ready-To-Use (RTU) or a concentrate product. It shall remove organic soil, rust and lime stains, scale, filth, and discoloration from toilet urinals and all vitreous ware without injury to the finish. 2. SIZE AND LABEL: This material shall be furnished in new, non-returnable, commercial type, factory sealed containers. All containers shall be labeled with labeling impervious to the contents of the container. Such labeling can be accomplished through printing directly on the container, by attaching a paper label, or a tight-fitting sleeve type label on a plastic container designed to receive and hold sleeve-type labels. No label shall be easily removed from the container whether the container is full or empty. Labels shall give adequate use instructions and warning of toxicity, skin irritants and/or possible damage to vulnerable surfaces, if any. 20 Page 2 L-1251-DD February 20, 2009 Ms. Holly Randle from Manatee County Public Schools confirmed the educational members quorum and the meeting was called by Mr. Lou Stoecklin, Committee Chairman, after all participants introduced themselves. The proposed revision of current FSPMA specification CC-10A.6- Detergent, Germicidal, Phenolic Type, which had been previously ed to all educational and industrial members, was originated by MT&E in an attempt to make it consistent with regulatory requirements in place in southern districts like Miami-Dade County Public Schools. There was a general consensus in the input received from fourteen members to support the proposed changes without modification in CC-10A.6. Ms. Diaz clarified that there are two distinct FSPMA specifications for germicidal detergents in order to address the different needs of school districts throughout the state. No changes are being proposed for FSPMA CC-12A.7- Detergent, Germicidal, Quaternary Ammonium Type which describes the quaternary ammonium chloride-based germicidal detergent type used by most Florida school districts. Mr. Eddie Flicker from Pasco County Public Schools noted that the footer in the revised text should be corrected to make it consistent with the new specification name. Several members expressed that as this specification would cover both phenolic and quaternary ammonium chloride type germicidal detergents, the listed approved brands should clearly indicate the type in order to provide that important information to school districts. Committee Agreements (approved unanimously): The proposed revised version of the CC-10A.7- Detergent, Germicidal, TB and MRSA- Effective (effective in 400 ppm, min., water hardness and in presence of 5% blood serum) FSPMA specification was approved by the committee with the footer correction. The updated version (See Attachment I) will be posted by Ms. Diaz on the MT&E website ( and by Ms. Vivian DeRussy on the official FSPMA website ( All approved brands listed under this category will indicate whether the product is a phenolic or a quaternary ammonium chloride type of germicidal detergent. The new proposed FSPMA specification PBCC Environmentally-Friendly Performance- Based Graffiti Remover was also timely ed to all educational and industrial members. This new spec was proposed by MT&E as per the request of Miami-Dade County Public Schools Procurement Management Services area considering that there was no FSPMA for this item category. There was also a consensus in the input received by MT&E from fourteen members in support of approving this new specification. Ms. Diaz explained that the proposed qualitative and quantitative requirements as well as the acceptance criteria was prepared after revising the specifications of the following five green graffiti remover brands available in the market, three of which would tentatively comply with the proposed PBCC-151.0: 1. Green Concepts Graffiti Remover #10. Note: A sample of this brand was actually fieldtested with positive results at M-DCPS.

21 Page 3 L-1251-DD February 20, Claire Manufacturing Claire Green Graffiti Remover. 3. United Labs. United 326 Sign-Off Graffiti Remover. 4. Coastwide Labs. Sustainable Earth SE Soy Technologies Soy Green Graffiti Remover Mr. Lou Stoecklin, Mr. Eddie Flicker, and Ms. Holly Randle from Sarasota, Pasco, and Manatee County Public Schools, respectively, expressed their interest in including adding additional substrates like unpainted concrete, partition cinder block, and stucco to the painted concrete and metal surfaces already included in the removability test described in the proposed specification. After some discussion regarding which surfaces would represent better the actual graffiti situations regularly faced at our school sites, most members agreed with including five substrates to cover all field possibilities. Committee Agreements (approved unanimously): Two 8 x 12 panels of each the following substrates shall be used in the removability test: a) unpainted concrete, b) painted concrete, c) unpainted cinder block, d) unpainted stucco, and e) painted metal. The new proposed FSPMA specification PBCC Environmentally-Friendly Performance-Based Graffiti Remover was approved by the committee. PBCC (See Attachment II) will then be posted by Ms. Diaz on the MT&E website ( and by Ms. Vivian DeRussy on the official FSPMA website ( Ms. Diaz from MT&E expressed that the input received regarding the new proposed FSPMA specification PBCC-4.0- Performance-Based Non-Acid Bowl Cleaner, Toilet and approval voting was mixed and several members expressed concerns specifically regarding the following issues: 1) the product is defined as a non-acid bowl cleaner but the ph proposed acceptable range is extremely low, 2) the majority of the non-acid bowl cleaners in the market report ph values in the basic range as expected for products that do not contain acidic components, 3) it was not possible to determine whether this specification describes exclusively one product from one vendor or if other products currently available in the market would potentially meet the proposed criteria, and 4) it is not clear if it is justified to add this new proposed spec having two active FSPMA specifications like PBCC-3.0 Performance-Based Bowl Cleaner, Toilet (Safer To Use) and CC Mild Acid Cleaner. Ms. Diaz recommended postponing the voting on this specification until the next committee meeting to allow the originator- EnvirOx, LLC- to provide more information addressing the concerns listed above. Mr. John Garger, from Tandus said that a ph between 0.5 and 1 is at the lowest possible level of acidity which is absolutely inconsistent with the non-acid classification in the specification name. He considers the whole product category description illogical and difficult to believe from a technical point of view and would not support it based on marketing-driven fiction. Several members agreed that the spec should not be voted on and that it should be discussed again at the next committee meeting once the originator provides more information and a serious technical discussion takes place.

Jeffrey E. Van Kirk, manager of Customer Relations at EnvirOx, LLC will have to provide MT&E with clarifying technical information regarding the concerns listed above in order to ensure that this topic could be included in the next meeting s agenda. This detergent shall be a TB 2 and MRSA 3 -effective phenolic or quaternary ammonium type germicidal product, containing synthetic organic biodegradable detergents that provide good detergency and shall be suitable for use on all surfaces which normally are cleaned with water. Both ready-to-use and diluted products are covered under this specification. 2. Size and Label. This material shall be furnished in new, non-returnable, commercial type, factory sealed containers. All containers shall be labeled with labeling impervious to the contents of the container. Such labeling can be accomplished through printing directly on the container, by attaching a paper label, or a tight-fitting sleeve-type label on a plastic container designed to receive and hold sleeve-type labels. Products supplied under this specification shall be a combination of either non-selective phenolic derivatives or quaternary ammonium chlorides with synthetic, organic biodegradable detergent materials. 4. Prohibited Ingredients. No products supplied under this specification shall contain mercury, peroxides, formaldehyde, para-tertiary amyl and/or para-tertiary butyl phenol, carcinogenic substances, or materials which release such compounds when diluted for use in accordance with the manufacturer's recommendations. 5. Registration. All products supplied under this specification shall be registered as germicides with the EPA and shall bear labels carrying the official EPA registration number. Use Dilution confirmation test for "a.", "b.", and "c." (below), and the A.O.A.C. fungicidal test for "d." in synthetic hard water (400 ppm as CaCO 3 or higher) in the presence of 5% blood serum contamination. In the case of a ready-to-use product, the water hardness requirement does not apply. a. Salmonella choleraesuis b. Staphylococcus aureus c. Pseudomonas aeruginosa d. Tricophyton mentagrophytes e. Mycobacterium tuberculosis f. Methicillin-Resistant Staphylococcus aureus. 7. Virucidal Activity: The manufacturer shall state on the product label the specific dilution at which the product is germicidal against the following organisms in synthetic hard water (400 ppm as CaCO 3 or higher) in the presence of 5% blood serum. The general purpose dilution ratio for the product shall be specified by the manufacturer at the time the sample is submitted for certification. All references to use dilution shall refer to this recommended dilution and this dilution ratio shall appear on the label. 9. Product Specification Sheet. A copy of the manufacturer's specification sheet for this product is to be submitted for certification. C. REQUIREMENTS: Unless otherwise noted, all test methods cited are the latest published revisions. 1. ph Value. The ph value of the recommended use dilution to comply with B.6. and B.7 shall be not more than 11.0(+0.1) when tested in accordance with ASTM E Solubility. The compound (except for ready-to-use products) shall be completely soluble in distilled water when tested in accordance with Test D.3.a. 3. Rinsing Properties. The compound shall be free rinsing when tested in accordance with ASTM D 3399, except use 100 ml. rinses with hard water (300 ppm CaCO 3 ) and use manufacturer's use dilution as recommended in B Cleaning Efficiency. The cleaning efficiency shall be not less than 15% when tested according to Federal Test Method Standard 536, Method 6701, except that the doctor blade clearance shall be in. The soil formulation shall be as follows: a. 80 grams of #3175 Red Iron Oxide Pigment manufactured by Rockford Pigments of Beltsville, MD b ml of Spectrum K1025 Kerosene. c ml of Spectrum S1630 Stoddard Solvent. d. 4 grams of Spectrum M1194 White Medium Mineral Oil. e. 4 grams of Valvoline Super HPO 20W Motor Oil. f. 4 grams of Crisco All Vegetable Shortening. 5. Viscosity, Gardner Bubble. The viscosity shall be not more than "T" at 25 0 C when compared to the Gardner Bubble Viscometer Standards in accordance with ASTM D Deleterious Action on Painted Surfaces. When tested as specified in ASTM D 3399, using the detergent dilution as recommended by the manufacturer for B.8, the change in 60 0 specular gloss of the panel immersed in the sample solution shall be no more than 50% of that for the panel immersed in the trisodium phosphate solution. 7. Deleterious Action on White Vinyl Composition Type Flooring. When tested as specified in ASTM D 3399, using the detergent dilution as recommended by the manufacturer for B.8, white official test composite type tiles shall exhibit no swelling, cracking, softening, discoloration, or bleaching. 8. Germicidal Activity. a. Efficacy against organisms listed as B.6.a, b, c, & d will be verified by examining the product label and the manufacturer must certify that this product is registered under these same criteria with the Environmental Protection Agency. b. The product shall be registered or sub-registered as a TB -effective germicide with the U.S. Environmental Protection Agency in the latest version of List B: EPA Registered Tuberculocide Products Effective Against Mycobacterium tuberculosis 4 to be compliant with B.6.e. c. The product shall be either listed on the latest version of List H: EPA Registered Products Effective Against MRSA and VRE 5 or the manufacturer/bidder shall submit official independent laboratory confirmation stating that the specific brand bid is effective against MRSA to be compliant with B.6.f. 9. Virucidal Activity.
