2 TRADOC CAPABILITY MANAGER TCM Intel Sensors Mission The US Army s centralized manager for all capabilities development and user activities associated with Army aerial and terrestrial layer Intelligence, Surveillance and Reconnaissance (ISR) platforms and sensors to include: manned airborne ISR aircraft systems; ISR sensor payloads for Army unmanned aircraft systems (UAS) and ground-based systems; and Aerial Precision Geolocation (APG) and Signals Intelligence (SIGINT) Terminal Guidance (STG) capabilities. 4 UAS/Advanced AISR Sensor Programs Army Operating Concept (AOC): To win in a complex world, commanders require intelligence assisting them in visualizing the operational environment, organizing forces, and controlling operations to achieve the desired tactical objectives or end-state. (AOC: 7 October 2014) PROGRAM Description Army Operational Concept Linkage STARLite SAR/MTI w/ H-POL The STARLite ER sensor is a day and night, near all weather Radar system that provides SAR imagery and MTI detection and tracking of target; HPOL adds change detection algorithms and polarity. Synthetic Aperture Radar (SAR) detects stationary targets through atmospherics and obscurants Moving Target Indicator (MTI) to develop forensics of movement to patterns of life Change Detection. Various algorithms to identify changes that have occurred (magnitude, coherent, nominal) Provides a wide area reconnaissance and surveillance Enhanced EO/IR/HD Tactical SIGINT Payload (TSP) The Common Sensor Payload (CSP) is an off-the shelf/nondevelopmental EO/IR/LD sensor that provides a robust, advanced state-of-art sensor suite to collect critical information for all members of the air-ground maneuver team. TSP capability enables COMINT detection, identification, collection, direction finding (DF), and high confidence geolocation of conventional and modern signals. Goal: Build on Army investment in CSP Assists Commanders to develop and sustain a high degree of situational awareness Key Attributes: HD Dual-Band Infrared - (MWIR/LWIR), Improved Target Tracking, Automated Step-Stare, Picture-in-Picture Viewing Provides accurate, timely, and relevant knowledge about the threat and other aspects of the operational environment to reduce uncertainty Provides support to analysis of enemy composition and intent Leverages national, theater, joint and Army SIGINT collection capabilities to provide precision geolocation of threat emitters 4
5 Sensor Desired Attributes Mission Remarks LIDAR HSI Next- Gen EO/IR/ HD WAAS FOPEN Terrain Visualization provides the ability to extract three (3) layers of interest: Bare Earth (BE), Feature Extraction (FE), and Human Activity Level (HAL) Multi-INT Fusion LIDAR pairing with other high resolution sensors Identification to sub-pixel level allowing differentiation of natural and manmade objects Terrain categorization and vegetation analysis identifies and classifies built up areas, roads, vegetation, and illicit crops HD Multi-Band Infrared - (MWIR/LWIR/ SWIR) for improved haze penetration/ adverse weather performance HD Image Intensifier - Improves detections at greater range in low light environments Image Fusion - Reduces data bandwidth requirements, Improves target DRI Day/night motion imagery system that provides sustained situational awareness over a 7+ km diameter area Multiple, simultaneous video windows with independent C2 of sensor over IP UAS/Advanced AISR Projected Sensor Programs Provide highly accurate orthorectified 3D imagery for target detection, foliage penetration and change detection Provide airborne hyperspectral stand-off detection of chemicals, effluents, and other compounds Provide EO/IR HD FMV capability to detect and identify targets of interest at improved standoff, Improved Geolocation accuracy and Tactical Awareness tools Provide wide area surveillance with a resolution sufficient to detect and track HVT/HVI in complex terrain Target detection in light, medium and Provides a long-range, heavily attenuated environments or other wide-area, near-real-time CC&D conditions detection of targets under Multiple collection modes (Spot, Strip, foliage in a form-function Circle/360 o, multi polarization) at various compatible for multiple resolutions and area coverage platform applications No current Geiger-mode capability in Army, Navy or USAF No current full spectrum HSI capability across Aerial Layer Advanced EO/IR sensor capability will deliver greater range, resolution and fused/blended visualization; will also require greater bandwidth Existing capability limited to 5 sensors on manned platform will be obsolete by FY19 No Army foliage penetration capability 3
