6 GUIDELINES FOR TESTING OF ADDITIVES 1

7 SCHEME FOR TESTING OF ADDITIVES FOR PETROL/DIESEL Procedure to apply for PCRA test certificate for additives: Eligibility Criteria: Applicant should be one of the following: a) Indian Registered Company / Distributor b) Govt. Research Lab/ Private Lab preferably with valid DSIR approval c) Individual Inventor with at least Diploma/ Degree and should have research experience from reputed Institutes. d) Foreign Company with permission from the office of Directorate General of Foreign Trade. Applicant may apply in the format given in the Annexure-I with all the information needed with signature. The Test Procedure/ Protocol is available in the Annexure II. Hard copy of the application format should be forwarded to: Director (R&D) or Additional Director (R&D), Petroleum Conservation Research Association Sanrakshan Bhawan, 10 Bhikaji Cama Place, New Delhi Applicant shall also forward one scanned copy of the duly filled application format at the following address: dirrnd@pcra.org or adrnd@pcra.org. Applicant may provide the following additional information/ details to support the additive performance: a) Physico-Chemical data of the Additive/ Product Data Sheet b) Material Safety Data Sheet (MSDS) c) Whether the candidate additive has been already tested by IIP/ARAI/ICAT in the past. If so, details of the same may be provided to PCRA d) Details of the supporting data viz. emission test, fuel economy test, bench tests, field trials or any other test e) Any approvals/ certificates obtained Selected applicant will be issued the permission letter for testing of the additive at one of the following testing labs: 2

Indian Institute of Petroleum (IIP) Haridwar Road, Mohkampur, Dehradun Automotive Research Association of India (ARAI) Survey No. 102, Vetal Hill, Off Paud Road, Kothrud, Pune International Centre for Automotive Technology (ICAT) Plot No. 26, Sector 3, IMT Manesar, Gurgaon If the additive, in the past, has already been tested by the additive supplier at any other laboratories except IIP, Dehradun, ICAT, Gurgaon and ARAI, Pune, the results may or may not be reproducible. Therefore, it is mandatory for retesting such additive for the certification by PCRA. Additive supplier shall also provide an undertaking to the testing laboratory that the additive will not cause any damage to the testing equipment and vehicle and any damage caused due to it will be borne by the additive supplier. Selected applicant will be issued a letter/ from PCRA to contact any one of the three above-mentioned testing labs for further details on the testing charges, special terms and conditions, agreement to be made, testing time needed etc. Test sample for testing and vehicle/ engine, if required, to be provided to the testing lab, as per the test protocols given in Annexures. PCRA will not be liable to provide any reason for not selecting any applicant for testing of the additive. After testing of the sample additive, the testing lab will issue the detailed test report. PCRA, however, will not be responsible for any delay for getting the test report. A copy of the test report from testing lab to be submitted to PCRA by the applicant, to obtain the PCRA certificate, which will be issued within 15 days. However, if the applicant has any objection over the received test report or if the received test report is not clear, necessary information may be sought from the testing lab for issuing the PCRA certificate. 3

9 The Additive, once tested at IIP/ICAT/ARAI, will not be considered for retesting under any circumstances. The Applicant will be required to deposit a fee of Rs at PCRA for obtaining the PCRA certificate. The Certificate shall be issued by PCRA, on the basis of testing of the additive carried out by any one of the three laboratories which could be ARAI-Pune, ICAT- Gurgaon or IIP- Dehradun. The PCRA certificate may be presented to any of the additive consuming agency, PSU Oil Marketing Compares as a proof of fuel savings observed, if any. 4

11 Annexure I (a) RECOMMENDED TEST PROCEDURE FOR EVALUATION OF ADDITIVE FOR FUEL ECONOMY AND EMISSIONS CATEGORY: 2-WHEELER/3 WHEELER (2-STROKE/4-STROKE S.I. ENGINE 1.0 PURPOSE Evaluation of additive for fuel economy and emission. 2.0 SCOPE This standard provides a test procedure and test operating conditions for screening of fuel economy additives for their effectiveness. Identified test agencies for this test are ICAT, Manesar and ARAI, Pune. 3.0 TEST VEHICLE, FUEL AND ENGINE OIL 3.1 TEST VEHICLE: The Test vehicle should be representative of current Indian Automotive market among the top five selling models as per SIAM data at the time of application. The selected model shall also comply with prevailing emission norms. The vintage of the vehicles selected should be between 2000 to 3000 km. Five number of vehicles shall be selected for testing. The vehicles shall be serviced from the authorized service station before submitting for the tests. 3.2 FUEL: Commercial unleaded gasoline fuel is to be used for test and should meet the BIS 2796:2017 specifications and subsequent revisions. Same batch of fuel shall be used for complete evaluation. Fuel should be tested as per current BIS norms before vehicle testing and fuel testing report should be preferably included in test report. 3.3 ENGINE OIL: Fresh engine oil with recommended specifications should be used. 4.0 DE-INDUCTION AND INDUCTION RUNS A de-induction run without additive on road or chassis dynamometer for 1000 km shall be carried out under normal driving condition followed by the base line performance Test (Mass Emissions, Fuel Economy and CSFC) with the commercial unleaded gasoline fuel without any Additive. Thereafter, an induction run with additive treated fuel is to be carried out for 1000 kms after base line performance test followed by another set of performance test (Mass Emission, Fuel Economy and CSFC). 6

12 5.0 TEST PROCEDURE 5.1 TEST PREPARATION The chassis dynamometer should be fully warmed up. The tyre pressure should be as per manufacturer s recommendation and if new tyres are used, they should have at least run for 200km. Preferably Same driver should be used during the trials. Driving can be done with robot driver. 5.2 CONSTANT SPEED MODE Test shall be conducted on chassis dynamometer using road load simulation mode at constant speeds of 40 & 60 km/hr. DRIVING CYCLE TEST The Indian driving cycle (IDC) shall be used for 3W wheeler and WMTC cycle for 2 Wheelers BSIV vehicles as defined in CMVR. The driving cycle test for emission measurements and fuel economy shall be carried out with cold start. The inertia loading should be ULW+75 kg for 2 wheelers and ULW+150 kg for 3 wheelers. The driving cycle fuel consumption should be based on the carbon balance method from the exhaust gas concentration measured. The test will be repeated 3 times and average should be considered as the final result. The exhaust gas concentration of CO, THC and NOx will be measured and expressed in g/km. 6.0 INSTRUMENT ACCURACY The instrument accuracy should be as per MoST/CMVR/TAP/115&116 document. 7.0 SYSTEM CHECKS 7.1 REPEATABILITY The repeatability should be reported along with test results at the following points and should not exceed 1%. 40 kmph : constant speed mode in top gear 60 kmph : constant speed mode in top gear 8.0 RESULTS consecutive readings of fuel consumption shall be recorded. For these 6 readings the extreme values shall be within 1% percent. If this difference is more than 1% percent, then the test shall have to be repeated. 8.2 Driving cycle test: For driving cycle, fuel consumption and exhaust mass emission, the final result will be average of 3 tests. Emissions shall also comply with the prevailing emission norms in all conditions. 8.3 Fuel consumption in the constant speed mode and the average fuel consumption in the driving cycle mode shall be multiplied by the following weighting factors: 7

14 Annexure I (b) RECOMMENDED TEST PROCEDURE FOR EVALUATION OF ADDITIVE FOR FUEL ECONOMY AND EMISSIONS CATEGORY: GASOLINE ENGINE DRIVEN CAR 1.0 PURPOSE Evaluation of additive for fuel economy and emission. 2.0 SCOPE Evaluation of additive for fuel economy and emissions on gasoline engine driven passenger car when tested on chassis dynamometer. Identified test agencies for this test are ICAT, Manesar and ARAI, Pune. 3.0 TEST VEHICLE, FUEL AND ENGINE OIL 3.1 TEST VEHICLE The Test vehicle should be representative of current Indian Automotive market among the top five selling models as per SIAM data at the time of application. The selected model shall also comply with prevailing emission norms. The vintage of the vehicles selected should be between to km. Five number of vehicles shall be selected for testing. All emissions (as shown in Annexure-I) shall also comply with the prevailing emission norms in all conditions. 8.3 The average fuel consumption in each of the constant speed mode and the average fuel consumption in the driving cycle mode shall be multiplied by the following weighing factors: 10

17 Annexure-I (c) RECOMMENDED TEST PROCEDURE FOR EVALUATION OF ADDITIVE FOR FUEL ECONOMY AND EMISSIONS CATEGORY: DIESEL ENGINE DRIVEN CAR 1.0 PURPOSE This procedure provides a guideline for evaluating the additive for fuel economy and emissions 2.0 SCOPE Evaluation of additive for fuel economy and emissions on diesel engine driven passenger cars when tested on chassis dynamometer. Identified test agencies for this test are ICAT, Manesar and ARAI, Pune. 3.0 TEST VEHICLE, FUEL AND ENGINE OIL 3.1 TEST VEHICLE The Test vehicle should be representative of current Indian Automotive market among the top five selling models as per SIAM data at the time of application. The selected model shall also comply with prevailing emission norms. The vintage of the vehicles selected should be between to km. Five number of vehicles shall be selected for testing. The vehicles shall be serviced from the authorized service station before submitting for the tests. 3.2 FUEL Commercial diesel fuel is to be used for test and should meet the BIS 1460:2017 specifications and subsequent revisions. Same batch of fuel shall be used for complete evaluation. Fuel should be tested as per current BIS norms before vehicle testing and fuel testing report should be preferably included in test report. 3.3 ENGINE OIL Fresh engine oil with manufacturer s recommended specifications should be used throughout the test. 4.0 DE-INDUCTION & INDUCTION RUNS A de-induction run without additive on road or chassis dynamometer for 3000 km shall be carried out under normal driving condition followed by the base line performance Test (Mass Emissions, Fuel Economy and CSFC) with the commercial unleaded gasoline fuel without any Additive. The test will be repeated 3 times and average should be considered as the final result. The exhaust concentration of CO, THC and NOx and PM will be measured and expressed in g/km. For diesel vehicles additionally particulate matter (PM) will be measured and expressed in g/km. 6.0 INSTRUMENT ACCURACY The instrument accuracy should be as per MoST/CMVR/TAP/115&116 document. 7.0 SYSTEM CHECKS 7.1 REPEATABILITY The repeatability of fuel economy data should be reported along with test results should not exceed 1%. 8.0 RESULTS consecutive readings of fuel consumption shall be recorded in each constant speed mode and the average of these 6 readings in each mode shall be recorded. 8.2 Driving cycle test: For driving cycle, fuel consumption and exhaust mass emission, the final result will be average of 3 tests. Unless otherwise supported by a separate Certificate, this Test Reports/ Extension Reports/ Developmental Test Reports shall not be considered in isolation as valid Type approval for any vehicle. 5. ICAT is not responsible for testing each vehicles/components/parts/assemblies etc. for which Test Reports/ Extension reports/ Developmental test reports is issued. Further, ICAT is not responsible for ensuring manufacturing quality of the vehicles/ components/ parts/ assembles etc. for which the Test Reports/ Extension reports/ Developmental test reports is /are issued. 6. ICAT is in no way responsible for any misuse or copying of any design/type/system in connection with entire vehicle/ components/parts and assemblies covered under the Test Reports/ Extension reports/ Developmental test reports is /are issued. 7. Breach of any statutory provisions, of Indian laws or laws of other countries, will be sole responsibility of the bearer of Test Reports/ Extension Reports / Developmental reports is/are issued and ICAT shall not be liable for any claims or damages, whatsoever. The bearer shall alone be liable for the same and shall undertake to indemnify ICAT in this regard. 8. Further, ICAT has the right, but not under obligation to initiate cancellation / withdrawal of the Test Reports/ Extension Reports/ Developmental Test Reports is/are issued in case of any fraud, misrepresentation, when it surfaces and comes in the knowledge of ICAT. 9. No extract, abridgment or abstraction from this test report may be published or used to advertise the product without the written consent of the Director, ICAT, who reserves the absolute right to agree or reject all or any of the details of any items of publicity for which consent may be sought. It also provides the guidance on fuel specifications and standards. This AC provides the acceptable methods, but not the only methods, that may be used additionally for evaluation/ approval of the additives for premium fuel. TEST PROTOCOL The detailed Test Protocol is given in Annexures I (a), I (b) & I (c) of PCRA recommended Guidelines on Test Procedures for evaluation of the additives offered for doping/ blending with Petro & Diesel, resulting in fuel economy and emission reduction. As per the PCRA recommended test procedure for evaluation of additive for fuel economy and emissions, the following categories of vehicles are to be used for testing, Category: 2 Wheeler/ 3 Wheeler (2-stroke/ 4-stroke S.I. Engine) Category: Gasoline Engine Driven Car Category: Diesel Engine Driven Car APPLICABILITY The guidelines provided in this document is directed to the Oil Manufacturing/Marketing Companies (OMCs), Additive Suppliers and Additive Testing Agencies/Laboratories. This document, presently is neither mandatory nor regulatory in nature and does not constitute a regulation. It describes acceptable means, but not the only means, for demonstrating compliance with the applicable regulations. If PCRA finds that by following this AC, if the offered additive does not result in 33

39 compliance with the applicable regulations, PCRA will not be bound by this AC, and may require additional substantiation as the basis for finding compliance. This document does not change, create any additional, authorize changes in, or permit deviations from existing regulatory requirements. BACKGROUND Today, the country is faced with an ever increasing demand from the consumer segment, for improved performance as well as a global desire to improve air quality. There is a wide variety of petrol/diesel engine technologies present in the market. From the traditional Multipoint Fuel Injection (PFI) to modern Direct Injection Gasoline (DIG) engines and from Indirect Injection (IDI) to Common Rail Direct Injection (CRDI) diesel engines. Each of these present challenges and all command the ultimate in performance from the fuel. Further, drivability, fuel economy, reduced emissions, power, biofuel compatibility, engine cleanliness and reduced friction are just a few of the demands of today s gasoline and diesel driven vehicles. The diesel performance fuel additives clean and restore cleanliness in both the older IDI engine technology and the modern CRDI engines. Performance is recovered, enhancing power, acceleration and fuel economy. The gasoline performance fuel additives provide excellent performance in both traditional PFI and modern Direct Injection Gasoline (DIG) engines. Therefore, carefully selected additives provide the platform to deliver all these marketing claims and more.
