1 EASA Safety Information Bulletin SIB No.: Issued: 01 May 2014 Subject: Notification of Suspected Unapproved Parts Ref. Publication: None Applicability: See list of aeroplane parts in Appendix 1 of this SIB. These parts are known to be installed on, but not limited to, Fokker F27 Mark 50 (Fokker 50) aeroplanes. Description: Following a query from an European Fokker 50 operator, AAR Aircraft Component Services (a Part-145 maintenance organisation) reported to EASA that they had identified two suspected unapproved parts, each accompanied with a fake EASA Form 1. These forms (number 4223 and 4213) were fraudulently referring to the EASA Part-145 approval number (NL ) of AAR Aircraft Component Services, who did not issue these forms. The affected parts were initially included in a stock owned by an Indonesian airline and then transferred to an EASA Part-145 approved organisation located in the same country. Most of these parts had been removed from aeroplanes registered in non-european countries, without any evidence of the airworthiness status. The set of parts was finally bought in an as is condition by a distributor/broker located in the Netherlands. Recent investigation identified that at least one of these parts was distributed to an European operator, accompanied with a fake EASA Form 1 stating SV in the status/work box. At this time, the safety concern described in this SIB is not considered to be an unsafe condition that would warrant Airworthiness Directive (AD) action under EU 748/2012, Part 21.A.3B. 2 Recommendation(s): Owners, operators, maintenance organisations and distributors are encouraged to investigate whether: a part listed in the Appendix 1 is held in stock, a part listed in the Appendix 1 is installed on an EU registered aeroplane, the airworthiness status of such identified parts complies with the requirements of Regulation (EC) 2042/2003. Concerned owners, operators, maintenance organisations and distributors should quarantine any affected part found until the airworthiness status of the part can be established. A report should be sent to EASA, listing the part number and serial number of each identified part, to the following address: IORS@easa.europa.eu.
