Diesel emissions pose a significant health problem Serious health impacts exacerbates asthma, respiratory & cardiac illness Possible human carcinogen over 70% of the cancer risk from all air toxics Degrades air quality Particulate Matter Ozone Contributes to climate change 2

About 156 million people live in areas that do not meet one of the health-based national ambient air quality standards. 3

What is the solution? Where is the program headed? 4

Comprehensive EPA program to address diesel emissions across industry sectors regulatory and innovative programs EPA Regulations under Clean Air Act On-highway Trucks Nonroad Equipment Locomotive and Marine Vessels Ocean-Going Vessels Diesel Emission Reduction Program Cost-effective, Verified Technologies Funding, Recognition, Incentives 8/8/12 U.S. Environmental Protection Agency 5

EPA s Clean Diesel Regulations Tier 2 Light-Duty final rule 1999 fully phased in 2009 Diesels held to same stringent standards as gasoline vehicles Heavy-Duty Highway sales 800,000 / yr 40B gallons / yr final rule 2000 fully phased in 2010 Ocean Going Vessels C3 Rule Dec 2009 IMO MARPOL Annex VI ECA Controls Nonroad Diesel sales over 650,000 / yr 12B gallons / yr final rule 2004 fully phased in 2015 Note: sales and diesel fuel usage vary year-to-year; these figures are for comparison purposes only Locomotive/Marine sales 40,000 marine engines, 1,000 locomotives / yr 6B gallons / yr final rule 2008 fully phased 6 in 2017

Mobile Source Regulations Benefits Systems approach Ultra-low Sulfur Diesel (ULSD) enables clean technologies. Very large environmental and public health benefits. Current regulations: by 2030, PM reduced by ~300,000 tons per year NOx by ~70 million tons per year Annual benefits are expected to exceed $186 billion versus costs of approximately $6.7 billion, or a ratio of 13 to 1. Responsive to needs of states to meet NAAQS. 8/8/12 U.S. Environmental Protection Agency 9

The regs cover cleaner fuel and new engines but. What can be done about the 11 million existing engines: the legacy fleet? 10

EPA Voluntary Diesel Programs Programs & Grants focused on cleaning up legacy diesel fleet: Installing diesel retrofit devices Maintaining, repairing, rebuilding, repowering engines Replacing older vehicles and equipment Improving operational strategies Using cleaner fuels Regional Collaboratives to build local capacity 11

Diesel Emissions Reduction Act (DERA) Funding 12

Pre-DERA $39.3 M awarded Targeted specific sectors DERA FY08 FY11 Over $500 million awarded 450+ grantees Broad spectrum approach DERA FY12 and Beyond Pres. Obama reauthorized DERA on Up to $100 M each year through /8/12 U.S. Environmental Protection Agency 13

National Program Awarded ~$290M in grants, including funds to tribal nations, dedicated to deploying verified and certified technologies Emerging Technology Program Awarded ~$30M to advance cutting-edge emissions control technologies DERA Funding Since 2008 SmartWay Finance Awarded ~$45M to establish innovative finance models to provide funding to fleets State Program Awarded ~$140M to all 50 states (plus DC and island territories) for diesel emission reduction subgrants and loan programs 8/8/12 U.S. Environmental Protection Agency 14

Delivers Impact DERA grants provide immediate health and environmental benefits. Over their lifetime, projects will provide an estimated $8.2 billion in health benefits, and reduced an estimated 203,000 tons of NO X and 8,300 tons of PM. Generates Economic Activity DERA grants are cost-effective. Each federal dollar invested into clean diesel projects generates $10 to $20 in benefits, depending on the vehicle and technology. Answers Popular Demand There is a tremendous amount of public interest in DERA funded projects. EPA has received up to seven times more applications than it can fund. Meets Local Needs DERA grants are solving local problems with locally conceived solutions all DERA grant recipients tailor their projects to their specific community s needs. Serves Environmental Justice Communities Many DERA projects are making a remarkable health and environmental impact in socially vulnerable areas. 8/8/12 U.S. Environmental Protection Agency 15

What does DERA fund? Refuse Hauler, 1,489 School Bus, 21,123 Short Haul Trucks, Transit 1,649 Bus, 832 Ports and Airports, 2,394 Long Haul Trucks, 21,198 Other, 6,969 Construction, 3,438 City / County Vehicle, 1,866 Delivery Truck, 1,083 Emergency Vehicle, 88 Rail, 323 Stationary, 94 Agriculture, 720 8/8/12 U.S. Environmental Protection Agency 16

What are the Collaboratives? Diverse, multi-stakeholder groups that provide technical assistance, foster partnerships, and identify and leverage resources. Public-private partnerships that include EPA regional offices as well as equipment manufacturers, fleet owners, state and local governments, and non-profit organizations. 23

Regional Clean Diesel Collaboratives PR AK KS MO OK AR HI 24

Mid-Atlantic Diesel Collaborative Administered by Mid-Atlantic Regional Air Management Association Partnership between leaders from federal, state, and local government, the private sector, and non-profits Leverages resources and expertise to reduce diesel emissions to improve public health Raises awareness of activities underway and the need for additional diesel emission reduction efforts. 25
