2 MESSAGING OVERVIEW The Topeka wayfinding messaging system is strategically formulated to provide efficient guidance for vehicular and pedestrian traffic to key destinations within the city. A qualifying set of inclusion criteria has been developed to determine which destinations qualify for inclusion on one or more wayfinding signs. Visit Topeka, Inc., in conjunction with Topeka Planning and Public Works Departments, will implement and manage the wayfinding system and will have the final say on which destinations are allowed on vehicular guide signs. Criteria The wayfinding system will be used to direct drivers toward a qualified destination. Signs that are part of the Topeka wayfinding program will not be allowed on private property unless such placement is the only option available and that permission is granted. The following represents the governing set of criteria to the highest inclusion priority. These locations benefit the city as a whole by acting as a magnet for tourism, business development, and regional entertainment. If, in the future, new larger areas or districts that include multiple businesses become part of the city development/redevelopment plans, they may also be listed as destinations provided they meet the same criteria within value, traffic and audience. 2. High Volume Of Traffic The second inclusion priority goes to destinations which draw a large number of visitors who travel to the destination from out of town. Thousands of people travel to Topeka to visit one of our unique destinations and spend money on food, lodging and shopping. This also benefits the city through exposure of our other unique destinations on the wayfinding signage, resulting in the potential for longer visits, more frequent visits and increased marketing value around the region. Navigation Difficulty The fourth inclusion priority goes to destinations with tricky or difficult navigation issues. Destinations with hard to find locations, one-way streets, complicated intersections or non-intuitive pathways can be given special consideration and signs may be located in those places that will aid navigation as long as there is available space that does not impact regulatory mandates. 5. Traffic Safety or Efficiency The fifth inclusion priority goes to destinations with high volumes of traffic, or with events that trigger spikes in traffic volume that may create traffic safety or efficiency issues. Whenever traffic safety is a consideration, the city, county and state highway departments must also be consulted. The wayfinding signs should only be considered if the various street and highway departments approve its use as a way to help solve a safety or traffic issue. Secondary destinations are located within or near primary destinations, and/or don t have the same level of traffic volume. NOTE: If a secondary destination message is to be included on a given sign, it must also be repeated on consecutive signs that are critical to blaze the trail to the actual destination, otherwise it should not be included at all. These sites can only be included after consideration of primary and secondary destinations. City Hall Public Library Community Parks Post Office Police Station Fire Station Amtrak Greyhound us Depot Sign Message Change Process The decision to change or augment a sign s message will be made by the combined authority of Visit Topeka, Inc. and Topeka Planning and Public Works Departments. Parties who request sign message changes or additions, must demonstrate that the proposed change or addition complies with the inclusion criteria in this document and that said change/addition elevates the value of the specific message above it s current condition. Requests for new signs must demonstrate the same criteria but will only be allowed if the proposed placement complies with regulatory mandates and does not compromise environmental aesthetics, obscures traffic sight lines or business signage. Orders for sign updates would be approved and expedited by the City of Topeka providing that the requester of the changes covers all related costs. The City of Topeka would be responsible for replacing any damaged or unsafe signs. To make a message change/addition request, the requesting party must contact Visit Topeka, Inc. and complete a Sign Message Request Form. 4 FAMILY OF SIGN TYPES Device Type Numbering System The Topeka Wayfinding Program utilizes a labeling system that represents a device s function, form and an individualized item number. Each sign is assigned a unique number derived from this system and is used in the Document, Message Schedule and Location Plan.
