1 CITY OF DERBY Bid No REQUEST FOR BIDS Sealed bid for One (1) wd Ford F550 Fire Squad Refurbishment will be received by the City of Derby, Kansas at City Hall, 611 Mulberry, Derby, Kansas until 2:00 pm on Thursday, December 18, Each bid must be submitted in a sealed envelope, addressed to the City Clerk of the City of Derby, Kansas. Each sealed envelope containing a bid must be plainly marked on the outside of the envelope as: Bid for Fire Squad Refurbishment. If forwarded by mail, the sealed envelope containing the bid must be enclosed in another envelope, addressed to the City Clerk, 611 Mulberry, Derby, Kansas The chassis and equipment supplied by the bidder shall meet the minimum specifications attached, and must be current production, new and unused. Bidder shall verify compliance with the attached specifications by so denoting next to each item. Complete printed literature, publications, and drawing of the unit proposed must be included with each bid. The City of Derby will not accept ownership until the vehicle has been inspected for compliance with specifications listed. Bids must be good for a period of 180 days. The City of Derby with or without cause may reject any or all bids. Each bidder shall specify the delivery date, which is days or less after receipt of the purchase order. Delivery shall be made to the Derby Fire Department, 1401 N. Rock Rd., Derby, Kansas after all pre-delivery services have been performed. 2 City of Derby Fire Department Fire Squad Refurbishment Specifications Intent of Specification These specifications are designed to cover complete chassis replacement of current fire squad, refurbishment of current fire squad apparatus body, and replacement of current fire squad gasoline powered fire pump with a diesel powered fire pump. Bidders shall also include in their bid a trade in price for one (1) 08/2005 Ford F x 4 chassis, one (1) Briggs & Stratton gas powered fire pump, and all other associated equipment not utilized in the refurbishment. The 08/2005 Ford F-550 chassis and all associated equipment is the property of The City of Derby. Pictures of this apparatus are included in this bid request package. Additional pictures and information will be provided upon request or the unit can be viewed at City of Derby Fire Station #82, 1401 N. Rock Rd. Derby, KS These specifications cover only general requirements as to the type of construction and test to which the apparatus shall conform, together with certain details of required finish, equipment and appliances. Minor details of construction and materials, not specified herein, are left to the discretion of the contractor, which shall be solely responsible for the design and construction of all features. Bidders must have an established reputation in the field of fire apparatus construction and have been in such business for a minimum of ten (10) years. Further, bidder must have and maintain dedicated service facilities for the repair and service of products. Evidence of such facilities shall be included in the bid. Each bidder shall furnish satisfactory evidence of its ability to construct the apparatus specified, including the location of the factory where the apparatus is to be built. The bidder shall also demonstrate the bidder s capacity to render prompt service and to furnish replacement parts for the apparatus bid. Each bidder shall provide the City with an approximate build time stated in working days for the apparatus proposed. Bids shall include a complete "Manufacturer s Specifications" for the apparatus bid, including a description of the apparatus and equipment bid, to which the apparatus furnished under contract shall conform. Any items or options that the manufacturer deems necessary, relevant or advantageous to this apparatus may be submitted with the bid and clearly identified as an option. All such items shall be listed with the price of the proposed item on a separate page(s) under the header Additional Provisions. The City reserves the right to select none, any, or all of the options identified. The manufacturer s specifications shall indicate size, type, model and make of all component parts and equipment. 3 exceptions to or deviations from the City s minimum specifications, qualifications, and performance requirements, as set forth herein, shall be clearly identified in the bid. Exceptions shall be considered if they are, determined by the City, to be equal to or superior to these specifications, provided they are fully explained on a separate page entitled EXCEPTIONS TO SPECIFICATIONS. Exceptions to these specifications shall be clearly identified by reference to the heading title of specification to which exception is taken, and the page number thereof. Quality and Workmanship The design of the apparatus shall embody the latest approved automotive engineering practices. The workmanship shall be of the highest quality in its respective field. Special consideration shall be given to the following points: Accessibility of the various units which require periodic maintenance, ease of operation (including both pumping and driving) and symmetrical proportions. Construction shall be rugged and ample safety factors shall be provided to carry the loads specified. General Construction The apparatus shall be designed and the equipment mounted with due consideration to distribution of load between the front and rear axles so that all specified equipment, including filled water tank, a full complement of personnel and fire hose shall be carried without damage to the apparatus. Weight balance and distribution shall be in accordance with the recommendations of the National Fire Protection Association (NFPA) 1901 Standard for Automotive Fire Apparatus. Weight of apparatus shall meet all federal axle load laws. Performance Test and Requirements A road test shall be conducted with the apparatus fully loaded and a continuous run of ten (10) miles or more shall be made under all driving conditions, during which time the apparatus shall show no loss of power or overheating. The transmission drive shaft or shafts, and rear axles shall run quietly and be free from abnormal vibration or noise throughout the operating range of the apparatus. Delivery and Training Requirements To insure proper break in of all components while still under warranty, Apparatus shall be delivered under its own power. Shipping by rail or truck shall not be acceptable. A qualified delivery engineer representing the contractor shall deliver the apparatus and remain for a sufficient length of time to instruct personnel in the proper operation, care and maintenance of the equipment delivered. Drawing of Approved Apparatus and Equipment After a contract has been awarded and a pre-construction conference held, the vendor shall furnish to the city, for review and signature, a general layout drawing depicting the apparatus body layout and appearance, and including any agreed upon changes from the vendor s bid. Such drawing shall consist of left side, right side and rear views, and shall be incorporated into the contract by reference. 3

4 Minimum Warranty Requirements Cab & Chassis: Bumper to Bumper: 3 years/36,000 miles Power Train: 5 years/100,000 miles Corrosion Perforation: 5 years/unlimited mileage Diesel Engine: 5 years/100,000 miles Electrical System The body manufacturer shall warrant the new apparatus electrical system for a period of five (5) years or 50,000 miles (whichever occurs first) from the date of delivery to the original retail purchaser. The warranty will ensure that the vehicle will be free from defects in the electrical harness and connections under normal use and service within the warranty period. A copy of the warranty shall be supplied with the bid. Paint The body manufacturer shall warrant the apparatus body exterior paint finish against blistering, peeling, corrosion perforation, lack of adhesion or any other manufacturing or material defect for a period of five (5) years. A copy of the manufacturer's warranty shall be included with the bid. Inspection Trips The bidder shall provide two (2) factory inspection trips for four (4) city representatives, one (1) for pre-construction and one (1) for final inspection. The inspection trips shall be scheduled at times mutually agreed upon between the manufacturer's representative and the city. Travel costs, if greater than three hundred (300) miles one way, shall be the responsibility of the bidder. Lodging and meals, while at the factory, shall be the responsibility of the bidder. Distances greater than three hundred (300) miles one way, shall be by air travel from the Mid-continent Airport in Wichita, Kansas. Minimum 4 opening to allow overhead filling -Sump with anti swirl plate -Tank is to be baffled -3" vent with overflow pipe -1" N.P.T. tank fill fitting -Minimum 2 1/2" tank outlet fitting -Liquid level sight gauge Tank will be designed to keep the height at the lowest profile practical/possible. This requirement is to keep the weight of the unit as low as possible in the truck for stability reasons. Bidder will provide the exact dimensions of the tank they propose to supply with the bid submittal. The tank shall have a lifetime warranty. Pump The pump shall be a HPX100-KBD24 powered by a 24hp Kubota diesel engine or equivalent. Fuel connections shall be plumbed to the apparatus fuel tank for increased run time (No Exceptions). Pump to be centrifugal design, minimum capacities to be: PSI PSI PSI PSI Pump shall also have the following features: Suction inlet 1 1/2 female NPT Discharge 3" female NPT Impeller to be bronze Replaceable bronze clearance rings Self-adjusting, self-lubricating mechanical seal Electric start Pump and engine to be located at floor level of bed to completely eliminate pump priming problems when pumping from booster tank. Pump, engine, plumbing and all components shall be painted Red (or combination Red and Black) with high quality finish. 7

8 Pump Panel Pump panel will be designed and located to provide safe, efficient, and easy operation of all valves and controls. Pump panel will be solid mounted and designed to provide easy access to operator while standing at the rear of the apparatus. The following controls, at a minimum, will be located on the pump panel: Lighted pump-engine control panel pre-wired for connection to the vehicle battery Start/Stop switch for pump engine. Hand throttle control will be Vernier style (no exceptions). One (1) 3 inch minimum diameter, lighted pressure gauge, temperature rated to 30 degrees below zero, -30hg -400 psi. (Master) Valves/Controls for the following functions: 1) recirculating/refill valve; 2) booster hose; 3) forestry hoses(individual); 4) pre-connect hose. All will have proper identification labels attached and will be supplied with a 12 volt lighted pressure gauge, 3 inch minimum, with a range of psi. Booster reel rewind switch. Plumbing Heavy duty galvanized or brass piping and fittings shall be used throughout the system. All plumbing will be designed to prevent electrolysis. Brass drains shall be designed and placed to fully drain pump, pump valves and all associated pump plumbing due to possible extended periods of time when apparatus may be subjected to freezing temperatures. One (1) 2.5 inlet with a 2.5 brass, quarter turn full flow ball valve with cap and chain. Thread to be 2.5 NST female. Valve control will be at the valve and accessible from the rear of the truck (near but not on the pump panel). A check valve will be installed at the tank location to prevent back filling the tank from a fire hydrant. This action is intended to reduce the chances of damage to the internal plumbing inside the tank. One (1) 2.5 brass, tank to pump, quarter turn full flow ball valve. Valve control will be at the valve and accessible from the rear of the truck (but not on the pump panel). The tank to pump line shall be plumbed with 2.5" plumbing. A wire reinforced flexible 8

9 connection shall be used to provide ease of service and to reduce vibration. One (1) 1 brass, quarter turn full flow ball valve and relief valve, with control at the pump panel, shall be provided for re-circulating water to prevent pump overheating. A 1.5 check valve will be installed at the tank connection to prevent water from draining out of the tank into the plumbing to reduce the chances of winter freeze-up. The discharge hose from the valve going to the tank will be of 1 I.D. hose. One (1), 1.5 brass, quarter turn full flow ball valve with control at the pump panel, shall be provided for supplying the booster reel. The discharge hose from the valve going to the booster reel will be of 1.5 I.D. hose. Two (2), 1.5 brass, quarter turn full flow ball valves with controls at the pump panel, shall be provided for supplying two (2) 1 forestry hoses. Forestry hose connection shall be 1 NST male and accessible one (1) each side of the apparatus body from inside the pre-connect crosslay/forestry hose compartment. Exact discharge locations to be determined at pre-construct conference. The discharge hoses from the valves going to the forestry line connections will be a minimum of 1 I.D. hose. One (1), 1.5 brass, quarter turn full flow ball valve with control at the pump panel, shall be provided for supplying a pre-connected crosslay hose line. Supply line for preconnect shall include a Chickson swivel located inside the pre-connect crosslay/forestry lines compartment. Exact discharge location to be determined at pre-construct conference. The discharge hose from the valve going to the pre-connect Chickson swivel will be 1.5 I.D. hose. Note: All valves required/specified and supplied/installed will be full flow, quarter turn brass ball valves, swing-out design valve bodies and will be manufactured by Akron Brass (no exception). All valves are to be legibly identified for ease of operation. All suction and discharge connections including caps will be high quality and chrome plated with chains attached where applicable. Booster Reel- (utilize current unit if compatible) Hannay, (no exception) electric rewind booster hose reel with two hundred feet capacity for 1 booster hose shall be mounted on top of booster tank. Frame to be silver with polished discs. Booster reel shall be positioned to unload hose to the rear of the apparatus One (1) spring nozzle clip shall be provided to secure 1 booster line nozzle. The booster reel shall be provided with a rewind switch located on the pump panel. 9

10 The booster reel shall be provided with twin chrome hose roller and spool assemblies. Booster reel operation will be controlled by 1.5 valve at pump panel A 40 amp circuit breaker will be provided. Apparatus Body Apparatus body shall be refurbished as stated below and installed on new chassis. Apparatus body shall have all necessary mounting adjustments/revisions made to ensure a correct fit to the new chassis. Apparatus body shall be refurbished where necessary with aluminum tread brite, especially in areas that were subjected to wear or damage from hoselines or equipment. Areas between compartments shall be re-striped with a reflective fire engine red finish to match chassis paint color. The entire apparatus body is to be completely undercoated before mounting to new chassis. Compartment interior walls shall be re-painted a light gray spatter type color, approved by Derby Fire at the pre-construct conference. The finished walls shall be easier to maintain and reflect light to allow better visibility. All apparatus body compartment roll-up doors shall be rebuilt as necessary. All roll-up door track seals shall be replaced, and all door tracks shall be rebuilt as necessary. LED track lighting shall be provided on both sides of all compartment roll-up doors and inside all overhead compartments. Driver s Side Front of Rear Wheel Compartment Internal design of compartment shall provide removable organized storage shelving for a complete set of high pressure air bags. Design and dimensions shall match a current unit already in service. Rebuild roll-up door and weather stripping as necessary. Driver s Side Above Rear Wheel Compartment D2 compartment to remain as is. Rebuild roll-up door and weather stripping as necessary. 10

11 Driver s Side Rear of Rear Wheel Compartment D3 compartment to remain as is. Rebuild roll-up door and weather stripping as necessary. Passenger s Side Front of Rear Wheel Compartment P1 Current shelf and roll-out tray to remain as is. P1 compartment shall be equipped with a center drain to allow compartment to be washed out and thoroughly drained. Compartment floor shall be designed to collect liquids to the center to prevent outer compartment paint/striping damage from phosphate ester fluid. One (1) 30 amp 12 volt power tap shall be provided in this compartment. (Exact location to be determined at pre-construct conference) Rebuild roll-up door and weather stripping as necessary. Passenger s Side Above Rear Wheel Compartment P2 compartment to remain as is. Rebuild roll-up door and weather stripping as necessary. Passenger s Side Rear of Rear Wheel Compartment P3 compartment to remain as is. Rebuild roll-up door and weather stripping as necessary. SCBA Cylinder Storage Compartments One (1) each side, rear fender wells. Compartments shall be large enough to accommodate a single 4500 psi. SCBA cylinder. Doors shall be sealed to protect contents from the environment. Pike Pole Storage Compartment One (1) pike pole storage compartment approximately 10 high x 12 wide x full width of the apparatus body shall be provided crossways above compartment D1 & P1. Access shall be from either side of the apparatus body through pneumatically assisted hinged doors. Compartment doors shall be manufactured from aluminum tread brite, hinged at the top and pneumatically assisted. Compartment doors shall be sealed to protect contents from the elements. 11

12 Full length PVC tubes shall be provided, two (2) stacked on each side of the compartment for the following tools: Two (2) 6 New York Roof Hook Two (2) 6 Pike Pole Ladder Storage Compartment One (1) ladder storage compartment approximately 10 high x 22 deep x 76 long, shall be provided above drivers side compartment D2 & D3. Access shall be from the rear of the apparatus body through a pneumatically assisted hinged door. Compartment door shall be manufactured from aluminum tread brite, hinged at the top and pneumatically assisted. Compartment door shall be sealed to protect contents from the elements. Door shall be secured with dual flush mount quick release latches. Spineboard & Tool Storage Compartment One (1) spineboard & tool storage compartment approximately 10 high x 12 wide x 76 long, shall be provided above drivers side compartment P2 & P3. (Compartment must provide a minimum of 72 ½ of clear storage with access door in the closed position) Compartment will be constructed having an upper and lower level. Solid separation shall be provided the entire length of the compartment. Access shall be from the rear of the apparatus body through a pneumatically assisted hinged door. Compartment door shall be manufactured from aluminum tread brite, hinged at the top and pneumatically assisted. Compartment door shall be sealed to protect contents from the elements. Door shall be secured with dual flush mount quick release latches. Pre-connected Crosslay & Forestry Lines Compartment One (1) crosslay compartment approximately 10 high x 24 wide x full width of the apparatus body shall be constructed above compartment D1, D2, P1, and P2. Access shall be from either side of the apparatus body through aluminum tread brite hinged doors, as well as overhead through a hinged and pneumatically assisted compartment cover door. Overhead compartment door dimensions shall be approximately 72 x 24. Pre-connect hose bed compartment cover door shall be equipped with a stainless steel piano hinge to allow access for loading of pre-connect and forestry hoses. Door shall open towards front of apparatus. Door shall be secured with a Hansen (or equivalent) D-ring handle style latch. Tow Eyes Located at the rear of the apparatus shall be two (2) chrome tow eyes. Located at the front of the apparatus shall be two (2) black tow eyes. Tow eyes shall be mounted to the chassis 12

13 frame rail and capable of withstanding the necessary forces, that will be applied, to remove the fully loaded apparatus when stuck. Rear Receiver & Safety Chains Attachment Brackets A fitted recessed rear receiver hitch shall be mounted to the chassis frame. Rear receiver shall be rated at 5000# minimum. Rear receiver shall be equipped with safety chain attachment brackets. Shoreline Current unit to remain as is. Shoreline receptacle shall operate all dedicated 120-volt circuits. 120 Volt Interior Receptacles & Powerstrips Receptacles shall be NEMA 5-20, 120 volt, 20 amp, three (3) wire duplex household type connected to the shoreline. There shall be two (2) duplex receptacles provided at the following locations: - One (1) upper front wall of compartment D2. - One (1) upper back wall of compartment P3. Two (2) interior 120 volt power strips with six (6) outlets per strip, shall be provided and mounted one (1) back side of front console and one (1) back wall of cab. Power strips shall be black in color and powered by shoreline. Location of all fuses and circuit breakers for apparatus body will be discussed at preconstruct conference. Emergency Warning System Lightbar from current unit shall be removed and installed on new chassis. Eight (8) Whelen model 700 series Super-LED flashing lightheads shall be provided with bezels. The LED lights shall be located two (2) red/blue at the front of the apparatus, two (2) red/blue at the rear of the apparatus and two (2 ) red/blue on each side of the apparatus located one (1) at the front, and one (1) at the rear. A Whelen model 295HFSA1 (or equivalent) full function 100 watt siren control box shall be provided and mounted in front console. If compatible, existing siren speaker may be utilized and shall be mounted on the front of the new chassis in a location to protect the speaker from damage during off-road operations. All emergency lighting and scene lighting shall be controlled from a module located inside the cab, accessible to both the driver and front passenger. Lighting control module shall resemble existing squad unit already in service. A back up alarm will be activated when the transmission is placed in reverse. 13

14 All DOT lights and back up lights shall be provided. All lighting shall be NFPA compliant. Scene Lighting There shall be two (2) Fire Research Focus Evolution LED side mount telescopic lights provided, one (1) mounted each side on the front corner of the rescue body. Clearance shall be provided to allow 360 degree rotation without interfering with access to any compartment. The lamphead shall have eight (8) ultra-bright white LEDs. It shall operate at 12/24 volts DC, draw 13/6.5 amps, and generate 15,000 lumens. The lamphead shall direct 50 percent of the light onto the action area while providing 50 percent to illuminate the working area. The lamphead angle of elevation shall be adjustable at a pivot in the mounting arm and the position locked with a round knurled locking knob. The lamphead shall incorporate heatdissipating fins and be no more than 5 3/16" deep by 3 5/16" high by 11 1/2" wide. The lamphead and mounting arm shall be powder coated white. Each light shall be independently switched at the console. Switches shall be immediately accessible to the driver and front passenger. Work Lights There shall be six (6) Fire Research Spectra LED Flood and Loading Light model SPA900- Q65 surface mount lights provided, two (2) each side of the apparatus body and two (2) at the rear of the apparatus body. The lamphead housing shall be aluminum with a chrome colored bezel. NFPA Ground Lighting Package A ground lighting package shall be installed to provide lighting around the underside of the apparatus. All lighting shall be LED, rubber mounted, waterproof, and located so they are not damaged during off-road operations. Lights shall activate when transmission gear selector is placed in PARK. Lettering & Striping The apparatus shall be striped to meet NFPA standards. The cab shall be lettered with gold leaf style lettering, to resemble current Derby Fire squad unit. A four (4) inch white reflective stripe shall be provided along the side and rear of the apparatus. Incorporated into the stripe shall be DIAL 911 on D3 and P3 compartment roll up doors, to resemble current Derby Fire squad unit. Lettering and striping to be approved by Derby Fire at the pre-construct conference. 14
