3 1.0 JHT Introduction John Heggart Transport is a family owned and run interstate transport business. We pride ourselves on our history and reputation. As an operator, you are required to uphold our, and that of our customers, values and requirements in the induction and any other changes in requirement that arise. JHT requires that all work is done legally and safely. This induction lists general requirements, policies, safety information about working for John Heggart Transport. If you are unsure sure about anything listed in this document or require any further information, please ask the person who is inducting you for clarification. It is better to ask as many questions as you need than put yourself or anyone at risk. 1.1 JHT Goal To provide our Customer(s) with the best quality, cost effective and timely service. 4 2.0 Safety Policy At John Heggart Transport Pty Ltd our Occupational Health, Safety and Rehabilitation Policy is based on a belief that the well-being of people employed at work, or people affected by our work, is a major priority and must be considered during all work performed on our behalf. People are our most important asset and their health and safety is our greatest responsibility. The public shall be given equal priority to that of our employees and sub contractors. The objectives of our Safety Policy are: To achieve an accident free workplace To make health & safety an Integral part of every managerial and supervisory position. To ensure health & safety is considered in all planning works and activities. To involve our employees in the decision making process through regular communication and consultation. To identify and control all potential hazards in the workplace through hazard identification and risk assessments. To ensure all potential accidents, incidents & near misses are reported to management. The success of our health & safety management is dependant on: 1. Pro-active planning of all work activities with due consideration given to implementing OH&S controls that are suited to each given situation. 2. Understanding the total work process and associated OH&S risks 3. Ensuring the work team is totally committed to achieving our goals and objectives. 4. 5 3.0 Fatigue Policy John Heggart Transport recognises its duty of care to Employees, Sub Contractors, Hauliers, and our Customers and to the public by ensuring they are not exposed to Fatigue related risk. Employees, Sub Contractors, Hauliers also have a duty of care to ensure they receive sufficient rest and are not exposing the company to any Fatigue related risk. John Heggart Transport will fulfill this commitment by; Communicating this policy and promoting awareness of fatigue risk management to employees, sub contractors, Hauliers and also to our customers. Introducing appropriate fatigue management procedures and plans to assess and manage work related fatigue risks. Supporting procedures and practices that meet the legislated limits of work & rest. Encouraging customers to consider fatigue related risks. Empowering and encouraging employees, sub contractors and Hauliers to self identify fatigue hazards and reduce risks. Providing sufficient resources and training to implement, monitor and audit fatigue hazards and reduce risks. Ensuring that other business s which interfaces with John Heggart Transport have and apply appropriate fatigue management procedures. Page 5 of 24
6 3.1 Fatigue Management Further Information STOP REVIVE SURVIVE Do you know you are 4 times more likely to have a fatal fatigue crash if you are driving between the hours of midnight and dawn? That s because your body s circadian rhythms are programming you to sleep. Driving while sleep deprived, especially late at night and at dawn, increases the risk of having a microsleep and losing control of your vehicle. If you fall into a microsleep and nod off at 100km/h, you will travel 100 metres in just 4 seconds, unconscious. DON T ignore the early warning signs of fatigue such as yawning, poor concentration, tired eyes, restlessness, drowsiness, slow reactions, boredom and oversteering. At John Heggart Transport we do not carry freight urgent time slotted deliveries and therefore STRONGLY RECCOMMEND all of our operators are rested between the hours of Midnight and 6am, and no driving is undertaken during this period. 3.2 Safe Driving Plans Safe Driving Plans have been introduced, to allow the operator and driver to safely plan the trip, ensuring legal travel times and rest periods. These plans are a requirement, and must be completed for any Tolls or K & S Freighters loads. The completed plans must also have your actual travel and rest times. These can be easily copied from your Work Diary (Log Book). You are also required to provide the 2 nd duplicate copy of your Work Diary (Log Book) when submitting paperwork and Safe Driving Plans. Part of Tolls Fatigue Monitoring systems requires them to record ALL work time. They will be reporting back to us with any non compliances. Page 6 of 24
7 Also, operators who fail to submit, correctly completed Safe Driving Plans (SDP s) and forward a duplicate copy of the Work Diary will initially receive training, but if this continues Tolls have stated that they will not load these operators. Safe Driving Plans must be completed for all Toll & K & S Freighter loads. An example of the current Tolls safe Driving plan is attached. Page 7 of 24

10 4.0 Environmental Policy At John Heggart Transport Pty Ltd we are committed to the principle of sustainable development and are working to ensure that through our activities we enhance the environment in the communities which we operate. Within our operations, we will:- Work with suppliers, customers and government to reduce environmental hazards. Require each employee, Hauliers and Subcontractors to comply with all relevant environmental laws, regulations and standards along with our voluntary commitments to the community. Identify and manage the environmental risks within our operations, use natural resources responsibly and minimize our environmental impact. Continually improve our performance through training and management review. 5.0 Personal Protective Equipment (PPE) John Heggart Transport Pty Ltd requires PPE be supplied and must be warn whilst loading and unloading and on any customer and suppliers site. PPE requirements of our suppliers and customers must also be adhered to. John Heggart Transport Pty Ltd requires all operators to supply their own clothing or equipment designed to protect parts, or all, of the body. This equipment may include: gloves, boots, hearing protection, high visibility garments, Hard hats (with chin strap), thermal wear, eye protection, sun screen, safety belts and harnesses. 6.0 JHT Pre Engagement Requirements This request for information is listed in the Subcontractor Service Agreement. That is signed by both parties at the start of your engagement. Page 10 of 24
11 Hauliers / Subcontractors /Operators ; Prior to employment all Hauliers, Sub Contractors and Operators will be required to provide JHT with a copy of their Vic Roads Licence record, a medical certificate from their local doctor stating they are fit for duties operating a Heavy Vehicle. Further medical certificates stating that the operator is fit for duties operating a heavy vehicle, must be supplied every 3 years for operators under 50 years of age and every 2 years or operators over 50 years of age. Hauliers / Subcontractors; Prior to employment all Hauliers & Sub Contractors will need to supply JHT with a copy of current insurances. These insurances required (i) Comprehensive Motor Vehicle Insurance, (ii) Public Liability Insurance, (iii) Trailer In control Insurance (for hauliers only). Certificate of Currencies should be forwarded annually after policies have been renewed. Other Inductions; All Hauliers, Sub Contractors and Operators will be required to complete an online Driver Safety training programme via the internet which covers the correct procedure for loading Amcor products The website for this online training is - This package also covers Pre trip inspections, loading, restraints, Unloading and general Safety requirements. All Hauliers, Sub Contractors and Operators will also be required to be tested in the safe use of loading with skates (joloaders). Tolls and Amcor also require onsite inductions for all of their sites and Operators will be required to undertake these inductions on their first visit and will be issued with a personnel swipe card to access the site. 12 6.1 Workers Compensation & Rehabilitation John Heggart Transport Pty Ltd will NOT provide Workers Compensation Insurance for Hauliers or Sub Contractors. A copy of the Sub Contractors WorkCover Insurance Policy will be provided by the Sub Contractor and attached to their Service Agreement. 7.0 Hazard/Incident Reporting John Heggart Transport Pty Ltd encourages all Hauliers, Sub Contractors and Operators to report Incident / Accidents / Hazards or Near Misses immediately. All reported hazards and documented corrective actions will be investigated. Corrective Actions will be signed off when completed. The procedure and responsibilities for reporting hazards, incidents or near misses is outlined on form JHT_010 which is available upon request from either Paul or John or there is also one in the back of this folder. Any Accidents or Incidents that result in an injury (however minor) are required to be reported to John Heggart Transport immediately. Page 12 of 24

16 8.0 Chain of Responsibility The Chain of Responsibility principle ensures that all persons and entities involved in the transport chain, from the placement of orders to the delivery of products, are held responsible for such matters as driving hour s offences, injuries, and near misses. This means that all JHT employees / Hauliers, whether they be drivers or Managers, will be responsible for the observance of driving hours and other road transport regulations. As a truck driver, your responsibilities include making sure that: Driving hour regulations are adhered to including time spent working. Required rest breaks are taken Your vehicle does not exceed Mass limits Your load is correctly restrained by equipment supplied You do not exceed the speed limit You do not tamper with monitoring / recording or speed control devices fitted to the Prime mover You notify Paul or John if loading times are unacceptable and if this will impact on the required delivery. As a driver, you need to ensure your conduct does not compromise road safety or involve breaking the law. You can do this by: Keeping weighbridge dockets issued to the vehicle you are driving so you know the mass; Keeping any load documentation that records your load weight; Not exceeding the regulated hours for working; Ensuring your load is properly restrained Ensuring you observe the speed limit at all times Page 16 of 24
17 9.0 General Road Safety Requirements. The Conditions set out below apply to all Hauliers, Sub Contractors and Operators that transport freight for John Heggart Transport Pty Ltd. (JHT) Hauliers, Subcontractors and Operators must be aware that JHT is a Drug Free work environment and that the use of illicit drugs, abuse of prescription drugs, or operators affected by alcohol will not be tolerated. To take proper care of the goods and ensure that all loads are properly secured, safeguarded against theft and protected from damage by weather or otherwise. The Road Transport Operator will comply with all relevant legislative requirements, regulations and by-laws of the States or Territories of Australia in which he operates. This shall include logbook requirements, road traffic laws, and any other laws that are or shall become applicable. To deliver the goods to their destination within a reasonable time and in the event of any delay in delivery will forthwith inform JHT by telephone stating the cause of the delay, the exact location of the delayed vehicle and the estimate of the time of arrival at the destination. To immediately inform JHT by telephone of the occurrence of any loss of or damage to the goods. That upon delivery of the goods the Road Transport Operator will ensure that they shall be forthwith checked by or on behalf of both the Subcontractor and a signature obtained as evidence and that any discrepancies in number of quantities or any damage shall then be noted and full information of the same forthwith given to JHT. The subcontractor will adhere to all reasonable requests from JHT s customers and comply with their OH&S requirements including using designated areas and walkways. The Road Transport Operator agrees to be contactable by mobile telephone at all times unless otherwise advised. Page 17 of 24
18 10.0 Speed Compliance Policy. John Heggart Transport recognises our duty of care to Employees, Sub Contractors, Hauliers, customers and to other road users by ensuring they are not exposed to Heavy vehicle speeding related accidents. John Heggart Transport will not tolerate speed. To this end John Heggart Transport requires that and operators engaged do not break the speed limit at any time. The focus of this policy is to improve awareness of the effects of heavy vehicle speeding and the recognition that no-one be pressured to speed. John Heggart Transport requires all Employees, Sub Contractors, Hauliers to comply with this policy to ensure drivers are returning home safely to their families. John Heggart Transport will fulfil this commitment by; Communicating this policy and promoting awareness of speed related accidents to Employees, Sub Contractors & Hauliers. Use speed limiting equipment to ensure maximum speeds are not exceeded. Scheduling loads with customers to ensure they are aware of speed related risks. Not committing to any loads where delivery time frames may not be realistic or legally possible. Requiring that any speeding fines or infringements by operators are reported to our office, Encourage operators to leave early, when ever possible, especially at the start of the week. Monitor driving times on Safe Driving Plans (SDP s). Ensuring that other business s which interfaces with John Heggart Transport have and apply appropriate speed related procedures. This policy applies to all parties of the Chain of Responsibility and must comply with the new Speed Compliance laws: Employer of the driver Prime contractor of the driver Operator of the vehicle Scheduler of the driver or vehicle Consigner of goods Consignee of goods Loading manager of goods Failure to comply with this policy may result in dismissal. 19 Speed Compliance Policy Further Information SPEED KILLS Available data shows that speed is an important factor in heavy vehicle crashes. One estimate is that if all heavy vehicles comply with speed limits, there would be a 29 per cent reduction in crashes involving them, not that heavy vehicles are always to blame. It is a legal requirement that all companies travelling in South Australia have a speed compliance policy. Failure to have a policy in place can result in heavy fines and in a SEVERE Category Breach with First Offence fines $5,000 (for a person) or $25,000 (corporations). This policy has been developed to make everyone involved in the process aware of the dangers on heavy vehicle speed. Page 19 of 24
20 11.0 Drug and Alcohol Policy. John Heggart Transport recognises our duty of care to Employees, Sub Contractors, Hauliers, customers and to other road users by ensuring they are not exposed to Drug or Alcohol effected drivers. John Heggart Transport is committed to a Drug Free Work Environment and will not tolerate anyone using or being effected by these substances. To this end John Heggart Transport requires that any operators engaged do not use or be under the influence these substance when they will be working. If any suspicion of use of prohibited substances John Heggart Transport will investigate the situation and can call in other external entities to undertake an investigation. John Heggart Transport requires all Employees, Sub Contractors, Hauliers to comply with this policy to ensure drivers are returning home safely to their families and other road users are in a safe as possible environment. John Heggart Transport will fulfil this commitment by; Communicating this policy and promoting awareness to Employees, Sub Contractors & Hauliers. Give operators as much warning as possible when they will be required for work.. Not committing to any loads where delivery time frames may not be realistic or legally possible. Requiring that any detection by transport compliance officers be reported to by operators are reported to our office, Encourage operators to leave early, when ever possible, especially at the start of the week. Monitor driving times on Safe Driving Plans (SDP s). Failure to comply with this policy WILL result in dismissal. Page 20 of 24
21 12.0 Other Information 12.1 Trailer Check sheets Trailer check sheets (a copy is provided on the next page) are required to be completed on a weekly basis and returned with your end of month paper work Trailer Tyres Our preferred Tyre supplier is Tony s Tyre Centre in Warragul and trailers should be taken into Tony s and have tyres and pressures checked at least every 4 weeks. We are currently running over 200 trailer tyres and it is therefore imperative trailer tyres are checked daily. Tony s Tyre Service 7 Ryan Crt Warragul Paper work POD s Paperwork is required to be posted or dropped off on a weekly (or at least fortnightly) basis, and as soon as possible after the end of the month All paperwork must be signed by the receiving depot or store. It is vital that your safe driving plans accompany your paperwork because we are required to forward to Toll every 10 days. Page 21 of 24
