3 9 9 HEALTH AND SAFETY In this quarter, the Project experienced the first month with no Day Away from Work Cases (DAFWC) since January 2004, and the first two consecutive DAFWC free months since June This reinforces the Project s continued commitment to achieving exceptional performance in health and safety. 9.1 PERFORMANCE AND ACHIEVEMENTS BTC s health and safety performance in 2005-Q1 with regard to Day Away From Work Case Frequency (DAFWCF), was 8 times better than the industry average (see Table 9.1). To date, the overall DAFWCF on the Project is 5.6 times better than the industry average. Targets for input measures such as Advanced Safety Audits (ASA), STOP Cards and Safety Training Hours were increased by up to 50%, as these have been proved to be positive contributors and tools towards improving safety performance. These figures are collected and monitored on a monthly basis so performance against the targets can be measured (see Table 9.2). Information seminars were given to employees working on the project as well as members of local communities. 9-1

4 BP Driving Safety Immersion (testing) was completed; A slide pack was issued to the in-country teams to promote awareness in Hazards Identification; An independent food safety audit and inspection was undertaken in Azerbaijan and Georgia. Issues raised are being addressed and a follow-up programme is being implemented; Recordable Injuries and Illnesses Frequency rates have fallen month on month for the past 14 months (see Figure 9.1); and Vehicle accidents, although still a major concern on the Project, have fallen steadily throughout 2004 and in 2005-Q1 (see Figure 9.2). The only increase since February 2004 was at the start of winter (November and December 2004). 5 AZERBAIJAN CCIC achieved over 5 million man-hours without a DAFWC; and SPJV achieved over 2 million man-hours without a DAFWC. GEORGIA The Zero Tolerance Campaign for driving infringements continued; Alcohol assurance checks were carried out at all site locations; and A Drive-right Monitor Assessment of BTC and SPJV vehicles was carried out. TURKEY Ceyhan Marine Terminal celebrated 10 million man-hours without DAFWC and 15 million km were driven without a road traffic accident; and PT2 achieved 2,000,000 man-hours without a DAFWC. 9.2 HEALTH AND SAFETY INCIDENTS BTC reviews the Project s performance on a continual basis and this is reported to BTC management and Partners on a monthly basis. Table 9.3 below is an extract from this report and gives an overview of the number of incidents that have occurred in 2005-Q1. All incidents are fully investigated to ensure that actions are put in place to prevent a recurrence and that lessons learned are shared. Table 9.3: Health and Safety Incidents Project Indicators 2005-Q1 Man hours 8,787,354 Kilometres driven 19,311,979 Road traffic accidents 32 Fatalities 0 DAFWC 3 Medical treatment and restricted work 18 Recordable illnesses 0 Total recordable injuries and illnesses 21 First Aid cases 58 Near misses SIGNIFICANT INCIDENTS The three DAFWC injuries recorded during the quarter are listed below: A Project pick-up collided with a third party truck and the passenger in the pick-up injured his forearm. This incident was also classified as High Potential Incident (HiPo); An SPJV worker sustained a fracture when a blasting hopper that he was dragging (weighing approximately 200kg) fell onto his leg; An SPJV rigger was placing a wooden skid under a metal frame as it was being lifted. The cross bar broke at the weld and the frame fell onto the skid, pinching the thumb of his right hand. 9-3

6 In addition to the above, 3 people received injuries that resulted in restricted work and 15 others received medical treatment for injuries sustained. A total of 58 people required first aid treatment as a result of minor injuries. The main issues were: Hand and leg injuries; Slips, trips and falls; and Eye injuries. There were a total of 32 road vehicle incidents against a total of 19,311,979 km driven. The use of seatbelts, head restraints and rollover protection combined with an extensive driver-training programme is considered to have had a positive impact on reducing the number of road traffic accidents, and the seriousness of accidents when they do occur. BTC continues to strive to improve driving standards and road safety through training and awareness of the drivers, passengers and the community alike. BTC has completed a driving safety immersion programme developed by BP that has been rolled out to all BTC and contractor personnel. Regular driving safety audits are undertaken to ensure that standards of vehicle, vehicle maintenance, driver training and certification, and general compliance with BTC driving standards are maintained. 9-4
