5 Information for Fleet Managers Motor vehicle accidents are the major cause of work place injuries and deaths in Australia. The motor vehicle is considered part of the workplace. Occupational Health and Safety legislation means that organisations must consider driver safety in their Workplace Health and Safety (WHS). Driving and in particular driving for work has been shown to be one of the most dangerous activities undertaken by employees. More than 90% of all incidents can be directly attributed to Driver Error. XDrive and IPWEA aim to improve these statistics through awareness and changing the behaviour and attitude of drivers. Most organisations will be familiar with some form of Defensive Driving course. The downsides of these types of courses are that they predominately target, skills based training and they are only undertaken by organisation at best, on a three year cycle. 9 Statistics The Human and Economic cost of crashes involving business related travel is significant 30% of all registered vehicles in Australia are used in business and 60% of all new vehicles are purchased initially for commercial use. For Australia as a whole 36.9% of distance travelled is for business, 20.5% for travel to and from work and 42.6% for personal and other purposes. According to the Federal Office of Road Safety (FORS), it is the employer s duty by law to provide employees with: Safe systems of work (e.g. schedules and accident reporting mechanisms); The information, instruction, training and supervision necessary to enable employees to perform their work safely (e.g. driver training); and Safe workplace location and plant equipment, such as vehicles

10 Light Fleet Vehicles Although road transport authorities and the heavy vehicle industry have introduced significant programs and policies relating to trucks, buses and other heavy vehicles and their drivers, there has been little concentration on light vehicle fleet safety. Light fleet vehicles are motor cars (vehicles other than motorcycles with a GVM < 4.5 tonnes, built to carry no more than 12 adults) and are used primarily for business. Light fleet vehicle crashes can cause unnecessary expense to organisations through repair costs, reduced productivity and death or injury of employees.

11 Size of the Road Safety problem The human costs of workplace road crashes that cause death, disability and injuries to workers are significant In Australia, road crashes are the most common cause of work related fatalities, injuries and absence from work, with the average time lost being greater than any other workplace claim. Morale, productivity and public relations can also be affected.

12 Cost of the Road Safety problem Work related road crash injuries are estimated to cost $500 million per year Telstra estimates its annual direct cost of injury causing crashes to be at least $14 to $21 million with on duty crashes costing approximately $5 million. These costs are made up of superannuation costs, unplanned absences, vehicle costs and payments to third parties. Plus other organisational costs e.g. training investment, retraining, replacement training and productivity losses. In WA for example, the average lost time from each vehicle related claim is approximately 80 days. Compensation costs average $20,000 not including medical costs, insurance premium increases and property damage. The need for Organisations to ensure that OHS obligations are met in the context of vehicle and driver safety is paramount. OH&S in the context of Road Safety, might mean ensuring vehicles are in safe mechanical condition and maintaining work schedules that allow time for required distances to be travelled safely. An inexperienced driver, or someone with minimal experience of driving under certain conditions required in their job (e.g. long distance or off road driving) further training is needed to bring them up to standard. If an employee has a poor driving record, remedial action and training is essential.

23 Road Toll Statistics in Australia Are getting Worse In 2005, Australia ranked 7 th out of 15 nations in the OECD (Organisation for Economic Cooperation and Development) for road deaths. That might sound good, but in 2004 Australia ranked 4th and in 2003 it was 3rd. Here s how we rate compared to other major countries What s even worse is half these countries are subject to frost, snow, black ice, long periods of rain and short daylight hours. Some even have higher speed limits! Since 2003 Australian road tolls have progressively risen to where we are now,11th with 8 deaths / 100,000 population.
