1 REPORT OF THE PROJECT Make a new train Warsaw Vilnius Riga Introduction Because there is a lack of railway connections between Poland, Lithuania and Latvia (no one train), we have decided to make project connected with start operating such route by a train. A few years ago, there were one fast train called Balti, which ran form Warsaw West to Vilnius. But due to differences in transportation rules of these 2 countries and many finances problems, this train was suspended. I can add, that that train had also not many people on board, because it consisted of only sleeping cars, which were too expensive and in this case bus transport or even private cars were unbeatable. So, in this situation, we would like to make a new train. The train, which will be not only for rich people and businessmen. Train, which will be for everyone, but especially for simply tourists, because you do know that Poland, Lithuania and Latvia are beautiful, worth visiting and seeing countries. More over our project is focused on the region of strategic meaning, which has a potential to create new centers of UE development and Uniform Market, furthermore which can overcome divisions north-south/east-west. Ok, let s move to the details, to the individuals points of our project.

2 Point 1: Why the train in relation Warsaw Vilnius Warsaw does not exist now? Here are the reasons: 1. Lack of appropriate stock; it results from differ in width of tracks (Poland: 1435 mm; Lithuania/Latvia: 1520 mm). 2. Until now, there is no agreement in the matter of activating the train and due to that, costs connected with installation and financing SUW system in coaches. 3. Low speed to the border station on the Lithuania side - in Sestokai; Below, there is the average speed, which a train can obtain on the individual sections: Warsaw Białystok (184 km): 71,69 km/h, Białystok Sokółka (41 km): 66,49 km/h, Sokółka Sestokai (162 km): 63,95 km/h => lack of electric traction on this section. 4. Different systems of power supply and braking. 5. Different conditions of locomotive s admit. 6. Lack of switching device in Trakiszki; it is the reason, that there is no possibility to change wheels in coaches; only possibility is to run coaches with SUW 2000 system or to build the switching device.

3 Point 2: Stations on the route. Total length of route from Warsaw West to Riga carries up to 713 km. Taking average speeds in Poland, Lithuania and Latvia into consideration, average speed on whole route takes to 71,45 km/h. Every calculations were done on the basis of real data and values, showed by technical and haulage departments in our companies. Below there is the time schedule through whole route (of our projecting train) with detailed arrival and departure time on individual stations. Whole trip from Warsaw Central to Riga takes 14 hours 25 minutes, from Warsaw Central to Vilnius 9 hours 28 minutes. In opposite direction journey from Riga takes a little bit more: Riga Warsaw Central: 14 hours 32 minutes, but Vilnius Warsaw Central: 9 hours 27 minutes. All most important and biggest stations are marked off by grave type. Stops in every country (Poland, Lithuania and Latvia) are pointed out by different kind of type for every country.

5 Point 3: Actual standards Now, we would like to show actual standards (inside coaches) in the trains running through Poland, Lithuania and Latvia, especially international trains. We must say that standards in Lithuania and Latvia are similar, practically the same. Let starts from Poland. POLAND: Seat places compartments 1-st class There are six places in one compartment or four in business class (manager s compartment) Every seats are reclining Many cars (couches) have an air-condition (every in IC trains) The space between row of seats is larger than in the second class Armchairs (seats) are more comfortable Coaches usually run quietly and calmly There are nine compartments in the car 2-nd class There are eight or six places in one compartment In compartments with six places, seats are usually reclining (non reclining in 8-places compartments) Coaches in IC trains always have an air-condition The space between row of seats is lesser/more narrow than in the first class There are ten or eleven compartments in one car There are no plug-in sockets in the compartments (only in the newest cars) Modern cars have a plug-in sockets near to the every seat in the compartments Individual lighting over every seat Sleeping We have three different types of sleeping compartments: single, double or triple (tourist).

6 Single is the most expensive, but the most comfortable. In many international trains it consists of toilet (washbasin, shower and WC), screen and DVD player. It has very wide bed, wardrobe, table and plug-in sockets of course. For the daily use (in this exclusive one s) it is equipped with 2 armchairs and table to work. Double is also very comfortable. Such compartments have washbasin, wardrobe, table and plug-in socket. Tourist is the cheapest one. It is similar to double, but with free beds one above another. In international express trains (EuroNight) run luxury sleeping cars. In every compartment, in additional there are air-condition and earphone with the board radio. Coaches are monitored and specially secured. Every sleeping-car compartment has individual lighting, shelves for the luggage, mirror and temperature regulation. Couchettes In one coach there are nine or ten compartments with places to lay. We have four or six places in one compartment. It is possible to fold the sofas, which are secured and wide. There is individual lighting near to the sofas. Electric heater in every compartment. Shelves for the luggage above the door and window. Sometimes cars have an air-condition, always cool air. Non-compartments cars (aerial) These cars are modern. 1-st class has three seats in one row (all seats are reclining), 2-nd - four seats in one row (usually reclining). In 1-st class there are many big tables to work. In such cars there are often a place for bicycles (in 2-nd class). They have air-condition or cool air and individual lightings.

7 These cars are equipped with roller blinds (dark and transparent), footstool and table in every seat. Also a long carpet. These cars are absolutely non smoking. In international trains run only one such coach (in EuroNight Jan Kiepura from Frankfurt/Main to Warsaw). It is called sleeperette and it is luxury 1-st class aerial car with seats reclining to nearly flat position. In the nearest future we are planning to start such type of wagons in more international trains. Ok, now let s move to Latvia and Lithuania. LATVIA: This point was preparing by our friends from Lithuania and Latvia, so I guess they have more information connecting with the thing. Here is only consistency of the topic, which I received from Gintaras (Lithuania) during our s cooperation. Car composition (current situation) in first class passenger service in type of wagon Ammendorf 1. 8 compartments with 2 beds in one; 2. Bedding, hot meal for dinner, cold snacks for breakfast; 3. Old equipment (water boiler burning on wood); 4. No DVD, CD or other equipment; 5. Old furniture; 6. Badly working air conditioning system; 7. No possibilities to serve passengers individually (there is no place to put Atlas containers for meal, no heating equipment, etc); 8. No facilities for PRM;

Service existing in the first class couches (luxury sleeping car and first-class with seating places) 1. Meals on board (service at passenger s compartment - breakfast, dinner); 2. Individual service for each passenger in each compartment; 3. Meal dishes on porcelain; 4. Possibility to taxi reservation; 5. Possibility to use Fax machine and Xerox machine; 6. TV/DVD/CD and headphones in all sleeping compartments; 7. CD equipment and headphones on request in first-class with seating places; 8. Amenity kid (slippers, shaving set, etc.); 9. Shower in sleeping car (in every compartment); 10. Selected compartments for PRM with all facilities;

9 11. Air conditioning system; 12. Beverages all the time (soft alcohol, cold and hot drinks); 13. Hot water on the request in the corridor all the time; A few words about finances connecting with the project Finance plan of the project should be elastic and realistic. It should take into consideration using of UE funds, financial resources of private investors and help from International Financial Institutions including Cohesion Fund. In order to get this, it is necessary to keep realistic, political solidarity between engaged countries, which will give a synergy effect. Ending So, we would kindly like to invite you to our train. 10 and me as a leader Kamil Wojcicki (PKP Intercity). We have used in our project many pictures, which we have done by ourselves. We did not use any books or brochures. Our project is based on the data from our companies. I have read a Rail Baltica project, which is rather different form our, because it is connected with the whole corridor and our with only passenger train. Majority of information is new, worked out by Polish representation. The goal of our project was to show: 1) Why the train from Warsaw to Latvia can not exist now? 2) Present standards of international trains in each country. 3) How we should change these standards? 4) How we imagine (except) the standard of new activated train?
