TRAFFIC COUNTING SERVICE MANUAL VEHICLE CLASSIFICATION PUBLICATION This specification is a product of the Texas Department of Transportation (TxDOT). It is the practice of TxDOT to support other entities by making this specification available through the National Institute of Governmental Purchasing (NIGP). This specification may not be sold for profit or monetary gain. If this specification is altered in any way, the header, and any and all references to TxDOT must be removed. TxDOT does not assume nor accept any liability when this specification is used in the procurement process by any other entity. 1. SCOPE: This solicitation is an Invitation for Bid (IFB) for services to provide statewide traffic counting for Manual Vehicle Classification data collection. This solicitation is not for short term pneumatic tube traffic counting. The service shall include obtaining 24-hour, midnight to midnight, count by vehicle type per hour, by lane direction or leg at urban and rural counting locations and at the Texas/Mexico border crossing bridges. All following tasks are required by the TxDOT classification program designed to fulfill Federal Highway Administration requirements for classification of vehicles traveling on Texas Highways: 1.1. TASK A: SCHEDULING TRAFFIC COUNTS 1.2. TASK B: SETTING UP TRAFFIC COUNT STATIONS AND EQUIPMENT 1.3. TASK C: COLLECTING AND RECORDING TRAFFIC COUNT DATA 1.4. TASK D: SUBMITTING DATA 2. DEFINITIONS OF TERMS AND ACRONYMS 2.1. ANSI American National Standards Institute Complete Count A count where all shifts start on time, all hours are counted, and all legs or lanes are counted for the full duration of the designated count period Count Day A 24-hour period, midnight to midnight, counted by a team of Technicians Count Location Physical highway or intersection location. A count location may have more than one count day Count Site A unique identifier with letter and numbers for each count location FHWA Federal Highway Administration GPS Global Positioning System. 1-16

2 2.8. Manual Counts Measurement of traffic characteristics based on human observation in combination with a manual device. The terms manual counts and visual counts are used interchangeably Semi-trailer A detachable trailer for hauling freight with wheels at the rear end, and the forward end being supported by the rear of a truck or tractor Tally Counter A mechanical device used by Traffic Counting Technicians to manually record the number of vehicles by classification during a manual vehicle classification count TPP Transportation Planning and Programming Traffic Counting Technician (Technicians) Certified, trained personnel who count vehicles in a stream of traffic Traffic Data Individual facts, statistics, or items of information on traffic Vehicle Classification The measurement, summarization and reporting of traffic volume by vehicle type and axle configuration. Technicians shall use the 13-category classification scheme recommended by the Federal Highway Administration (FHWA) Vendor Employees Employees working for vendor, whether permanent, temporary or subcontractors, assigned to work on Traffic Counting project. 3. APPLICABLE LAWS AND STANDARDS: The vendor shall provide the specified service requirements in accordance with all federal, state and local applicable laws, standards and regulations necessary to perform the services, including, but not limited to: 3.1. Title 23, CFR Part 500, Subpart B Traffic Monitoring System 3.2. American Association of State Highway and Transportation Officials (AASHTO), AASHTO Guidelines for Traffic Data Programs, FHWA, Traffic Monitoring Guide May 1, BACKGROUND: Classifying vehicles is a critical component of collecting traffic data. Traffic data is used by transportation professionals to plan, design, construct, operate, and maintain roadways. Decision makers can use traffic data to allocate funding for roadway projects while other users may decide where to build a hotel, estimate vehicle emissions, and more. Some collection methods produce traffic volume, while others produce vehicle classifications. All methods are critical to developing an accurate estimate of annual traffic statistics with one of the primary results being the Annual Average Daily Traffic. Each collection method has certain benefits and drawbacks. Automated counts can provide accuracy on high traffic, multilane roads that operate in a constant speed. Manual counts, which use human observation, can achieve accurate results in diverse geographic locations, areas where vehicles follow closely, stop and go traffic and conditions that require judgment such as classifying a car pulling a light trailer versus a tractor pulling a semitrailer. 2-16

3 5. CURRENT ENVIRONMENT: TxDOT uses several different methods including, but not limited to, portable short duration counts and permanent continuous counts, to collect information on the characteristics of traffic. For manual vehicle classification, Technicians observe the classification of vehicles at specific roadway sites and manually record the traffic data. Technicians use a mechanical device to tally the number of vehicle classifications that travel past a designated site during a specific time period. In addition to vehicle classifications, the Technicians report local weather and road conditions for each hour of a scheduled count. TxDOT uses the collected data to develop traffic statistics, which include the number of vehicles at a given location, the percentages of vehicle classifications, and the directional flow of the traffic stream. 6. RESPONDENT QUALIFICATIONS: The respondent shall: 6.1. Be a company engaged in the business of providing traffic counting vehicle classification data by conducting traffic counting for a minimum of two years within the last five years. Recent start-up businesses do not meet the requirements of this solicitation. A start-up business is defined as a new company that has no previous operational history or expertise in the relevant business and is not affiliated with a company that has that history or expertise Have a minimum of two years experience within the last five years in conducting and managing vehicle classification counts for federal, state or local governmental entities or institutes of higher education Be in good financial standing, current in payment of all taxes and fees such as state franchise fees. TxDOT reserves the right to request a copy of the respondent s audited or un-audited financial statement or a written statement signed by the president, owner or financial officer on company letterhead certifying that the company is in good financial standing, current in payment of all taxes and fees. When audited or un-audited financial statements are requested, TxDOT will review the respondent's audited or un-audited financial statement to this solicitation in accordance with Texas Government Code, Title 10, Subtitle D, Section to evaluate the sufficiency of the respondent's financial resources and ability to perform the contract or provide the service required in the solicitation. TxDOT will be the sole judge in determining the sufficiency of the respondent's financial resources and ability to perform the contract or provide the service. Factors to be reviewed may include but not be limited to: Balance sheets Net working capital Current asset ratio Liquidity ratio Auditor(s) notes Any notes to the financial statements. 7. REFERENCES: The respondent shall submit a minimum of three references to substantiate the qualifications and experience requirements for similar services completed for two years within the past five years. References shall illustrate respondent s ability to provide the services outlined in the specification. The response will be disqualified if TxDOT is unable to verify qualification and experience or if TxDOT receives negative responses. TxDOT will be the sole judge of references (Ref. Schedule 3 Respondent References). 3-16

4 8. KEY PERSONNEL QUALIFICATIONS: The respondent shall provide the following key personnel: 8.1. PROJECT MANAGER (PM): A PM with a minimum of three years experience within the last five years in project management for the same or similar services and shall have the knowledge to develop and implement the service requirements in the specification FIELD SUPERVISOR: A Field Supervisor with a minimum of one year of experience within the last five years in performing or supervising vehicle classification counting services and shall have the knowledge to develop and implement the service requirements in this specification DATA MANAGER: A Data Manager with a minimum of six months experience using Microsoft Excel version 7.0 or greater in order to verify, edit, validate and correct the electronic data format described in Task D and Paras and TECHNICIANS: Technicians with a High School diploma, or GED equivalent, and certified by TxDOT for manual classification counts. Technicians not certified must become certified prior to start of any work. Technicians shall be certified by TxDOT for manual vehicle classification counts prior to start of any work. 9. VENDOR REQUIREMENTS: The vendor shall: 9.1. Adhere to the TxDOT Terms and Conditions identified on the solicitation Provide a primary point of contact Ensure the Field Supervisor(s) is certified or becomes certified by TxDOT in manual vehicle classification counting as a Technician. The Field Supervisor shall pass a TxDOT administered field test with a minimum score of 80 prior to start of work Ensure all key personnel complete and sign TxDOT Certificate of Non-Disclosure form (Ref. Para. 11.) Establish a toll-free telephone number where complaints or request for additional information can be referred (Ref. Para ) Ensure Technicians are certified by TxDOT prior to beginning work on the project. Technicians shall become certified by being tested and passing the following written and field examinations: Part I: Pass a written test with a minimum score of 80, consisting of math, map reading and Global Positioning System (GPS) skills Part II: Pass a written test with a minimum score of 80, consisting of basic manual vehicle classification counting abilities Part III: Pass a field counting test consisting of the actual performance of vehicle classification counting and manual dexterity using the traffic recording equipment. To pass the test, the vehicle count of all classifications must be ± 5% of the same count taken by TxDOT Inspector Vendor employees not able to pass the certification will be allowed to re-test one additional time. If they do not pass they will not be allowed to work on this project. 4-16

5 9.7. EMPLOYEE ORIENTATION: Conduct an Employee Orientation session prior to beginning traffic counting work. All vendor employees assigned to perform manual vehicle classification counts shall attend. The Orientation session shall include, but not be limited to: An explanation of the traffic counting goals, objectives, and guidelines Safety attire and procedures including instructions in the event of extreme heat or adverse weather conditions and emergency contact information Provide TxDOT with a copy of the outline and sign-in sheet prior to beginning work on this project Traffic data collected and recorded on Form 1617A is confidential and shall not be revealed to the public Complete and sign a TxDOT Certificate of Non-Disclosure form during employee orientation session and return to designated TxDOT representative Provide a designated Field Supervisor(s) to be present in the counting area at all times while vehicle classification counts are being conducted. Failure to provide a Field Supervisor may result in the counting station(s) being shut down and the manual vehicle classification counts rescheduled for completion at a later date. Any additional costs incurred due to rescheduling the manual vehicle classification counts shall be the sole responsibility of the vendor Provide weekly traffic counting schedules to designated TxDOT representative for approval Provide electronic and handwritten vehicle classification count data to include Forms 1617A, Microsoft Excel spreadsheets, and text files to the designated TxDOT representative (Ref. Task D Submitting Data) Provide company business cards to vendor employees, whether permanent, temporary or subcontractors, assigned to conduct manual vehicle classification counts for distribution as necessary. Business cards shall contain a contact name and a toll-free telephone number for the public to call for comments or questions relating to the vehicle classification counts Provide and ensure Technicians use the following devices and supplies when conducting traffic counts: Tally Counter The Denominator Company, Inc. Tally Counter with a minimum of 24 units or TxDOT approved equivalent Safety Attire Minimum Standards Safety Hard Hats with Reflective Tape, ANSI Z89.1, Safety Vests, ANSI , Class 2 standard, Safety Footwear, ANSI Standard Z41 or ASTM F or TxDOT approved equal. 5-16

6 Sign, Traffic Survey, mount, and weights The roll-up sign shall be reflective, a minimum of 36 inches x 36 inches, with a minimum of 5 inch legend lettering, and in accordance with TxDOT Standard Specification , Sign Face, Roll-up, Reflective, Construction and Work Zone, which is available at the following web site: The sign support shall be in accordance with the Compliant Work Zone Traffic Control Devices (CWZTCD) as shown in Figure J 2 Short-term duration sign mounting and Figure J 8 Barricades Unlimited sign support or TxDOT approved equivalent. The Compliant Work Zone Traffic Control Devices document is available at the following web site: ftp://ftp.dot.state.tx.us/pub/txdot-info/trf/pdf/cwztcd_2009_06.pdf. When the use of sign support weights are necessary, the sign support weight shall be in accordance with Barricade and Construction Temporary Sign Notes Standard BC(4) 07, or latest version. The Barricade and Construction Standards are available at the following web site: GPS receiver with decimal format for latitude and longitude readings Current Texas highway map Timepiece A watch, clock, or other timepiece is required to ensure accuracy for the start and end of work shifts and the start and end of hourly counts Copies of Form 1617A, Manual Classification Tally Sheet Clipboard, extra long Paper clips, clamp style No. 2 pencils Begin conducting manual vehicle classification counts within 30 days after the Post Award Meeting (Ref. Para. 29.) Adhere to all federal laws and requirements for employability VENDOR ORIENTATION: Attend a Vendor Orientation meeting to thoroughly review the contract specification, with particular focus on the specification attachments, as well as TxDOT s expectations. The Vendor Orientation will be in addition to the employee orientation session referenced in Para The PM and Field Supervisor(s) are required to attend. Attendance by the Data Manager is recommended The Vendor Orientation will be conducted for one to two days in Austin, Texas at a designated TxDOT location The Vendor Orientation will commence at a date agreeable to both TxDOT and vendor, but not later than 14 calendar days after the Post Award Meeting (Ref. Para. 29.). 6-16

7 10. TRANSPORTATION All vehicles utilized by the vendor employees shall be registered, inspected and insured in accordance with state law All vehicles utilized by the vendor employees shall be clean, in good working order, adequately fueled, equipped with a working tire jack and spare tire All drivers of the vehicles shall have a valid driver license acceptable in the state of Texas All drivers shall have no more than two Driving Under the Influence (DUI) or Driving While Intoxicated (DWI) offenses, or a combination there of within the past five years. 11. KEY PERSONNEL REQUIREMENTS The PM shall: Be a full time employee of the vendor Be the primary point of contact and maintain contact with designated TxDOT representative on as needed basis Be responsible for reporting traffic counts in accordance with this specification Develop and submit for approval to the TxDOT designated representative the traffic counting schedule based on the TxDOT District site list (Ref. Attachment A Site Descriptions and Locations) FIELD SUPERVISOR(s): The Field Supervisor s primary responsibility shall be the day-to-day operation of the service in accordance with the requirements of the purchase order. The Field Supervisor shall: Be a full time employee of the vendor Distribute approved traffic counting schedules to the vendor s Technicians Ensure Technicians have and use proper equipment and supplies, adhere to wearing safety attire, and trained to set up in a safe manner to conduct the classification counts. Technicians shall set up in a safe manner and conduct the vehicle classification counts as required by TxDOT Ensure the 24 hour vehicle classification counts begin at midnight and conclude the following midnight Ensure the use of radios, CD players, MP3 players, televisions, DVD players, video games, laptop computers and earphone devices are not utilized by the Technicians during their vehicle classification counting shifts Ensure Technicians take scheduled breaks and return to work on time. The Field Supervisor may perform traffic counting work during the scheduled breaks, not to exceed a one hour period Maintain contact with the TxDOT designated representative on as-needed basis. 7-16

8 Carry a cellular phone and provide the phone number to the TxDOT designated representative TECHNICIANS: The Technician(s) shall: Be certified by TxDOT prior to beginning work Wear required safety attire at all times while working outside the vehicle in the highway right-of-way Not use any electronic or earpiece devices (such as, but not limited to: Radios, CD players, MP3, DVD, television video games or laptop computer) while conducting traffic counts DATA MANAGER: The Data Manager shall be responsible for processing, editing, verifying and correcting traffic data in the electronic format as described in this specification with no errors. 12. APPEARANCE All employees shall be well groomed, neatly dressed and shall wear long-sleeve or shortsleeve shirts and long pants all of which shall be free of holes or tears Tank-tops, shorts, cutoffs and camouflage clothing shall not be worn. 13. CONDUCT: All vendor employees: Shall treat the public, TxDOT employees and any law enforcement official in a courteous and professional manner at all times Who fail to perform the required work, do not follow prescribed procedures, or whose conduct become detrimental to their work or the public, shall immediately be removed by the vendor or upon TxDOT s request and not allowed to return. 14. SERVICE REQUIREMENTS: The vendor shall classify and count vehicles to yield reliable traffic data vital to TxDOT s roadway programs. All traffic counting services shall be accomplished as described in the following tasks: TASK A SCHEDULING TRAFFIC COUNTS When vendor receives written authorization from TxDOT to conduct manual vehicle classification counts for a specific TxDOT District, the vendor shall develop and submit to TxDOT weekly schedules that includes, but not limited to, date and location per counting crew not later than one week prior to the first scheduled count date TxDOT written approved schedules will be distributed by the Field Supervisor to assigned Technicians (Ref. Para ) Each Technician shall review the assigned schedule and report any errors or inconsistencies to the Field Supervisor or PM. 8-16

9 The vendor shall notify TxDOT in writing of any scheduled cancellations or parts of schedules (not fully completed) a minimum of two calendar days prior to the scheduled count date Rescheduling of cancelled counting schedules shall be made within ten calendar days Toll Road Counts: Toll roads shall be counted on an annual basis and will require special handling. The vendor shall coordinate with designated TxDOT representative schedule dates and counting arrangements for these locations when requested by TxDOT Border Crossing Counts: The bridges at the United States and Mexico border crossings shall be counted on an annual basis and will require special handling. The vendor shall coordinate the schedule dates and counting arrangements for locations identified by TxDOT with designated TxDOT representative. Border Counting at these locations shall not be done on Mondays, Fridays or United States or Mexico National Holidays. All vendor employees working border crossing counts, whether permanent, temporary or subcontractors must be vetted by U.S. Customs prior to working at Texas border locations TASK B SETTING UP TRAFFIC COUNT STATIONS AND EQUIPMENT Technicians shall set up at the exact specific count location using a GPS receiver Technicians shall select a parking place that provides a clear view of the traffic flow for the type of assigned count Parking Requirements: Technicians shall: Park at least 15 feet from the travel lane, or behind a barrier Park behind a barrier when counting between a highway and access road Technicians shall not: Park on the roadway or shoulder Park within the median of a divided highway Block private driveways or access to mailboxes Trespass onto private property Restrict visibility of other drivers Obstruct highway signs and markers Shine headlights into traffic Allow any part of the vehicle to protrude into a lane of traffic. 9-16

10 Cause unsafe conditions for other drivers or pedestrians Impede passing traffic Technicians shall position the Traffic Survey sign between the technician and the roadway and within 10 feet of the shoulder so it is visible by passing traffic. A sign support weight shall be used in accordance with Barricade and Construction temporary Sign Notes Standard BC(4) 07, or latest version. The Barricade and Construction standards are available at the following web site: TASK C COLLECTING AND RECORDING TRAFFIC COUNT DATA Conducting the Counts Before each shift, the technician must synchronize their timepiece with the official time. The official time can be obtained through the Internet which is available at all TxDOT rest areas or travel information centers or by calling Universal Time at (303) , or web site: Technicians shall classify and count all vehicles for each hour of assigned shift. Each counting hour shall begin at the top of the hour The tally counter is used to record the number of vehicles each hour that travel through a counting station. Vehicles are classified by visual observation using the FHWA 13 Category Scheme (Ref. Attachment F FHWA Vehicle Classification Categories) Each classified vehicle is counted by recording it into the tally counter per the direction or leg of the vehicle s travel by clicking on the appropriate class and directional key Vehicles not classified by the tally counter must be tracked on an hourly basis, separately, by hand in the notes box on Form 1617A (Ref. Attachment E Form 1617A and Instructions). The direction of traffic for these counts must be included Recording the Traffic Counts At the end of each hour, the Technician shall manually transfer counts from the tally counter by following the instructions for recording data onto Form 1617A (Ref. Attachment E Form 1617A and Instructions) Any Form 1617A not properly completed or containing errors will be returned to the vendor for correction (Ref. Para and ) Resetting the Tally Counter: Once the data has been transferred onto Form 1617A, the tally counter shall be reset to zero in order to begin the next counting hour

11 14.4. TASK D SUBMITTING THE DATA 15. COMPLAINTS When vendor receives the completed Form1617A from the Technicians all traffic data collected shall be converted into the required digital formats using the following software: Microsoft Windows XP or later Microsoft Windows Office Excel 2003 or later Electronic traffic count data shall be entered and validated in the approved format using the Microsoft Excel spreadsheet and text file format provided by TxDOT The vendor shall submit all collected traffic data to designated TxDOT representative in both electronic and original handwritten formats within 14 days after the end of an assigned vehicle classification count Field copies of Form 1617A that are torn or soiled must be rewritten and submitted to designated TxDOT representative along with the original copies Vendor may transmit the electronic traffic data files to TxDOT either by mailing the data on CD or DVD-ROM to the address below, or attaching the Microsoft Excel and Text files and to TPPTubeCounts@dot.state.tx.us. Texas Department of Transportation Attn: TPP Traffic Data Systems Manual Count 4305 Bull Creek Road, Bldg 42 Austin, Texas If TxDOT determines within ten working days of original receipt the electronic data is unacceptable and contains errors, the data file shall be returned to the vendor with an itemized listing of the errors or problems for correction. An incorrect data entry refers to a value or character in a specified field that is not valid in terms of the range of values or characters that may be input The vendor shall return the corrected electronic data within ten calendar days of receipt to TxDOT The vendor shall be solely responsible for any costs associated with correcting errors found in the electronic data or upon request by TxDOT recounting a location The vendor shall establish a toll-free telephone number where complaints or request for additional information can be referred. The number shall be available to the public and answered either by vendor personnel or an answering machine Complaints filed by the public against the vendor or any vendor employee regarding work performed by the vendor under this service shall be answered in writing by the vendor to the complainant within five days of receipt of complaint with a copy to the designated TxDOT representative

12 16. PERSONNEL CONTINUITY AND REPLACEMENT TxDOT recognizes that events beyond the control of the vendor such as the death, physical or mental incapacity, long-term illness, or the voluntary termination of employment of the PM or Field Supervisor will require the vendor propose a replacement. In the event such a replacement is necessary, vendor agrees that personnel shall not begin work on the project without prior written approval from TxDOT The vendor agrees that the PM and Field Supervisor(s) assigned to the project shall remain available for the entirety of the project throughout the term of the purchase order as long as that individual is employed by the vendor If TxDOT determines the PM, Field Supervisor(s) or Technician(s) are unable to perform in accordance with the service requirements or to communicate effectively; the vendor shall immediately remove that person(s) Proposed replacement personnel shall meet minimum qualifications and have experience comparable to the person(s) being replaced. Replacement personnel shall be provided at no additional cost to TxDOT. Resume(s) and reference(s) may be requested for the proposed replacement(s). TxDOT may reject any replacement if references or past working performance is questionable or unfavorable. TxDOT will be the sole judge of the qualifications of the proposed replacement personnel. 17. VENDOR PERSONNEL SAFETY The vendor shall provide all required safety equipment which must meet or exceed the current ANSI Standards for headgear, safety vests and safety footwear (Ref. Para ) and instruct personnel, whether permanent, temporary or subcontractors, to observe all safety policies, rules and requirements at all times; including, but not limited to, wearing minimum class II hard hats, steel toed footwear, reflective and safety vests Technicians shall not work on the roadway when mentally or physically fatigued. These conditions can cause a hazardous situation and increases the potential for errors. 18. WORK HOURS Counts are to be conducted Monday through Thursday only, beginning at midnight and ending the following midnight. Border crossing counts shall not be done on Monday, Friday or designated US or Mexico holidays (Ref. Para ) Counts are not to be conducted on Fridays, Federal holidays, the day before or the day after a Federal holiday. 19. SUBCONTRACTING Subcontractors providing service under the purchase order shall meet the same service requirements and provide the same quality of service required of the vendor No subcontract under the purchase order shall relieve the primary vendor of responsibility for the services The vendor shall be the primary contact for TxDOT and subcontractor(s)

13 19.4. The vendor shall manage all quality and performance, project management, and schedules for subcontractors. The vendor shall be held solely responsible and accountable for the completion of all work for which the vendor has subcontracted TxDOT retains the right to check subcontractor's background and make a determination to approve or reject the use of submitted subcontractor(s). Any negative responses may result in disqualification of the subcontractor TxDOT reserves the right to request the removal of vendor s subcontractor staff deemed unsatisfactory by TxDOT Subcontracting shall be at the vendor s expense During the term of the purchase order, if the vendor determines a need for a subcontractor change, TxDOT shall be notified in writing by the vendor within ten days of any proposed change. The vendor shall be required to provide references and work history for any proposed subcontractor to TxDOT. No change will be allowed without written authorization by TxDOT SOLICITATIONS OVER $100,000: TxDOT will make an initial determination of whether subcontracting is probable. It is the respondent s determination if they choose to subcontract any of the work under this purchase order with a Texas Certified Historically Underutilized Business (HUB) or other businesses If TxDOT has determined that subcontracting opportunities are probable, the class and items in which HUBs may be registered will be noted in the solicitation The respondent shall identify all proposed HUB and other subcontractors at the time of response submittal. The required forms with video instructions can be found at the following website: HUB SUBCONTRACTING PLAN (HSP) PRIME CONTRACTOR PROGRESS ASSESSMENT REPORT: After award of the purchase order, the vendor shall report all HUB and non-hub subcontractor information using the HSP Prime Contractor Progress Assessment Report form. The report shall be submitted to the TxDOT contract manager monthly. The report shall be submitted monthly even during the months the vendor is not invoicing TxDOT. All payments made to subcontractors shall be reported. TxDOT may verify the amounts being reported as paid by requesting copies of cancelled checks paid to subcontractors. 20. OWNERSHIP: All data, sketches, charts, calculations, plans, specifications, and any other documents created or collected under the purchase order are the property of TxDOT and shall be furnished to TxDOT upon request. 21. TRAVEL: All travel and per diem shall be included in the unit price. 22. CONFLICT OF INTEREST: The vendor, vendor s personnel, and vendor s subcontractor(s) shall affirm not to have, nor acquire any interest during the term of the purchase order that would conflict in any manner with the performance of the vendor s obligations in regards to services authorized. 23. FEDERAL FUNDING: The purchase order will be supported in part with federal funds; therefore, the following federal laws and standards apply, including the following: 13-16

The original invoice shall be sent to the address shown on the purchase order or ed to FIN_Invoices@dot.state.tx.us to ensure timely payment and shall include the following: Unique invoice number Date of invoice Site numbers of service An invoice requiring correction shall be re-submitted with a new invoice date 25. PAYMENT REQUIREMENTS: Payment will be based on meeting the specification requirements and accepted in writing by TxDOT. TxDOT s will be the sole judge in determining the acceptability and payment of each traffic count. 26. TxDOT RESPONSIBILITIES: TxDOT will provide: A contract manager A letter of certification to Technicians and Field Supervisor(s) confirming individuals passed the Traffic Counting Examination Testing facilities at a designated TxDOT location unless otherwise mutually agreed upon. TxDOT will make every effort to accommodate the vendor s needs An authorized list containing traffic count station descriptions, GPS coordinates, parking information and any other special instructions Written approval for each weekly counting schedule submitted by vendor A letter of introduction for presentation to local authorities An electronic copy of Form 1617A, Manual Classification Tally Sheet, in Microsoft Word format An electronic copy of the Microsoft Excel spreadsheet and text file format for data entry and validation

CONTRACT ADMINISTRATION: Administration of the purchase order is a joint responsibility of the TxDOT Contract Administrator and TxDOT Purchasing. TxDOT Purchasing staff will be responsible for administering the contractual business relationship with the vendor Any proposed changes to work to be performed, whether initiated by TxDOT or the vendor, must receive final written approval in the form of a Purchase Order Change Notice signed by the authorized TxDOT purchasing agent Upon issuance of purchase order, TxDOT will designate an individual who will serve as the Contract Manager and point of contact between the agency and the vendor. No ink pens, ball point pens, erasable ink pens, felt tip markers, or other writing instruments may be used for writing on Form 1617A. Header Information Before driving to a counting location, Technicians should review their assigned schedule and prepare the header information on Form 1617A. First Lines. Form 1617A Blocks General Information Form 1617A has four blocks for entering data on two-to-four directions of traffic. A block, which contains cells, rows, and columns, is enclosed within a heavy, black line. For each hour, the Traffic Counting Technician shall enter the following types of data into a block: Vehicle counts (classified as motorcycles, cars, buses, trucks, etc.) Weather conditions Traffic conditions Totals of vehicles by classifications NOTE: If some of the cells within each block are not needed, leave them blank. Counting Scenarios There are three different counting scenarios that may be assigned for a traffic count, based on the number of legs or directions of traffic flow (north, east, etc.). The Traffic Counting Technician will use one of the four blocks on Form 1617A for each assigned traffic direction. If there are less than four directions of traffic for an assigned count, leave unused blocks blank. Stations for Two-way (Directional) Counts.{ XE "15" } Stations located at a checkpoint with no intersecting road will require four blocks on Form 1617A{ XE "10-14" }: two blocks for the traffic flowing toward the station and two for traffic flowing in the opposite direction. The Traffic Counting Technician shall count each vehicle only once for the direction that it travels past the station. Example. Assume a highway with four undivided lanes runs north and south from the counting station. A bus approaching the station from the south is counted once. A dump truck approaching from the north is counted once. There are no intersecting roads for the vehicles to turn onto and generate another count. Stations for Three-way and Four-way Counts.{ XE "15" } Stations with three or four roads at the counting site will use, respectively, three or four blocks on Form 1617A{ XE "10-14" }. The Traffic Counting Technician shall count each vehicle for each direction that it travels: one for the direction from which the vehicle comes, and again for the direction to which it goes. 3-6

Assume that there are three roads at the counting site: one to the north, one to the east, and one to the west. Figure 6-2 shows a vehicle approaching the station from the east and leaving the station to the north is counted twice: once in the block labeled east, and once in the block labeled north. Count again for the North leg Count once for the East leg NOTE: Be sure to you assign the correct direction and code number in the correct block order on Form 1617A. Entering Numerical Data The Traffic Counting Technician shall manually transfer counts from the tally counter equipment by handwriting the data onto Form 1617A. Rows and columns on the form must be summed accurately. At the end of each counting hour, carefully transfer the vehicle classification counts from the tally counter to the correct: block for the direction of traffic flow row for the hour that was just counted column that reflects vehicle classification For vehicles not classified using the tally counter, carefully transfer the hourly counts from any notes you have taken during the hour to the Notes box on Form 1617A. Remember to indicate each direction of traffic for those counts as well. Hours In the hour column use the first and second cells to indicate the hours of counts. Using the 24-hour military time format, enter two digits for each hour of the shift (minutes are not indicated). Example. Clarification is provided below for some of the condition codes: Mist (4) drizzle during the counting hour Rain (5) raining continuously for the counting hour Showers (6) raining intermittently during the counting hour Normal traffic (0) traffic is moving unimpeded during the hour High traffic (1) a higher number of vehicles is moving during the hour due to a cause other than auctions, games, fairs; gravel-haul; or funeral procession. A wreck or other obstacle may have cleared and traffic is higher than normally expected that hour. Low traffic (2) a lower number of traffic is moving during the hour due a cause other than road construction, floods, or ice. A wreck or other obstacle may have just occurred. Calculating Totals This is the final step in completing Form 1617A, and it is a very important one. After the Traffic Counting Technician has finished each shift of recording classified vehicles and transferring the hourly data to the blocks for each direction of traffic flow, the counts must be summed within each block following these directions in the order as written: First. Add the counts from left to right across each row and enter the sum of that row into the far-right Total column of each block. This must be done for each row (each counting hour) of the shift and for each block used for the assigned count. Second. Add the counts in each vehicle classification column from top to bottom and enter the total on the bottom Total row of each block under the appropriate classification column. Do this for each block used for the assigned count. Third. Add the totals across the bottom row of each block from left to right, and enter the sum into the bottom-right corner of each block. On a separate notepad or with a calculator, add all the numbers in the far-right Total column from top to bottom for each block. The Total column sum calculated must match the sum written in the bottom-right corner if it does not, a mistake has been made that requires action. All calculation errors must be corrected until the two sums match. 6-6

28 ATTACHMENT F FHWA VEHICLE CLASSIFICATION CATEGORIES (PROVIDED FOR INFORMATION ONLY) The Federal Highway Administration (FHWA) recommends that highway agencies use the 13-Category Scheme to classify vehicles. TxDOT uses the FHWA scheme for its manual vehicle classification program, and it is essential that Technicians classify vehicles accurately in accordance with this scheme. Motorcycles Class 1. Motorcycles include all two or three-wheeled motorized vehicles. Typical vehicles in this class have saddle type seats and are steered by handlebars rather than steering wheels. This class includes motorcycles, motor scooters, mopeds, motor-powered bicycles, and three-wheel motorcycles. These motor vehicles have two axles, three when pulling a trailer. Passenger Cars Class 2. All sedans, coupes, and station wagons manufactured primarily for the purpose of carrying passengers and including those passenger cars pulling recreational or other light trailers. These motor vehicles have two axles, three to four when pulling a trailer and include the following: short-bed pickups (five- or six-foot beds), no extended cab sport utility vehicles mini vans import pickups sedans (limousines are entered into Class 3, pickup, panels, and vans) Pickups, Panels, Vans Class 3. All two-axle, four-tire, vehicles other than passenger cars. Included in this classification are pickups, panels, vans, and other vehicles such as campers, motor homes, ambulances, hearses, carryalls, and minibuses. Other two-axle, four-tire single-unit vehicles puling recreational or other light trailers are included in this classification. Panels and pickups have two axles (three to four axles when pulling a trailer) and four tires, but can also include six-tire (dully) pickups if they do not meet the conditions in class 5. Vehicles with a single cab and a long bed (eight-foot length) are counted as panel and pickup trucks. Examples of panel and pickup classifications: Chevy, Ford, Dodge long-bed (eight-foot bed), no extended cab short-bed pickups with extended cabs conversion vans full-size work vans limousines regular short-bed pickups with four doors (five- or six-foot beds) Buses Class 4. All vehicles manufactured as traditional passenger-carrying buses with two axles and six tires or three or more axles. This class includes only traditional buses (including school buses) functioning as passenger-carrying vehicles. Modified buses should be considered to be a truck. 1-5

Two axle, six-tire, single-unit trucks. All vehicles on a single frame including trucks, camping and recreational vehicles, motor homes, etc., with two axles and dual rear wheels. This class includes vehicles with two axles, three to four when pulling a trailer, although pulling a trailer does not change the classification of the vehicle. This class includes vehicles with two axles (three to four when pulling a trailer) and six tires, usually dual rear tires. Examples of six-tire single-unit trucks: dump and sewage trucks with two axles Chevy, Ford, and Dodge long-bed (eight-foot) pickups with extended cabs four-door, long-bed pickups (eight-foot) airport buses limousines extended handicap-equipped buses and compact school buses Class 6. Three-axle, single-unit trucks. All vehicles on a single frame with three axles, including trucks, camping and recreational vehicles, motor homes, etc. Examples of three-axle single-unit trucks: dump trucks with three axles (dummy axle must be off the ground) single tractors with three axles NO TRAILERS oil field equipment with three axles Class 7. All trucks on a single frame with four or more axles, not pulling trailers. Examples include: dump trucks with four axles (dummy axle must be on the ground) oil field equipment with four axles Combination Trucks (Pulling Trailers) Combination trucks are tractor trucks pulling trailers. Of importance is the number of axles on the truck and trailer(s), rather than the body style. Class 8. Three- to four-axle, single-trailer trucks. All vehicles with four or fewer axles consisting of two units, one of which is a tractor or straight truck power unit. This class includes: trucks two axles pulling a single one-axle trailer trucks with two axles pulling a single two-axle trailer or trucks with three axles pulling a single one axle trailer; total axle count is four, for truck and trailer 2-5
