6 How much use will it get? In our southeastern district, in 2012, Kenosha County billed 678 hours for State reimbursement, Waukesha had 1144 state billed hours and county hours. Racine County operates and maintains a similar vehicle. Milwaukee County has 4 sweeper/vacuum vehicles. How much revenue do we anticipate gaining from the State if we purchase the truck? See next slide. Are there any unusual maintenance costs for this type of truck? Like any piece of equipment it will need general maintenance, however, in checking with other counties we do not anticipate any unique or out of the ordinary maintenance costs. What is the truck s projected useful life? The depreciation schedule is 10 years, but when vehicle is properly maintained we believe it could last up to 15 years. Is it possible to rent this type of vehicle? Yes, but given the projected demand for this truck by State, County and other municipalities it would not be cost effective. Availability becomes a problem when we need it.

Additionally, there will be additional hours charged for the previously listed uses.

11 MACK BENEFITS We have been buying Mack trucks since 1999 except for 2003 when we bought 3 Peterbuilts. Previously we have nearly exclusive Fords, Ford stopped making this type of truck. First Mack s were the RD model. Very small cab, but they were a tough truck that stood up to the abuse a snow plow truck is given. In 2008 Mack made positive changes, they went to a single frame rail, moved clutch, brake and throttle from floor eliminating salt corrosion. Offered a heated windshield which adds to vehicle safety due to snow coming over the hood while plowing. Currently we have 35 Mack Trucks.
12 MACK Benefits Mack had changed from the RD Cab to CV 713 in 2004 and in 2008 went to GU 713. Every improvement made it better for our operation. Mack recognizes Walworth County as a Mack Fleet. This has several important benefits for us. 1. Mack sends a tech person to our facility for training at no charge to us 2. We have access to official Mack repair website at no charge 3. We have access to Mack service bulletins at no charge 4. We can access Racine Mack parts website, and with a VIN # look up parts specific to each of our trucks, check stock from 5 of their branches and place an order, all within minutes. Minimizes down time especially during emergency operations.
13 MACK Benefits We have competition between MACK dealers. Racine Mack delivers parts to Elkhorn, twice a day, 5 days a week. Central Illinois Truck will deliver once a day. Use of standardization with support from dealers has allowed us to reduce our parts inventory dramatically. With one brand of truck mechanics are proficient in servicing and repairing. Standardization allows drivers to be placed in any truck knowing that every switch and lever are in the same place, this ultimately makes the transition safer and more operationally efficient for everyone.

18 Infrared Asphalt Repair Repairing asphalt with Infrared technology will cut labor and material costs in half, and crews perform patching with no seams for water and ice to get back under the repair. Repairs can be made year-round. The infrared repair technique will provide superior repairs to roads, parking lots and driveways at a savings of up to two thirds the cost of conventional methods. Repairs are usually less expensive, since existing asphalt is recycled. Recycles existing asphalt/minimizes waste.

21 Update Automated Scale Walworth County Department of Public Works utilizes an automated scale system to capture truck weights, empty and loaded, for materials inventory valuation. The automated scale system is comprised of an in ground scale, pedestal keypad, RFID reader, transponder cards in vehicles and matrix software. The system creates usage transactions and produces a weight slip for weighable materials. The usage transaction are imported into CHEMS cost accounting software. Matrex generates transactions as truck cross the scale. RFID reader identifies county or municipality. Desired Situation Currently the system is fully functional. However, there is no back up for the RFID reader. Staff obtained a quote for a new RFID reader. Vendor indicated that new readers are not compatible with current cards. Objectives To ensure uninterrupted automated scale services for materials inventory valuation. EXPECTED BENEFITS The County realizes labor cost savings with the automated scale system. A snow storm can generate in excess of 500 transactions that would have to be manually tallied and input into CHEMS without the automated scale system. Project Impact & Assumptions The automated scale system is utilized by all public works patrolmen as well as municipalities that purchase salt. Currently 175 transponder tags have been issued. Without an automated system, shop personnel would have to manually record truck weights and issue handwritten weight tickets. The hand recorded information would be manually keyed into CHEMS by business office staff. This system support a 24 hour 7 day per week operation. The scale is a critical component to the department s inventory valuation and storm reporting functions. A backup of all data is necessary.

Current and future parks have steep slopes that we are mowing. Increase operating efficiency with a larger deck, up to 60% depending on final specifications.

25 Public Works Roof Repairs $33,000.
26 Public Works Roof Repairs A site inspection by Nations Roof was completed on June 11, Several minor repairs were sited on various buildings, totaling $ Repairs to the east side of the main building to the membrane would total $4, Cost for the two quonset buildings to remove existing shingles and underlayment and replace with a new lifetime dimensional shingle total $21,750 each. Shingles are beyond repair with missing shingles. Nations Roof recommended roof replacement as soon as possible to avoid structural and interior damage.
27 DPW Facility Study/Future Improvements
28 In 2002, Barrientos and Associates completed a long range study of future DPW space needs and it is recommended that the study be updated. The shop area in particular needs to be evaluated given significant increase in both the number and size/weight of the DPW and other County department vehicles being serviced. Study recommendations will be reviewed by staff and the Public Works Committee for possible implementation in Possibility of co-locating some public work facilities with City of Elkhorn.
29 Update Fuel System Software Walworth County Department of Public Works utilizes an automated fuel system to capture county wide fuel usage. The usage is exported from the automated fuel system and is imported into CHEMS. Transactions are downloaded daily from the memory at the pump into the PC located in the shop. Employees swipe fuel cards, enter id and fuel type. System authorizes a pump for dispensing. Fuel is charged monthly to county departments. System alerts employees when routine maintenance is due. System software WINC6 is no longer supported. The County realizes labor costs savings with the automated fuel system. The system records in excess of 50 transactions daily that would be manually tallied, input into CHEMS and billed to county departments. Project would include an upgrade to the WinC6 software, and possibly PC that must be compatible with existing dispensing system and CHEMS. Project Impact and Assumptions Fuel system is utilized by all public works patrolman, sheriff s deputies, health and human services transportation staff, land use and resource management staff, and school and health care center van drivers. Currently there are 215 employee fuel cards and 277 vehicle fuel cards. Manual usage logs and CHEMS data entry would be required without the automated system. This system supports 24 hour 7 days per week operations of all county departments, including public works and the sheriff s department. A back up of all data is necessary.
30 Mini Cargo Van An enclosed van is recommended to replace a light duty truck (1999 Ford Ranger w/121,000 miles. Vehicle is needed to transport building materials between County Facilities. This vehicle will provide more secure transport especially during inclement weather.
31 Tandem Trailer
32 Tandem Trailer Necessary to carry new tractor (in excess of 3,000 lbs) and we need a versatile trailer to haul bobcat/tool cat. The bobcat/toolcat does not fit any of DPW current trailers. Our equipment is hauled to parks, trails and facility grounds all over the county. Item to replace trailer 218.
