4 Chapter 1: The Project National Highway No. 5 is a part of the Golden Quadrilateral project undertaken by National Highway Development Project. It is a major National Highway in India with a total length of 1533Kms that runs along India s east coast through the States of Odisha, Andhra Pradesh and Tamil Nadu. The Northern Terminal is at Jharpokharia in Odisha and the southern terminal is at Chennai in Tamil Nadu. Nearly Kms long Project Highway section of NH-5, starts from Km to Km including 6-lane Hanuman Junction bypass (Length-6.72 Kms) and 4-lane Vijayawada bypass (Length Kms). The above section is developed as partially access controlled toll way. Thus in order to provide a better motor able road with improved level of service to the vehicular traffic, it has been decided to augment the capacity of the Vijayawada-Gundugolanu section of NH-5 in the State of Andhra Pradesh by widening the existing 4-lane to 6-lane divided carriageway facility, including. The Project Highway is fully access controlled on Design, Build, Finance, Operate and Transfer (DBFOT) basis. 1.1 Scope of Project This Project will be executed as described in Project Site chapter of the Concession Agreement. The scope of the project shall include performance and execution by the Concessionaire of all Design, Engineering, Financing, Procurement, Construction, Completion, Operation and Maintenance of the Project Highway. It includes Improvement, Operations, Maintenance, Rehabilitation and Strengthening of the Existing 4-lane road and widening it to a 6-lane divided Highway of Vijayawada-Gundugolanu section of NH-5 from Km to Km including 6-lane Hanuman Junction bypass (Length-6.72 Kms) and 4-lane Vijayawada bypass (Length Kms) [Total Length: Kms] in the State of Andhra Pradesh under NHDP Phase-V to be executed in BOT (Toll) mode on DBFOT basis. 7 Chapter 2: The Concessionaire (O&M Operator) 2.1 Scope of Work The Concessionaire is involved in the operation and maintenance activity of the project stretch along with other project facilities and services and is taking care of the following activities on regular basis Operation Management The concessionaire is operating one toll plaza at km and the other at km that houses the operation management staffs, all necessary equipment, accessories, servers, software and other communication devices. The main objectives are to collect and record the traffic data on regular basis, counting and classification of the vehicles and collection of user fees from the vehicles passing through the toll plaza Maintenance Management The concessionaire is also administering the maintenance management of the project highway and the other facilities through an experienced staffs located at the Maintenance Base Camp in Chinautapalli. Also, the maintenance management team monitors different maintenance aspects (detailed below), through its mobile units patrolling on a continuous basis throughout the project corridor. The maintenance team is primarily looking after the following maintenance aspects as per the maintenance schedule laid down in the Annual Maintenance Programme Highway Maintenance The objective of (project) Highway Maintenance is to maintain the safety, durability and functionality of the (project) highway throughout the concession period. This contains regular Routine and Preventive Maintenance for the corridor carriageway and project facilities. Broadly, it will include maintenance of the carriageway, road furniture, buildings, crust, shoulder, slopes, side drains and cross drainage works Project Property Management The objective of Project Property Management is to preserve the inventories and investments in the project road intact throughout the operation and maintenance phase. This includes identification of encroachments and ribbon development, land acquisition as desired by NHAI, enforcement of regulations, liaison with the relevant authorities for the above and maintenance of road furniture and road signs. 8 Incident Management The Incident Management is aimed to take immediate response measures to any incident occurring in the corridor. Road patrols and surveillance, first aid, basic ambulance assistance, hydra cranes and road safety works Environment Management The basic objective of Environment Management is to preserve and protect the compatibility of the road system with the environment. The activities related to this are project horticulture including requisite planting and maintaining of existing trees, plants, shrubs and other suitable vegetation in the median and right of way Engineering Improvement Engineering Improvement is aimed at enhancing the project functionalities, deteriorated over time and rehabilitation of the project elements at specified intervals of time. This covers junction improvements, providing crash barriers, resurfacing and management of access. Page 6 of 33
