1 Exelon s $24 Billion Energy Bill Senate Bill 2814 Short-Term Energy Price Outlook On November 15, 2016, Exelon, through its legislative supporters, introduced Senate Bill 2814, a massive 446 page document that has the potential to cost Illinois consumers $24 Billion. Some of the bill components, but not all, are aimed at: Keeping two of Exelon s nuclear plants open. The Clinton plant is located in Ameren s service area and the Quad Cities is plant located in ComEd s service area. Provision to keep downstate coal plants running. Energy efficiency provision that will allow ComEd to earn a return on its energy efficiency program. ComEd is currently spending approximately $155 Million per year under its program and all costs are a pass-through to customers. Implementing demand charge rates for residential customers. Implementing changes to the Renewable Portfolio Standards to increase wind and solar construction in Illinois. Increasing capacity costs for Dynegy s downstate generating plants located in MISO (Midcontinent Independent System Operator). ComEd/Exelon is located in PJM and capacity prices are higher. The bill was introduced in the short veto session this week consisting of six days. The final three days are during the week after Thanksgiving. While this bill is highly controversial, it could be voted on before December 1. We will provide a detailed overview of this bill at the December 7 NEU meeting. Page 1 In its November 8, 2016 Short-Term Energy Outlook, the EIA reported that the price difference between the November and January NYMEX futures contracts was the largest since October This price difference exceeded.65 per MMBtu at one point. EIA cited warmerthan-normal temperatures during late October and a change in the delivery month as one reason for this large price discrepancy. The average price for the December through March period in late October was in the $3.50 per MMBtu range. During the first two weeks of November this average price decreased to the $2.90 per MMBtu range. The EIA has estimated that the Henry Hub natural gas spot price will average $2.50 per MMBtu in 2016 and $3.12 per MMBtu in Natural gas fueled electric generation in 2016 has so far accounted for 34% of total U.S. generation. In 2017 the EIA expects natural gas fueled generation to account for 33% of total generation. Expected higher natural gas prices in 2017 is the reason for this decrease. On November 4, 2016, natural gas storage inventories were 4,047 Bcf, 51 Bcf higher than last year at this time. The EIA was predicting an end of October volume over 4,000 Bcf, which would be a record. Storage levels on November 11, 2016 were 216 Bcf above the fiveyear average and are also above the five-year historical range. Diesel prices, the standby fuel for natural gas, settled at $1.46 per gallon, down.14 from the reported October price of $1.60 per gallon. The natural gas and oil rig count increased by 46 during the last month to 568. While 26% lower that last year at time, the number count has been increasing over the last six months.

Twelve-month forward peak and off-peak prices were $35.39 and $23.68 per MWH, respectively. PJM ComEd Zone Day-Ahead hourly index prices in October averaged $29.82 per MWH and Real-Time prices averaged $28.52 per MWH. Day- Ahead peak period prices in October averaged $36.61 per MWH and offpeak prices averaged $24.23 per MWH. Real-Time peak prices averaged $34.73 per MWH and off-peak prices averaged $23.41 per MWH in September.
