5 Department of Business, Economic Development and Tourism (DBEDT) u Hawaii Brownfields Revolving Loan Fund (HBCRLF) u Special fund for low-cost loans to eligible public, private & nonprofits for brownfields cleanups u Funded in 2002 with $2M US EPA RLF grant u HBCRLF Special fund created in 2001, HRS u Coalition partners u State of Hawaii C and C of Honolulu Maui County u Operating under EPA Closeout Agreement u Allows flexibility in use of HBCRLF funds allows for site assessment funding, but preference is for cleanup

7 Hawaii Brownfields Cleanup Revolving Loan Fund u u Site Eligibility u Hazardous substances, contaminants and pollutants u Contaminants co-mingled with petroleum Excluded Sites u Facilities listed/proposed for listing on National Priorities List (NPL) u Facilities under court orders, administrative orders, or judicial consent decrees issued under CERCLA u Facilities under jurisdiction of federal department or agency

8 Hawaii Brownfields Cleanup Revolving Loan Fund u Borrower & Project Eligibility u Loan applicant must not have been caused or contributed to contamination of property u Loan applicant must complete site assessment work to be eligible for funding u Cleanup must be capable of completion within 12 months

9 Hawaii Brownfields Cleanup Revolving Loan Fund u Eligible Costs u Technical oversight costs of DOH for VRP participation u Cleanup costs u Community involvement activities u Environmental insurance u Public health and safety requirements u Post-cleanup sampling Note: Borrower s cleanup administrative costs, including legal fees, capped at 10% of loan award
