4 Section 1: Introduction Description Section 1: Introduction Description This manual contains operating and maintenance instructions for the Double Drum manufactured by SEI Industries Ltd. The Double Drum is designed to transport fuel to remote locations. It has been designed to be helicopter-lifted as a slung load. The attachment rings also allow it to be tied down as cargo in a boat, barge or truck for ground transport. Once on the ground, the tank can be hand-rolled over short distances, making it easy to position at site. The Double Drum s unique double-walled design provides abrasion resistance and built-in secondary containment Double Drum Operations Manual (Version C) 1

5 Section 1: Introduction Construction Construction The Double Drum s inner tank is made from a 38oz urethane-coated nylon (Jungle King material) suitable for the storage of diesel or jet fuel. The inner tank meets U.S. military specifications MIL-T-52983G and ATPD-2266 for fuel tanks. The outer tank is made from a 32oz OBU to offer heavy duty puncture and abrasion resistance. The outer tank has D-ring connection/lifting points on the outer shell to connect to a lifting harness or secure to a boat or ground vehicle. The 250 USG model has 15 connection lifting points while the 500 USG model has 20 connection lifting points. The inner tank is attached by an aluminium 16-bolt outer ring and is removable for inspection and leak detection. The Double Drum is radio frequency-welded and seam-sealed. The Double Drum has a 1.5" fill/drain kit with ball valve, camlock connection and dust cap. Each tank comes with a lifting harness to connect to a helicopter or crane. Specifications The Double Drum meets Transport Canada Dangerous Goods regulations, Part 12 Section 12.9 paragraph 5c The Double Drum shall be designed with its weakest lifting element capable of withstanding load magnitude not less than 5 times the load at maximum capacity with liquid SG 0.85; rigging components working load shall be below the Work Load Limit (WLL) specified by manufacturer or have a safety factor at least 5 if WLL is not available. Wire rope, alloy steel chain, metal mesh, synthetic fiber rope and synthetic fiber web slings must meet the requirements of ASME B Slings. Nominal operating temperature: -46 C (-51 F) to +50 C (+122 F) Operating pressure: Up to 4 psi Connection: 1.5" camlock coupling 2017 Double Drum Operations Manual (Version C) 2

6 Section 2: Safety Safety Procedures Section 2: Safety Safety Procedures The following safety rules should be observed: 1. Keep the fueling site free of debris and flammable materials like dry grass, etc., as rough surfaces and sharp objects can damage the Double Drum. 2. Secure the Double Drum to avoid slipping or rolling during fueling/defueling operations or when being transported by truck. 3. Keep all unnecessary personnel off site. 4. If spillage occurs, proper cleanup procedures must be instituted immediately. Make sure to collect as much spillage as possible in a container. 5. Use grounding devices, where applicable. 6. Use secondary containment, where applicable. 7. Have a fire extinguisher manned and ready during fueling. 8. Avoid contact with fuel. If there is contact, wash immediately with warm soapy water. 9. Do not allow open flame or smoking within 100 feet of the fueling and defueling operations site. 10. Do not stand within 50 feet of the Double Drum when it is being lifted. The filled Double Drum is very heavy and normal precautions must be taken as with lifting any heavy object. 11. Never fill the Double Drum above the capacity shown on the label found at the end of the unit. 12. If the Double Drum starts to roll, do not stand in its way. 13. Do not tow the Double Drum. 14. Any leakage from the Double Drum or fitting must be rectified immediately. 15. When a container is being shipped that has fuel residue inside, it must be shipped as "dangerous goods." 2017 Double Drum Operations Manual (Version C) 3

7 Section 3: Sling Assembly Double Drum Sling Section 3: Sling Assembly Double Drum Sling When the Double Drums are shipped from the factory, they do not have the sling assembly attached. Each Double Drum has four rows of attachment points, of which only two rows are used. 8 Section 3: Sling Assembly Double Drum Sling 2. The 250 gallon Double Drum has three attachment points on each side while the 500 gallon Double Drum has four attachment points. Now, stretch out the sling assembly and remove any twisted or crossed cables. 250 USG Double Drum sling assembly shown. 3. Using care, attach the sling hooks to the Double Drum as shown below. 4. After all lines are attached, check to see that there are no twists or crosses present. The Double Drum is now ready for operations Double Drum Operations Manual (Version C) 5

9 Section 4: Operations Fueling Procedure Section 4: Operations Fueling Procedure There are two types of fill/drain couplings; a standard coupling with a 1.5" camlock or an optional unisex coupling. Once the valve is opened, you cannot release the fill hose until the valve is closed. 1. Insure all connections and fittings are secure and liquid tight before using the Double Drum. 2. The Double Drum must be fully collapsed before filling can be started. The Double Drum is nonvented and there is no path for air to escape during filling. Trapped air will reduce the capacity of the Double Drum. 3. Insure that the collapsed Double Drum is on a flat and level surface with no sharp or abrasive objects that can cause damage. 4. The Double Drum should be filled in a horizontal position. 5. Extra care must be taken to ensure that the surface under the Double Drum is abrasion free and that the Double Drum does not rotate after it is full. 6. Never fill the Double Drum above the capacity shown on the label found at the end of the unit. 7. Connect the Double Drum to a pump hose or a filling source. Open the ball valve on the fill/drain port and begin filling. The filling pressure must be regulated (maximum 4 psi) to ensure that the Double Drum is not over pressurized causing catastrophic failure. 8. Once the Double Drum is filled to capacity, turn off the pump, close the ball valve, disconnect the fill hose and cap the camlock coupling. 9. 10 Section 4: Operations Defueling Procedure 10. If the Double Drum is to be transported on the deck of the truck, it can be lifted onto the truck two ways. One method is to use a short sling attached to the red ring at the top of the sling. Keep in mind that this will require a fork lift with more height. Using the slink to lift into a truck. 11. The other lifting method is to insert the forks at the lift bar. This gives you more stability by keeping the tank from twisting. See photo. 12. If the drum is to be transported on a deck of a truck make sure to secure it to eliminate any rolling while being transported. Use the spreader bars provide by SEI to lift the Double Drum as shown. The Double Drum also can be tied down to the floor of a truck or aircraft using the webbings. 13. Do not drag the filled Double Drum as this can cause severe abrasion. Using the forks to lift the Double Drum onto a truck. Defueling Procedure There are two types of fill/drain couplings; camlock or unisex. If using the unisex coupling, the valve must be closed before removing the drain hose. 1. Lay the Double Drum on the ground horizontally and secure it to prevent rolling. 2. Connect the drain hose to the camlock coupling. 3. Open the ball valve and begin draining. 4. Squeeze the Double Drum to help the fuel fully drain. 5. 11 Section 5: Maintenance Maintenance Procedures Section 5: Maintenance Maintenance Procedures Inspections Visually inspect for the following items before and after each fueling and defueling operation. Loose fittings or bolts Cuts Abrasions Worn components Repairs Any observed leakage must be repaired before further use. Minor repair of Double Drum leaks can be accomplished by re-tightening fittings and flanges. Body materials of the Double Drum are not field repairable. Please contact SEI for return procedures. 21 Section 7: Warranty Section 7: Warranty a) Warranty is limited to repairing or replacing, at the company s sole discretion, any product approved to be defective. b) The company s products are not guaranteed for any specific length of time or measure of service, but are warranted only to be free from defects in workmanship and material for a period of one year to the original purchaser. c) To the extent allowable under applicable law, the company s liability for consequential, incidental and environmental damages is expressly disclaimed. The company s liability in all events is limited to, and shall not exceed, the purchase price paid. d) This warranty is granted to the original purchaser and does not extend to a subsequent purchaser or assignee. e) The company must receive notification in writing of any claims of warranty from the original purchaser which must give details of the claimed defect in the product. f) Where the original purchaser is claiming under warranty, the product must be returned to the company for inspection with all transportation and duty charges prepaid. g) The warranty does not extend to any product that has been accidentally damaged, abraded, altered, punctured, abused, misused or used for a purpose which has not been approved by the company. h) This warranty does not apply to any accessories used with the product such as pumps, filters, hoses, etc., that are not supplied by the company, and any warranty on such accessories must be requested from the manufacturer or dealer of the accessories. i) In the event the original purchaser does not give notice of a warranty claim within one year of the original purchase of the product, it is understood that the purchaser has waived the claim for warranty and the purchaser and/or any subsequent purchaser must accept the condition of the product as it may be, without warranty. j) Any technical information supplied by the company regarding the product is not a condition of warranty but rather is information provided by the company to the best of its knowledge. k) There are no implied warranties nor is there any warranty that can be assumed from any representation of any person, except the company itself. Exclusions This warranty is void if the product is not assembled, used and/or maintained in accordance with the operator s manual supplied by SEI.
