7 ORISSA AGRICULTURAL STATISTICS Introduction: Agriculture is the mainstay of State economy & substance of life of the people. The State Orissa is an agrarian state with Agriculture & Animal Husbandry Sector contributing more than % of Net State Domestic Product (NSDP) and providing employment, direct or indirect to 65% of its population. The share of Gross State Domestic Product (GSDP) from Agriculture during at constant price ( ) and at current price are 21.4% & 26.4% respectively. Hence, Agriculture plays a critical role in the economy of the state and the lively hood as majority of its populace. On the basis of topography, climate & Soil types, the state is divided in to 10 Agro climatic zones. The annual normal rainfall of the State is mms of which monsoon rainfall (June to Sept.) is mms, i.e. 79% of total rainfall. The Kharif paddy is the main crop of the State Orissa. Most of the paddy area cultivated under un-irrigated conditions during kharif season. Hence, the food grain production in Orissa, depends upon the production of paddy & subsequently this production depends upon weather & distribution of rainfall system during kharif season. To obtain the maximum return of a farmer from the Agriculture, the Department of Agriculture, is always in search of new innovations, such as introduction of new varieties of HYV/Hybrid Varieties of seeds, increase in seed replacement ratio, increase in fertilizer consumption, increase in productivity of different crops etc., through different schemes implemented such as work plan (Rice Devt., Sugarcane Devt., Ragi Devt., & Farm Mechanisation), Cotton Devt. Programme, ISOPOM (Oilseed Devt., Puls Devt., Oil Palm & Maize Devt.) Jute Devt., Integrated Plant Protection Measure, Integrated Nutrient Management and Hort. Mission.

8 In order to assess the area & production of different crops, this Department of Agriculture forecasts four advance estimates and submit to different quarters basing on Crop Weather Situations through interaction with farmers and conducting crop cutting experiments at village /GP level. This booklet on Orissa Agricultural Statistics contains the estimates of area, yield rate and production of different crops and the land utilisation pattern for the year The estimates of paddy and potato given in this booklet are based on the sample surveys conducted under EARAS scheme by the Directorate of Economics and Statistics (DES) Orissa. The estimates for other crops are based on the reports received from the field staff of the Directorate of Agriculture and Food Production (DA & FP),Orissa & Director of Horticulture, Orissa. The DES, Orissa also frames estimates for 11 more crops under EARAS (Establishment of an Agency for Reporting Agricultural Statistics), which are at wide variance with those of the D.A & F.P, Orissa and hence are not adopted in this booklet. Besides this, ancillary information on other related items like rainfall, temperature humidity, irrigation, fertiliser consumption, seeds distribution, Farm Mechanisation and crop loan is also incorporated. Rainfall situation The pre-monsoon rainfall during April and May 2006 excess by 28% i.e 123.0mms as against the normal rainfall of 96.4mms.The monsoon rainfall i.e. from June to September was excess by 30 %. The post monsoon rainfall from October to December was deficient by 70%. The month wise rainfall position is indicated below. 9 Crop coverage : The net area sown and gross cropped area during the year were lakh hects and lakh hects respectively. The cropping intensity was 158%. The coverage under different crops during the year was as follows. Irrigated area:- The total irrigation potential created so far from all sources is about lakh hects. (27.21 lakh hects. during khariff and lakh hect. during rabi). The gross irrigated area during the year is about lakh hects(20.02 lakh hects during Kharif & lakh hects during rabi). This is roughly 78% of the potential created. 10 Paddy, Vegetables, Spices and Sugarcane are the main crops that received irrigation during the year. High yielding coverage: The coverage under high yield varieties of different crops is lakh hects. The crop wise break up is given below. (Area in lakh hects.) The per hectare yield of Paddy (as estimated by DES, Orissa) is qtls/hect as compared to qtls/hect during Kharif 2001.

11 Input Management:- Seed: Supply of certified seeds during the year is 2.69 lakh qtls as against 2.32 lakh qtls in the previous year. The seed wise break up is given below. Calculation of Compensation:- All the farmers covered under RKBY and growing the insured crop in the defined area will get compensation as per the following formula. 15 Support Price and Procurement of Paddy The minimum support price fixed for common Paddy for was Rs per qntl. The quantity of Rice procured during the year was lakh tonnes. The State experienced 3 bad years in succession, drought in , Super Cyclone in and again drought in The State just recovered in , but again had to face drought situation during 2002, during Kharif 2003, the State experienced severe flood in 23 districts and during 2004 again faced drought like situation (dry spell/ moisture stress condition) in 10 districts of the State. During 2005, 23 blocks of 6 districts of the State again faced drought like situation (dry spell/ moisture stress condition). During 3 rd week of October 2005 there was a heavy rainfall in Balasore, Bhadrak, Cuttack, Jagatsingpur, Jajpur, Kendrapara,

16 Keonjhar, Angul, Mayurbhanj, Puri, Sambalpur, Baragarh districts which not only affected the Kharif Paddy but also affected the sowing of Rabi Groundnut & Pulses and subsequently affected its production. During 2006 Kharif season again there was flood five times i.e. 30 th June to 3 rd July, 13 th July to 15 th July, 1 st August to 4 th August, 21 st August to 23 rd August, 29 th August to 30 th August in 26 district (except Sundargarh, Baragarh, Deogarh & Jharsuguda) of the State and about 2.88 lakh hects of Paddy area was affected 50% & above. Again during October, 2006 the rainfall was deficient by 78% which caused reduction in yield of Paddy. Under the above conditions the Kharif Paddy production in the State declined to Lakh MTs as compared to Lakh MTs of Paddy of 2001, Kharif. Similarly the Cotton Production reduced due to rainfall during boll brusting stage and Maize production in Nawarangpur district reduced due to heavy rainfall.
