Therefore, data and commentary contained herein is one of a series of district profiles presenting disaggregated data to the level of villages, abstracted from the 2011 Population and Housing Census results. For definitive interpretation, villages covered in this report are of 500 or more inhabitants. The analysis aims at providing ready information to facilitate planning and policy making. It therefore presents information on composition, distribution and gender. In addition, it presents information on marital status, orphan-hood, and religion, access to water and sanitation, as well as sources of energy, among others. It is our sincere hope that information and analysis contained herein, is not only found to be very useful, but also ignites reciprocal engagements with data users to offer feedback on how forthcoming reports can be improved. 6 1.0 Background and Commentary The Population and Housing Census is the most representative form of enumeration since it covers as many people and variables as possible. It is the total enumeration of households throughout the country. The census is carried out after every ten (10) years in Botswana. This report covers indicators and counts of the 2011 census and makes comparisons, in some instances, with the previous census of There are two types of enumeration methods. One is the De Jure type and the other is the De Facto method. The De Jure method refers to the enumeration of population according to usual residence. It excludes visitors but includes absent residents. The De Facto method, on the other hand, refers to the enumeration of population according to where one spent the census night. It includes visitors but excludes absent residents. The 2011 Population and Housing Census used the De Facto enumeration. An important aspect of the 2011 census is its wide disaggregation of information by important variables of sex, gender and locality, among others. The disaggregation forms the basis of this report. The report presents information on localities that have 500 or more inhabitants. 1.1 Background to the Report This report was necessitated by the need for disaggregated data at all levels. Statistics Botswana, with the assistance of the United Nations Population Fund (UNFPA), undertook work on producing geographically disaggregated and gender sensitive information. 1.2 Importance of the Report Demographic and socio-demographic information is critical in the development efforts of a country. The tendency has been to produce national averages to represent the situation of all people within the country. Hence, data at the district and locality levels have not been fully published and used by the localities even when available. This masked the wide disparities in demographic, health and other socio-economic indicators within the country. The outlook of these have, therefore, been overlooked hence conditions of large sections of the communities have remained largely unknown. 2.0 Population Distribution Figure 2 below shows a broad base structure. The population in 2011 PHC is concentrated in the lower age groups than in the upper age groups. It is highly concentrated in the age group 0-4 to age group Thereafter the population declines as the age increases. In Ngamiland West District, the highest proportion (15.1 percent) of the population is found in Gumare followed by Shakawe and Etsha 6 with 12.5 percent and 8.8 percent respectively. Moreover, the lowest proportion (0.9 percent) of the population was recorded in Mohembo West. It is also worth noting that the district has numerous villages with a population of over 1000 people Figure 2: Population Age Sex Composition for Ngamiland West 2001 and 2011 Figure 2a: Population Pyramid Ngamiland West Males Females Figure 2b:Population Pyramid Ngamiland West Males Females 3.1 Labour Force Labour force is defined as the population aged 15 to 64 years regardless of whether they are currently engaged in any economic activity or not. This population constituted 52.7 percent of the district s population. Most villages in this district have around 50 percent of population in the labour force. Kauxwhi village had the highest percentage of persons in this age bracket at 59.1 percent followed by Shakawe, Gumare and Sepopa at 58.2 percent, 57.6 percent and 55.0 percent respectively. The village of Etsha 13 (6.3 percent) had the lowest percentage of people within the labour force. 3.2 The Youth The youth are described as those aged between 18 and 35 years. This group made up 28.5 percent of the sub district s population. Shakawe had the highest proportion of youths at 33.6 percent, followed by Gumare at 32.2 percent and Xhauga at 31.3 percent. Nxamasere and Xakao had the lowest proportion of youths at 23.9 percent and 22.5 percent respectively 3.3 The Elderly The elderly population refers to those aged 65 years and above. The group is assumed to be economically inactive. It is also classified as a dependent group. A high proportion of this age bracket presents the country with a huge dependency burden, as this group has special needs, including special care and pensions, among others. Overall, 5.9 percent of the population of Ngamiland West District were the elderly. This proportion is higher than the national average of 5.5 percent. The village of Ikoga had the highest proportion of the elderly population at 9.1 percent, followed by Nokaneng at 7.9 percent. The village was closely followed by Tubu (7.8 percent) and Gonutsuga (7.7 percent). Shakawe had the lowest percent of the elderly population at 4.1 percent. 4.0 Access to Sanitation Access to sanitation facilities was measured at household level by assessing whether it has access to flush toilet either in-house, communal or shared with a neighbour or had access to a sanitary pit latrine. Overall, 39 per cent of the sub district households had access to sanitation facilities. While 12.0 per cent of the district households had access to their own pit latrines, additional, 9.0 per cent had access to their own flush toilets. A proportion of 7 per cent had access to neighbour s pit latrines and 1 percent used communal pit latrine. The highest per cent of those who used own pit latrines were found in the village of Shakawe at 20.6 per cent followed by Xaxa with 18.3 of the village households. Regarding overall access to toilet facilities, which included flush toilets, pit latrines and dry compost, Shakawe had the highest access at 55.7 per cent followed by Ikoga at 54.5 percent. 7 5.0 Access to Portable Water Providing safe drinking water has been a priority for government since the early years of independence. As a signatory of the Millennium Declaration, Botswana is committed to ensuring that the majority of its population has access to improved water source. Improved water source refers to piped water indoors or outdoors, a neighbour s tap, a communal tap, a bowser or tanker and borehole. Figure 4 : Principal Source of Drinking Water in Ngamiland West District Percent Employment Status Unemployment occurs when a person who is actively searching for employment is unable to find work. Unemployment is often used as a measure of the health of the economy. The most frequently cited measure of unemployment is the unemployment rate. This is the number of unemployed persons divided by the number of people in the labor force. Table 11 shows that the average unemployment rate in Ngamiland District was 18.1 percent. Xaxa had the highest unemployment rate at 58.7 percent, followed by Xhauga at 53.7 percent. The lowest unemployment rate was recorded in Mogomotlho and Gudingwa at 1.3 percent and 1.7 percent respectively. 8.0 Language The data on Table 7 shows that the highest proportion (46.3 percent) of the population of Ngamiland West spoke Sembukushu. The second highest (35.9 percent) language spoken at home was Setswana. This was followed by Sesarwa (7 percent) and Seherero at 3.5 percent. Moreover, other African and Asian languages were insignificant with a proportion of less than one percent. 9.0 Religious Affiliation In Ngamiland West District, at least 38.5 percent of the households had access to a communal tap. This was followed by those used piped water either indoors or outdoors at 12.5 percent and 12.3 percent respectively. 6.0 Disability A religion is defined as an organised collection of beliefs, cultural systems, and world views that relate humanity to an order of existence. Other scholars define religion as a collection of cultural systems, belief systems, and worldviews that establishes symbols that relate humanity to spirituality and, sometimes, to moral values 2. Figure 6: Type of Religion in Ngamiland West District Disability may be generally defined as a condition which may restrict a person s mental, sensory, or mobility functions to undertake or perform a task in the same way as a person who does not have a disability. The population of the district was assessed for its ability to see in one or two eyes, ability to hear in one or both ears, speaking, ability to use one or both legs, ability to use one or both arms and retardation. Though disability in the sub district was low, the common form of disability was defects of seeing in one or both eyes as it affected 3.4 per cent of the district population. This form of disability was more prevalent in Samochema where it affected 7.4 per cent of the village population. The second most common form of disability in the district was inability to hear in one or both ears and affected 1.9 per cent of the district population. These include increased need for care by the family; social relationships may be disturbed and the family structure may disintegrate; economic burdens on families may lead to poverty; low socio-economic level and low education lead to less development and lower productivity in society and the demand for care by the society/state may be incresed Moderate Inability to Use and Severe 1 or 2 Arms Retardation 0.2 Inability to Speak Figure 6 shows a trend similar to other districts in that in Ngamiland West District, the highest proportion of the population followed Christianity (74.5 percent). The next most common religious affiliations were No Religion at 19.3 percent and Badimo at 5.1 percent. Furthermore, other religions such as Hindu, Rastafarianism and Bahai, among others, contributed less than 1 percent each Marital Status Marital status was asked for persons aged 12 years and above. That is, whether they were in any union at the time of the census. Although the country s legal age of marriage is 18 years, there are still cultures where young girls are married at ages below that, some as young as 12. One purpose of marriage is to create a stable home in which children can grow and thrive. Figure 7 shows that in Ngamiland West District, during the 2011 PHC, the never married and living together categories were the most common types of unions, while marriage was relegated to the third position. The proportions were 54.7 percent for the never married, 26.7 percent for those living together and 12.5 percent for the married. The widowed contributed 4.2 percent while thedivorced and separated each accounted for 0.9 percent Botswana National-Policy-on-Care-for-People-with-Disabilities 8 9
8 11.0 Household Size The average household size in Ngamiland West was 4.5 persons per household. It is shown through Table 4 that not many localities had above average household size. The highest household size of 8.4 persons was recorded in Xhauga followed Nxaunxau at 7.0 persons. This was followed by Kauxhwi and Gunutsuga at 5.7 persons and 5.6 persons respectively. The lowest average household size of 3.4 persons was recorded in Tobere Source of Fuel for Lighting Figure 8 shows that paraffin and electricity were the leading sources of energy for lighting for more than 80 percent of the sub district s households. The commonest sources of fuel for lighting in this sub district were candle and paraffin, which were used by more than one third of households. Candle was the leading source as it was used by 33.7 percent of the households followed by paraffin at 33.6 percent. Only 20.8 percent of households used electricity. Other sources of energy for lighting were used at less than 1 percent each by households in the district. Worldwide, 2.5 billion people use biomass fuels for cooking. These include firewood, charcoal, dung and agricultural residues. Biomass fuels are often the only available energy source, especially in rural areas. In most Sub-Saharan countries, more than 80 percent of the population use biomass fuels for their daily cooking 2. Figure 9 below shows that in Ngamiland West District, wood was by far, the most used source of energy for household cooking. It was used by 82.0 percent of households in the sub district. This was followed by households that used gas (LPG) and the electricity grid at 10.4 percent and 5.9 percent respectively. The use of firewood for cooking was highest in the rural villages where other alternatives are limited Source of Fuel for Heating In a home the heating system normally serves two purposes. The primary purpose of heating is to maintain warm temperatures within the home during colder months. Keeping a house warm is important for the occupants of the home as well as the structure itself. The secondary purpose of a heating system is to heat domestic hot water for usage during all months of the year. Just like cooking, wood was by far the most common fuel used for domestic or household heating. It was used by 95.4 percent of the sub district s households. It has been observed that some used electricity (3.7 percent) for heating. Other sources of heating constituted less than 1 percent each. Evidence clearly shows that the vast majority of orphans are living with a surviving parent, grandparent, or other family member. A further 95 percent of all orphans are over the age of five. This definition contrasts with concepts of orphan in many industrialised countries, where a child must have lost both parents to qualify as an orphan. UNICEF and numerous international organisations adopted the broader definition of orphan in the mid-1990s as the AIDS pandemic began leading to the death of millions of parents worldwide, leaving an ever increasing number of children growing up without one or more parents. So the terminology of a single orphan the loss of one parent and a double orphan the loss of both parents was born to convey this growing crisis GTZ, Cooking Energy: Why it really matters if we are to halve poverty by
9 Botswana defines an orphan as a child aged below 18 who has lost one or both parents 4. Figure 11 shows that 14.1 percent of orphans in Ngamiland West District had lost a father but with the mother surviving. Those who lost their mother accounted for 6.7 percent, while those who lost their mother accounted for 2.8 percent of the population aged below 18. Figure 11 shows that 14.1 percent of orphans in Ngamiland West District had lost a father but with the mother surviving. Those who lost their mother accounted for 6.7 percent, while those who lost their mother accounted for 2.8 percent of the population aged below Projected Population The population of the district was estimated to have grown between 2001 and It is estimated that by 2026, the population of the sub district will reach 75,116, which will be an addition of 15,695 inhabitants, an increase from the 2011 figure of 59,421.
