3 1. INSTRUCTIONS TO BIDDERS 1. Sealed bids must clearly identify the Bidder's Name and Company in the return address detail and be marked Supply and deliver one sidewalk plow with attachments, Infrastructure & Development Services, Public Works Division, addressed to: City of Stratford, City Hall, ATT: Purchasing Department BID#: T16-12 P. O. Box 818, 1 Wellington Street, Stratford, Ontario, N5A 6W1 will be received up to: 2:00:00 p.m., Local Time, Wednesday, September 14, 2016 and opened publicly at the same location at: 2:15:00 p.m., Local Time, Wednesday, September 14, Each bid shall contain the full name of the party or parties bidding and the signature of the parties bidding shall be in their respective handwriting. 3. Bids must be submitted on the forms provided. At the bid opening, Bid submissions that do not have the Bid number and project description on the envelop shall be opened and placed with the appropriate Bid. 4. The intent of this project is to supply and deliver One (1) Sidewalk Plow with Attachments, per attached specifications, and as directed by Mr. Jim Myers 1 Manager of Public Works at ext All submissions shall indicate separately, Harmonized Sales Tax (H.S.T.). It is the responsibility of the bidder to verify with the Customs and Excise Branch of Canada Customs and Revenue Agency any rulings for payment of tax or tax exemptions. Prices quoted shall be in Canadian funds inclusive of customs, duty and freight and F.O.B. job site, Stratford, Ontario. 6. Prices quoted are to remain firm for acceptance for a period of ninety (90) days after closing date unless otherwise stated herein. 7. Bidders must fill in the spaces on the right hand side of the SPECIFICATIONS to state their actual specifications for the respective designated unit, or if their specifications meet requirements outlined by The Corporation of the City of Stratford. 1 jmyers@stratfordcanada.ca 3

4 8. The vehicle and all the equipment furnished under this Contract shall be new and of the latest design, in the manufacturer's year being offered. Accessories not specifically mentioned, but necessary to furnish a complete unit shall also be included and conform to the best practice in quality of material and workmanship. 9. Bidders are to provide a delivery date. The supplier whose Bid is accepted shall be required to maintain the delivery date as promised or the order may be cancelled at the option of The Corporation of the City of Stratford. Delivery date may have a direct bearing on the acceptance of the tender. 10. The manufacturer s warranties shall be provided or clearly stated. The manufacturer s brochures, specifications, drawings, illustrations, photographs and descriptive materials of the equipment tendered shall be attached to each Bid. 11. One trade-in vehicle is being offered, 2007 Holder C4.74, serial number with approximately 2,700 hours, complete with front V plow, rear sander, and front mounted snow blower, sweeper. 12. When trade-in pricing has been requested and the bidder has offered a trade-in allowance - acceptance of that allowance is at the sole discretion of the City. 13. No addendum(s) will be issued within 48 hours prior to bid closing. All addendum(s) become part of the quotation documents and must be acknowledged and/or submitted as instructed with the bid. All addendum(s) will be posted on the City of Stratford website; Bid Opportunities 2. It is the Bidder's sole responsibility to check the website for addendum(s) prior to submitting their bid. Any bid received without addendum(s) acknowledged and/or submitted as instructed will be rejected. 14. No bid will be accepted from any Bidder inclusive of its subcontractor(s), which has a claim or instituted a legal proceeding or has threatened a claim or instituted a legal proceeding against The Corporation or against whom the Corporation has a claim or instituted a legal proceeding with respect to any previous contract, without prior approval by Council

5 15. The lowest or any compliant Bid will not necessarily be accepted. The Corporation of the City of Stratford reserves the right to accept or reject any or all bids, to award the contract to other than the bidder submitting the lowest bid, or on a split-order basis, lump-sum or individual-item basis, or such combination as shall best serve the interests of the City. The award is not based solely on price but on a combination of past performance, with the City of Stratford, if applicable, satisfactory reference checks and price. 16. Instances where a bid shall be rejected as unacceptable are: Incomplete bids (all items put to tender are not bid). Bids are not properly signed and dated. Bids offered or received after the specified closing time.* Bids that contain restrictions placed on the goods or services, by the vendor. Bids completed in pencil, rather than typed or written in ink. Bids withdrawn by the vendor or his agent.** Bids completed on forms other than those supplied by The Corporation of the City of Stratford. Bids submitted without the required documentation attached or completed, bonding, etc. Bids that do not include samples (if requested). *Bids received after the designated closing time and date specified, will be returned to the vendor unopened. ** Request for withdrawal of a bid shall be allowed if the request is made before the closing time. Requests must be directed to the Manager of Financial Services by a Senior Official of the company with a signed withdrawal confirming the details. Telephone requests will not be considered. The withdrawal of the bid does not disqualify a bidder from submitting another bid on the same contract. No facsimile or bids accepted. 5

6 2. SPECIFICATIONS The following is a list of the City s requirements. Please check either YES or NO and provide any comments. REQUIREMENTS To supply and deliver one four-wheel drive articulating, oscillating, rubber tired, diesel powered multi-purpose tractor designed for year round work and specified attachments. (SPECIFY) MAKE MODEL YEAR SPECIFICATION YES NO COMMENT 1. Dimensions: 1.1. Tractor shall be no wider than 49.5 inches. State turn radius. Measurement shall include fenders, mirrors folded 50.5 inches and no higher than 88 inches high including the roof light Basic unit shall be no longer than 161 inches long Weight of base tractor to be no more than 6,500 lb. Specify: 2. Engine: 2.1. The engine shall be a 4 cylinder turbo diesel capable of at least 100 horsepower minimum. Minimum torque 300ft/lbs at 1,500 rpm Compliance with current EPA regulations 2.3. The engine shall be water-cooled The engine shall have a block heater, 1,500 W minimum A dry type air filter element shall be supplied A warning light, buzzer and automatic shutdown system shall be supplied in the event of a low oil pressure or high coolant temperature situation. 6

7 SPECIFICATION YES NO COMMENT 2.7. Supply replacement filter kit, engine oil, air cleaner and fuel filter(s) 3. Transmission: 3.1. The tractor shall be propelled by a hydrostatic transmission and controlled by a single foot electronic foot pedal. The electronic pedal controls the hydrostatic transmission and the engine RPM, when in fuel saver/travel mode. If switched to work mode, a throttle lever over-rides the pedal control of the engine RPM allowing full RPM to power the PTO shaft to run the attachment The tractor shall have a 2 speed mechanical transmission, which provides in low range 0-12 km/hr and in high range 0-32 km/hr The mechanical transmission may be shifted into neutral from within the cab allowing the unit to be towed without damaging the hydrostatic system. 4. Axles: 4.1. Rated capacity of each axle to be 5,900 lbs. With a total gross weight of 11,800 lbs Brakes shall be hydraulic service and shall have dynamic stopping ability through the hydrostatic system A parking brake must also be installed complete with light and alarm Radial tires and wheels shall be mounted on heavy-duty rims Differential lock shall be positive four wheel lock (either electric or air) actuating on all four wheels by use of a switch Greaseless U-Joint 4.7. Extra spare tire and rim. 7

Shall be actuated by an electric over hydraulic cylinder Front PTO must be 1-3/8 6 spline capable of engine RPM PTO shear bolts shall be easily accessible. Supply 25 shear bolts. 6. Chassis: 6.1. Tractor shall articulate and oscillate Articulation angle Oscillation angle 6.2. Slow moving vehicle sign to be installed in the rear center of the sander unit. 7. Electrical: 7.1. Shall be 12 volt, negative ground system with one 1000 CCA Group 31 battery 95 amp alternator and voltmeter, main breaker switch protection 7.2. Front quick hitch with dual double acting lifting cylinders to be supplied and to have built in accumulators to compensate for bounce when roading the tractor, operated with single electric/hydraulic joystick Electric switch outside of cab for lifting cylinders preferred (state) Joy stick to have forward and reverse switch on stick 9. Hydraulics: 9.1. Must be capable of delivering sufficient hydraulic flow (minimum 30 GPM) for the various attachments. Snow blower, broom, 5 way plow and sander. State GPM Four front couplers (2 pair) are to be supplied for operating control on various attachments One pair of high volume couplers for the front and one pair high volume couplers for the rear of the unit shall be supplied Low hydraulic oil warning system shall be supplied. 10. Lighting: There shall be four (4) headlights and one (1) backup light, all five (5) to be adjustable, LED and identical There shall be signal lights, four (4) way flashers, an interior dome light, LED beacon light and shock proof rubber mounded tail lights. The strobe light must be mounted on an adjustable pedestal which allows the strobe to be positioned above or below the roof line. The blue and amber dual top beacon light must be surrounded by a cage. 9

Five Way Folding Plow: Width shall not exceed 49 inches Height shall be 28 inches Shall have 2 hardened steel skid shoes, adjustable and replaceable Shall have 2 tapered nose plates capable of riding over cracks in sidewalk. Shall be hardened and replaceable Shall have two ½ inch x 6 inch cutting edges, hardened and replaceable. 11

Colour code hydraulic quick couplers (no tape). Warranty: State terms in full including engine warranties. Minimum of twelve (12) months State terms in full including engine for extended warranty. The school shall include classroom sessions, hands on repair, techniques and diagnostic training. The training school is also to be available several times per year at no charge for re-training or new technicians Specify location(s) Courses to include an evaluation test and manufacturer issued operator s familiarization certification upon successful test completion. 21.
