19 Part I: Grant Program Overview PROGRAM BASICS

20 Township-wide Safety Signage Upgrade o Provides up to $50,000 in materials (signs, posts, hardware) for eligible Townships. o Eligible Townships FOR FY 2018 ONLY Top 200 Townships (normally only 100 Townships) with a higher than average crash rate in Ohio and who have not previously been funded under this grant. o Based on crash data from

21 General Program Highlights o Townships who are eligible to apply will be contacted by ODOT s LTAP Center and invited (this already happened how you were notified). o Materials provided under this grant are covered at 100%. The Township must commit to install the signs with Township labor. There is no funding available for installation.

22 General Program Highlights (cont d) There is no money out-of-pocket for the Township(s). ODOT issues a purchase order to the vendor with instructions to deliver the goods to the Township. The Township certifies the order was complete and it is ok for ODOT to pay the invoice(s). ODOT then makes an on-behalf-of payment to the Vendor for the Township s materials.

23 Sign Installation How long do you have? o Signs must be installed within one year of the Federal Authorization Date of your project. (We will provide you this date.) o Township(s) may be granted a one year extension for Good Cause.

24 There s a Village in My Township.. o Your Township may choose to include the signage needs for Villages which are partially or wholly located within your Township s boundaries. o Your Township is responsible to make sure the signs are properly installed in the Village areas since your township is the agency who is receiving the grant. (Your Township can work it out to have the Village install the signs, but that is between your Township and the Village.)

29 Sign Order Priorities: Using Your Map o Start with your crash areas by severity Red, Orange, Yellow, Light Green, Dark Green. o Then look at the areas where you haven t experienced crashes (yet), but are the same or similar geometrically i.e., the same type of curve where your township has already experienced crashes. o If funding is still available within the $50,000 limit, you may then include other safety signs on your township roads for replacement.

78 Step 3: Determining Curve Advisory Speeds

79 Technology Transfer Toolbox Available on the LTAP Center s website provides a video tutorial on how to use a ball bank indicator to measure the proper advisory speed for your roads curves. Also provides a link to all forms needed to complete the speed study on a curve.

80 Technology Transfer Toolbox (cont d) Takes you through: 1. Proper set-up in your vehicle of the ball bank indicator 2. Proper measurement of the curve at the various speeds. 3. Proper recording of the curve speed measurements.

81 Technology Transfer Toolbox (cont d) Takes you through: (cont d) 4. Proper completion of the speed measurement chart to determine advisory speed. 5. Filling out the sign needs sheet for the curve. You can then transfer the information from the sign needs sheets from each curve to your sign order form for the grant!

82 Determining Curve Advisory Speeds Ball bank indicators are available for loan from the LTAP Center. We have a total of six available which can be borrowed for up to three weeks at a time. Please see Ray Brushart in the back of the auditorium at the end of this meeting to borrow a ball bank indicator or to sign-up to borrow one.

83 Determining Curve Advisory Speeds (cont d) Why should you update or determine your curve advisory speeds? Initial determination helps drivers by warning them what speed they need to slow down to in order to safely drive through a curve. Updating the advisory speed vehicles have changed substantially in recent years and the current advisory speed you have posted may no longer be valid for the road conditions based on newer vehicles.

85 Part III: What to Expect During the Grant Process WHERE DO WE GO FROM HERE?

86 Submit Your Application! o On time Due June 8 th o With complete information o Keep a copy for your files o Provide a good address - IMPORTANT

87 Award Notification Will be made by beginning of July. One of two possible notifications: 1. Funded for FY 2019 Grant will be processed immediately. 2. Not funded at this time.

88 Order Confirmation First Grant processing step is for your Township to review and confirm the sign order you submitted on your application. Your Township will be provided an Excel Spreadsheet with the order details. This is the same spreadsheet which will be provided to the vendor when the order is placed. Your Township should review it thoroughly and respond as quickly as possible to confirm the order is correct and provide details on what may need to be updated.

89 Agreement Once the order is confirmed, your Township will be provided an agreement electronically to sign. The agreement will contain your funding amount, a reference to how much is being spent on each purchasing category signs, posts, hardware, and agreement to allow ODOT to pay the vendor(s) directly for your sign grant materials. Also, the agreement contains language verifying you will be placing all signs on previously owned Township Right-of-Way ONLY. You may not install the signs on land not in your Right-of-Way. You may also not purchase new Right-of-Way to install the signs on.

90 Agreement (cont d) The agreement should be signed by a representative of the Township who has the authority to legally bind the Township. Please sign the agreement electronically as soon as possible after you receive it via .

91 Purchase Orders Once the agreement is received by ODOT, it can take a month or two before your Purchase Orders are issued. ODOT will issue purchase orders based on the items you requested on your grant application and as confirmed on the sign order spreadsheet. The Purchase Orders are ed directly to the vendors, with the Township copied on the . The vendors will then proceed with filling the orders. If you would like an estimate on how long until you receive your order, you will need to contact each vendor.

92 Order Delivery & Invoice Certification Orders will be delivered by the vendors. Hardware usually arrives via UPS. Posts and signs are usually delivered by the vendors. If you want to know when the orders will be delivered, please contact the vendors directly. Please certify the invoice to our office as soon as possible after we provide it to you. Don t hold them until all vendors deliver.

93 Installation of Signs Signs must be installed per the guidelines in the Ohio Manual of Uniform Traffic Control Devices. If your township doesn t have a copy, you are entitled to one free. Please pick up the form in the back of the room to order one.

94 Certification of Project Completion When your Township is finished installing the signs, you must provide us a completed installation certification form. Please notify us when you have completed the installation and we will issue you the form electronically for completion.

95 Quality Assurance Reviews Your Township may be selected for a follow-up visit after you certify your project as complete to our office. If this happens, we will contact you to arrange a time for an onsite visit and tell you exactly what we would like to review during the visit such as your copy of the agreement, certifications of invoices and the invoices themselves, field review of signage installation to ensure it was properly completed, etc.

97 Quick Don ts o Don t order signs you are not planning on installing. (This is not an opportunity to build up your inventory.) o Don t order signs with the intention of trading them to another township or municipality for a smaller size. o Don t change your in the middle of the grant process without notifying us.

98 Quick Don ts (cont d) o Don t sit on paperwork. Process your agreement as soon as you can after receiving it. o Don t hold all invoices until the end for certification!!! Certify them as they are received. o Don t blindly certify invoices for payment check your orders to make sure the invoice is correct!

99 Frequently Asked Questions o Can I get a smaller stop sign (or other sign type) than what is listed on the grant application? NO o Can I get reimbursed for signs my Township already purchased and installed? NO o Can I order signs from local vendors if their prices are lower than what is listed on the grant application and submit for reimbursement? NO
