1 Description Materials Design Speed Construction Method of Measurement Basis of Payment STATE OF OHIO DEPARTMENT OF TRANSPORTATION SUPPLEMENTAL SPECIFICATION 808 DIGITAL SPEED LIMIT (DSL) SIGN ASSEMBLY January 29, Description. This work consists of furnishing, coordinating, installing, maintaining, operating, tracking, monitoring and subsequently removing a digital speed limit (DSL) sign assembly as well as providing the related Work Zone Speed Zone (WZSZ) Tracking Report Materials. Furnish materials conforming to: Digital Speed Limit (DSL) Sign Assembly Design Speed. Due to the variable nature of Work Zone Speed Zones (WZSZs) the contractor shall consider the multiple speed limits affecting the work zone at any given time and ensure the Temporary Traffic Control Devices (TTCDs) are initially set up in a manner such that they always meet the minimum requirements for device spacing, taper rates, clear zones, buffer spaces, etc. regardless of the speed limit displayed on the DSL Sign Assembly. On the initial approaches to the work zone, the design speed for the placement of TTCDs (e.g. drums, cones, portable barrier, etc.) shall remain at the original posted speed limit. For locations within the work limits where the TTCD will only be in place when workers are present (and all TTCD will be cleared from the roadway when workers are not present [display of original posted speed limit on the DSL Sign Assemblies]), the design speed used to determine the design of TTC and related devices (device spacing, taper rates, etc) shall be based upon the speed limit in effect at the time the TTCD are in place and workers are present. For locations within the work limits where any TTCD will remain in place when workers are not present (display of original posted speed limit or warranted speed limit reduction for when workers are not present on the DSL Sign Assemblies), then the design speed used for the design of TTC and related devices shall be based upon the more conservative speed limit for each individual parameter (e.g., original posted speed limit or warranted speed limit reduction for when workers are not present for tapers, buffers, clear zone, etc., and the warranted reduced speed limit for when workers are present for device spacing, etc.) Construction. Furnish, coordinate, install, maintain, operate, track, monitor and subsequently remove Digital Speed Limit (DSL) Sign Assemblies, and related supplemental 1
2 signage, per plan notes, Standard Construction Drawing (SCD) MT , Ohio Manual on Uniform Traffic Control Devices (OMUTCD) and in accordance with the following requirements: Notify the Engineer in writing 7 calendar days in advance of implementation of an approved WZSZ. Do not implement a WZSZ until a Work Zone Speed Limit Revision Form has been completed and approved by the Department and returned to the Contractor. Prior to first activation of the DSL Sign Assembly(ies), make arrangements with an authorized service agent to assure prompt service in the event of failure. All DSL Sign Assemblies shall be delivered, relocated and removed from the project with deactivated Speed Limit Sign Beacons and the digital speed limit display blanked out. Exact placement of DSL Sign Assemblies will be as directed by the Engineer. Each time a DSL Sign Assembly is installed or relocated, fine tune the positioning of the assembly with oncoming traffic using the sight tube. Once the DSL Sign Assemblies are in position, display the original speed limit. Erect the supplemental signage (W3-H5b signs and R2-1 signs indicating the resumption of the legal speed limit at the end of the WZSZ) and cover or remove the existing speed limit signage per SCD MT The Speed Limit Sign Beacons shall be in the alternating flashing mode (Activated) only when workers are present within the warranted work zone condition. Flash the Speed Limit Sign Beacons at a rate of not less than 50 or more than 60 times per minute. All other times, the Speed Limit Sign Beacons shall not be flashing (Deactivated). At all times, the digital display legend(s) on the DSL Sign Assembly(ies) shall show the appropriate numeric speed limit in accordance with the Warranted Work Zone Speed Limits for Work Zones on High-Speed ( 55 mph) Multi-Lane Highways table in the Work Zone Speed Zones (WZSZ) plan note. The digital display legends and Speed Limit Sign Beacons on the DSL Sign Assemblies shall not be automatically changed/activated/deactivated using a pre-programmed schedule. Activate the Speed Limit Sign Beacons no earlier than 30 minutes before workers arrive in the warranted work zone condition and deactivate no later than 30 minutes after workers depart the warranted work zone condition. Change the digital display legend on the DSL Sign Assembly to the warranted speed limit no earlier than 30 minutes before workers arrive and no later than 30 minutes after workers depart from a warranted work zone condition. Secure/Lock the power supply and hand control enclosure so that unauthorized users cannot tamper with the power supply and hand controls. Maintain the DSL Sign Assemblies, supplemental signage and existing speed limit signage in good working order in accordance with the provisions of C&MS Verify the installed DSL Sign Assemblies are functional and are in good working order on a daily/nightly basis. Reposition the DSL Sign Assemblies using the sight tube for any assemblies out of alignment. 2
3 Except as noted below, after the work that warranted the WZSZ reduction is complete, deactivate the Speed Limit Sign Beacons, blank out the digital display legend, and remove the DSL Sign Assemblies, supplemental signage and restore the original speed limit signing. DSL Sign Assemblies may be left in place during times when the conditions do not warrant a WZSZ reduction, provided that the digital display legend on the DSL Sign Assembly shows the original posted speed limit and the Speed Limit Sign Beacons are deactivated. DSL Sign Assemblies may be left in this condition for up to 14 days, but no longer than until the end of the sign month. Any WZSZ left in place in accordance with this provision must remain as a complete WZSZ and all documentation, maintenance, etc. requirements remain in effect until the WZSZ is removed. By the end of the 14 days or the end of the sign month (whichever occurs first), deactivate the Speed Limit Sign Beacons, blank out the digital display legend, and remove the DSL Sign Assemblies, supplemental signage and restore the original speed limit signing. Relocation of DSL Sign Assemblies to new location(s) within the project limits shall occur between conditions that warrant a WZSZ. The original speed limit signing shall be restored, DSL Sign Assembly Speed Limit Sign Beacons shall be deactivated and the digital display legend shall be blanked out during relocation. Once the DSL Sign Assembly(ies) have been relocated, proceed with positioning and installation as described in prior paragraphs. Limit the active portion of the WZSZ to only the active portion of the project and the work that warrants the WZSZ reduction. A WZSZ in one direction does not automatically constitute a WZSZ in the opposite direction. Manage, coordinate and sign multiple WZSZs spaced less than 1 mile from one another, in the same direction of traffic flow, as a single WZSZ (within the same project and/or between adjacent projects). From the time of initial installation through the final removal, all activations and deactivations of the Speed Limit Sign Beacons, as well as all changes in the speed limit on the digital display legends of each DSL Sign Assembly, shall be logged at the time of occurrence using the Work Zone Speed Zone (WZSZ) Tracking Report (Traffic Engineering Manual Form ). The upto-date WZSZ Tracking Report shall be furnished to the Engineer beginning 7 calendar days after initial installation of the first DSL Sign Assembly and weekly (every 7 calendar days) thereafter until all activations/deactivations/changes for all DSL Sign Assemblies have been submitted (through the time of final removal of all DSL Sign Assemblies). At any time, all or part of the WZSZ Tracking Report may be requested by the Engineer or local law enforcement. Upon request, provide the information to the Engineer within 1 business day. Notify the Engineer upon final removal of the DSL Sign Assemblies. Do not use speed feedback signing within the work zone project limits. DSL Sign Assemblies are not queue detection warning systems and shall not be used in such a manner Method of Measurement. Measurement will begin when each unit initially begins active service and will continue until the Engineer determines the DSL is no longer needed, temporarily or permanently. 3
4 Quantities are measured by the maximum number of DSL Sign Assemblies necessary and in place at any one time during each individual sign month of use. Each DSL Sign Assembly shall be paid for only once, per sign month, regardless of how many times it is moved/replaced, activated/deactivated or how many times the digital display legend on the sign legend is changed. Payment shall be in full sign months. Individual sign month quantities shall not be increased solely based on use of the option to leave a WZSZ in place up to 14 days, but no longer than until to the end of the sign month, during times when conditions do not warrant a WZSZ reduction. A Sign Month will be deducted if the contractor removes the DSL from the project without the Engineer s determination that it is no longer, temporarily or permanently, needed for the project. Any failure shall not result in one or more DSL Sign Assemblies or supplemental signs being out of service for more than 12 hours, including weekends. During the failure time period the speed limit at the subject location(s) must continue to be appropriately controlled and must display the appropriate speed limit to the roadway users at any given time, using static R2-1 speed limit signage. Failure to comply may result in an order to stop work and to restore the original speed limit and/or in the Engineer directing the contractor to take appropriate action to safely control the regulatory speed limit. The entire cost to control the regulatory speed limit during the failure time period and beyond, if applicable, shall be at no cost to the Department. Functional DSL Sign Assembly(ies) displaying an incorrect legend on the digital display(s) shall not be considered a failure and shall instead be considered to be a disincentive violation or noncompliance occurrence depending on the value being shown (if showing a speed limit lower than warranted then a disincentive shall be applied; if showing a speed limit higher than warranted the DSL Sign Assemby(ies) will be found to be in non-compliance and a sign month deduction shall apply, per Assembly) Basis of Payment. Bid price to furnish, coordinate, install, maintain, operate, track, monitor, subsequently remove DSL Sign Assembly(ies) and provide the WZSZ Tracking Report shall be on a sign month basis. A sign month, for WZSZ purposes, shall be a 30-day period that starts on the initial day of each DSL Sign Assembly activation. Included in the bid item price shall be the coordination of the WZSZ with ODOT, applicable law enforcement agency(ies) and any adjacent projects/wzsz. The expense of covering or removal, and subsequent restoration of existing Speed Limit or Minimum Speed Limit signs, including any necessary supports, shall be included in the pay item for the Digital Speed Limit (DSL) Sign Assembly. All installations, relocations and removals, of supplemental signs, including signs and necessary supports, shall be included in the pay item for Digital Speed Limit (DSL) Sign Assembly. Except as described below for a disincentive, the Engineer may remove payment for DSL Sign Assemblies if one or more DSL Sign Assemblies and/or supplemental signage are found to be in non-compliance with this Supplemental Specification (including, but not limited to: failure to submit the completed WZSZ Tracking Report within the established time frame, failure to implement a warranted work zone speed limit reduction on the digital display legend during applicable conditions, or failure to activate or deactivate the Speed Limit Sign Beacons during applicable conditions). Payment shall be removed in full sign months. Failure to return to compliance within 12 hours may result in an order to stop work and to restore the original speed 4
5 limit and/or in the Engineer directing the contractor to take appropriate action to safely control the regulatory speed limit, at no cost to the Department. No additional compensation shall be provided beyond the sign month bid item price. 6 Designer Note: Use only in accordance with the Traffic Engineering Manual (TEM) Part 6, Section for situations that meet the criteria for using Work Zone Speed Zones (WZSZ; freeway/expressway/multi-lane highways with original pre-construction speed limits of 55 mph or higher where the work zone condition is at least a 0.5 mile in length as defined by TEM Part 12 Section , with an expected work duration of at least three hours AND where the work zone impacts the travel lanes or shoulder (i.e., lane closure(s), lane shift(s), crossover, contraflow, shoulder closure(s)). Information regarding the use of traditional flatsheet signing for WZSZs can be found in TEM Parts 6 (Section ) and 12. A WZSZ shall not be used for Moving/Mobile activities, as defined by the OMUTCD. Speed feedback signing shall not be used within the work zone project limits. WZSZ DSL Sign Assemblies are regulatory devices; speed feedback signing are not regulatory. Use of both signs throughout the same work zone may lead to driver confusion or may negatively impact the compliance of the regulatory signage. When a WZSZ using DSL Sign Assemblies is required Plan Note (TEM Section ), Supplemental Specification 808 and Standard Construction Drawing MT shall be included in the plans. Change Order Note: Include the following requirements when writing a change order to add Supplemental Specification 808 for the use of Work Zone Speed Zones (WZSZ) using Digital Speed Limit (DSL) Sign Assemblies. The language does not need added to change orders adjusting quantities only on locations/areas already covered by an existing approved Work Zone Speed Limit Revision Form along with applicable notes, supplemental specifications and standard construction drawing. Notify the Engineer in writing 14 calendar days in advance of conditions that meet the qualifications for use of Work Zone Speed Zones (WZSZs) using Digital Speed Limit (DSL) Sign Assemblies as outlined the Work Zone Speed Zones Plan Note. Provide: a description of the work (including location of workers), limits of the work (including facility type and original posted speed limit value), duration of the work, type and duration of temporary traffic control devices that will be used, and any additional pertinent information as requested by the Engineer. Do not implement a WZSZ until a Work Zone Speed Limit Revision Form has been completed and approved by the Department and returned to the Contractor. When a WZSZ using DSL Sign Assemblies is required Plan Note (TEM Section ), Supplemental Specification 808 and Standard Construction Drawing MT shall be included in the plans. 6
