3 Presentation Background In 2007, the National Year of Road Safety observed in Québec, Quebec City noted a decline in its road safety record compared to prior years. The City s administration developed a three year action plan and strategy to correct the situation. At that time, the statistics were cause for concern. A comparative analysis of the road safety record showed a 15.7% increase in the number of collisions within the City, well above the increase noted across the province for the same period, or 2% more than provincial figures. Speed and noncompliance with the Highway Safety Code were identified as the main causes underlying these figures. Furthermore, without action, the situation is likely to deteriorate in the coming years, given the already notable increase in the number of vehicles on Quebec City s roads. The statistics gathered in 2009 support this theory. Table 1: Increase in number of licensed vehicles in the motorists category between 2005 and 2009 in Quebec City Change Motorists 265, , , , , , % The data collected for 2007 also shows an increasing trend among one specific group of drivers, those in the 15 to 24 year age group, who are involved in 21% of accidents even though they account for only 10% of licensed vehicles. The three year action plan focuses on two major objectives: improving driving habits and reducing the number and severity of accidents compared to 2006 to make significant improvements in road safety within Quebec City. The implementation of the prevention and awareness activities in the three year plan showed that, among drivers in the 15 to 24 year age group, a sub group of young drivers who are particularly at risk are motor scooter and moped drivers, for whom traditional methods of intervention do not generate the expected results. In this group alone, the number of licensed motor scooter and moped operators has skyrocketed. 4 By the end of summer 2008, our police officers noted declining habits among this age group. Motor scooter and moped drivers in newer suburbs meet in school parking lots and parks where surveillance is reduced during certain times, violate safety rules and adopt higher risk habits. Patrol officers are responding to an increasing number of complaints filed by citizens. These complaints involve mainly failure to comply with the Highway Safety Code and noise resulting from illegal modifications made to motor scooters and mopeds by their young owners. During that same period (2008), we began to note positive results from the implementation of our three year plan: we observed a significant reduction in the total number of accidents reported in the road safety record (as shown in Table 3), even though we were experiencing a considerable increase in tourism for Quebec City s 400 th anniversary celebrations. However, the motor scooter and moped driver group did not follow the trend. On the contrary, those figures were negative and weighed down the safety record; we noted a 25% increase in the number of fatal collisions and collisions with injuries in 2007 within this age group in Quebec City. This troubling situation led to a review of the basics. Table 3: Collision trend from 2006 to 2008 Collision Victims Motor scooter collisions Total collisions In response to this data and to rectify this now critical situation, the Motor Scooter Team was established. Strategic partnership created Road safety is a collective issue, and partnerships to enhance the scope of results and maximize the benefits of interventions are essential. The strategy development and implementation in the three year plan was the result of a partnership between five of the City s municipal services: Police, Planning and Development, Fleet Management, Communications and Human Resources. Our three year plan also relied on the Page 2
5 participation of the Société d assurance automobile du Québec which was designated the project manager for the national road safety campaign, and close collaboration with the Association des directeurs de police du Québec. Relying on the strength of that network, in April 2009, the Service de police de la Ville de Québec launched its Motor Scooter Team. To ensure every chance of success, the Motor Scooter Team turned to Vélo Sécur, a non profit organization for road safety with great interest in motor scooter and moped drivers. Following a series of negotiations, a partnership in support of the Motor Scooter Team was created by the Service de police de la Ville de Québec. The partners include the Service de police de la Ville de Québec s Road Safety Office, the Société d assurance automobile du Québec and Vélo Sécur. Service de police de la Ville de Québec s Road Safety Office The Road Safety Office is a division of the Service de la police de la Ville de Québec. The Office is responsible for defining the City s overall vision for road safety planning based on the needs of the various municipalities in the Greater Quebec City Area. The Office establishes annual operating priorities for the road safety organization and national priorities in cooperation with all of the Quebec police departments, and proposes weekly themes that target different aspects of road safety. The Office also ensures all formative and legal follow ups, establishes procedures and develops leading expertise in road safety. SAAQ The Société de l assurance automobile du Québec is a government organization that reports to the Quebec Minister of Transportation. The Société is responsible for enforcing the Automobile Insurance Act and Highway Safety Code, and oversees the partial enforcement of seven additional Acts. The Société s mission is to protect and insure individuals against driving related risks. Among its range of activities, the Société carries out promotional activities for road safety and prevention. Vélo Sécur Vélo Sécur is a non profit organization established in 1994, which ensures a safe environment and carries out prevention activities on cycling paths in the vast majority of parks, green spaces and linear parks in Quebec through its consulting program in cycling prevention management. 6 Other partners The secondary partners of the Motor Scooter Team include motorcycle police officers, youth intervention police officers, park managers, supervisors and facilitators, and high schools that have opened their doors to our community police officers. Some lesser known partners in this project include the parents of young people at the sites of violations, as well as parents who have supported us and contributed to the positive benefits of the project by listening and becoming involved. Motor Scooter Team Description and objectives The Motor Scooter Team is a leading initiative, unique in Quebec, which targets motor scooter and moped drivers within Quebec City young drivers who are at risk, difficult to reach and lack interest. The objectives of this project include improving the sense of security in our neighbourhoods, reducing mortality rates and injuries associated with this class of drivers, and ensuring that our young licensees become responsible and well informed citizens. Through this local action that targets short and longterm benefits, the Motor Scooter Team helps to achieve the much broader objectives established by CCMTA to make Canada s roads the safest in the world. Implementation To maximize the activities in its three year action plan, Quebec City adopted the 3E approach: engineering or road engineering, public education and awareness, and enforcement, which relies on regular and stringent police surveillance. From the outset, the educational component of the approach selected by the City called for a project focused on prevention and awareness objectives. With events in the municipalities of La Cité, Des Rivières Haute Saint Charles, Charlesbourg Beauport, Sainte Foy Sillery de la Ville de Québec from May 17 to August 15, 2009, the Motor Scooter Team helped reach thousands of young people, their parents and motorists in these neighbourhoods. Appendix A shows that over time, more extensive efforts have been made in areas deemed to be more problematic, namely Charlesbourg Beauport and Des Rivières Haute Saint Charles. In order to achieve better results, local action is taken by specially trained prevention officers, aged 19 to 21, in areas where motor scooter and moped operators (14 to 17 year olds) meet. The project s prevention officers are all students in policing techniques programs or related fields and are driven by the same values: to serve, prevent, inform and educate. A four person team was created and coordinated by a Vélo Sécur official. To assist in the implementation of the Motor Scooter Team, our partner, the SAAQ, is providing a substantial financial contribution. The Service de police de la Ville de Québec s human resources staff support the project by training and coaching prevention officers. Motorcycle officers support the prevention officers at the intervention sites, as do park managers, supervisors and facilitators. During the trial period, the Motor Scooter Team carried out 3,973 interventions nearly 19% of which involved motorists who have an impact on the road safety record with regard to motor scooter and moped drivers. Adult drivers need to be made aware of the particularly vulnerable nature of these new road users (see Appendix A). Page 4
7 In addition, conferences are held in public high schools and youth centres in Quebec City. At least 20 of them target motor scooter and moped drivers conduct specifically, reinforcing action in the field. Finally, in diversifying the approaches, visibility was also gained by distributing nearly 1,000 pamphlets (Appendix B) to motor scooter and moped drivers and parents. A news conference and media articles complete the communications component of the project. Benefits observed A sub component of the CCMTA s Road Safety Vision is a 20% reduction in the average number of young drivers and passengers (16 to 19 years old) fatally or seriously injured in collisions. In that respect, the Motor Scooter Team reported that it had exceeded both this target and its own objectives thanks to the multiplier effect created by the partnership. A report by the Service de Police de la Ville de Québec for showed extremely positive results with a 24% reduction in the total number of victims among motor scooter and moped drivers. Table 3 below shows these results. 8 This project result is the most significant in terms of human life, but it is not the only one for which the Motor Scooter Team can claim responsibility. Our interventions have also enabled us to: Educate and raise awareness among thousands of youth about the dangers of poor driving habits within a short period of time and with a direct major positive impact; Identify and stop illegal mechanical modifications to motor scooters and mopeds; Raise awareness among motor scooter and moped dealers about this aspect of their civil responsibility; Enhance the quality of information circulating in the targeted neighbourhoods concerning road safety for motor scooters and mopeds; Contribute to data collection by reporting to the SAAQ; Raise awareness among parents about motor scooter and moped by laws; Raise awareness among the public about the impact of at risk conduct by young motor scooter and moped drivers travelling on our roads; Improve communications in targeted neighbourhoods between youth outreach officers and young people in this age group who are often difficult to reach; Improve cooperation between various municipal organizations, including Vélo Sécur that becomes a pillar of our road safety related police interventions; Take further action by banding together with partners so that we may reach a larger segment of the population, including targeted youth and other individuals in their immediate environment (parents, dealers) or more distant environment (other road users, pedestrians, motorists); Heighten the impact of police interventions in road safety; Improve safety for pedestrians in the targeted areas; Reduce the number of noise related complaints in these areas; Strengthen enforcement measures through a compelling project. Moreover, a motor scooter and moped club sponsored by Vélo Sécur was created as part of the Motor Scooter Team project. The club helps further our road safety awareness and prevention work. In the summer of 2009, five prizes of $500 were awarded during awareness activities held in cooperation with moped and motor scooter equipment dealers to attract young people. This part of the project enabled us to work with these dealers and expand our awareness raising activities with regard to the legal aspects of modifying these vehicles. The club expects to continue its seasonal activities to foster a sense of belonging and to further enhance the experience. Provincially, the Road Safety Office will act as an ambassador of this program by participating in various issue tables on road safety, enabling the program to expand to other municipalities that face the same issues. Conclusion We believe that the results of this project are significant and perfectly aligned with CCMTA s Road Safety Vision to make the roads in our cities, provinces and country among the safest in the world. We have faced the major challenge of reversing a disquieting trend by working with high risk clients who are both difficult to reach and victims of this conduct. We have successfully risen to this challenge; a 24% reduction in the number of victims among motor scooter and moped riders is clearly positive. This project shows huge potential. Not only have we successfully reversed the trend, but we have also expanded our activities to include the key stakeholders of our society in a strong partnership that is well suited to the issues. This initiative can be implemented in any community seeking to reduce the number of victims in this category and age group, and can be extended nationally and internationally. Page 6
9 The Motor Scooter Team shows that addressing the root cause of an issue through education, awareness and prevention, has major, immediate, and sustainable positive impacts. In addition, the involvement of police officers, parents, youth, and public safety firms, respectively, has made this a unity building project for the community. Awareness building and prevention have proven to be effective approaches in this initiative. Every point gained in victim related statistics is a victory over the human loss that disrupts lives and reminds us of our civil responsibility. The partnership between the Service de la Ville de Québec, the Société d assurance automobile du Québec and Vélo Sécur has enabled us to achieve our objectives and can be held as a model in terms of prevention effectiveness and improved road safety.
