4 Notice This standard was approved in accordance with SABS procedures on 9 November Amendment No. 1 was approved in accordance with SABS procedures on 15 March Manufacturers producing restraining devices (safety belts) for occupants of adult build in motor vehicles to this standard may, under a mark permit issued by the SABS, apply the certification mark as illustrated above to the commodity as evidence to the purchaser that the commodity is being made in accordance with the standard and that compliance with its requirements is ensured by tests and inspections carried out by the SABS. NOTE 1 In terms of the Standards Act, 1993 (Act 29 of 1993), it is a punishable offence for any person other than a mark permit holder to apply a certification mark to a commodity or to refer to the SABS or any of its standards in a manner likely to create the impression that the commodity has been approved by the SABS. Furthermore, no person shall claim or declare that he or any other person complied with an SABS standard unless a) such claim or declaration is true and accurate in all material respects, and b) the identity of the person on whose authority such claim or declaration is made, is clear. NOTE 2 It is recommended that authorities who wish to incorporate any part of this standard into any legislation in the manner intended by section 31 of the Act consult the SABS regarding the implications. This standard will be revised when necessary in order to keep abreast of progress. Comment will be welcome and will be considered when the standard is revised. 9 SPECIFICATION Edition 1.1 Restraining devices (safety belts) for occupants of adult build in motor vehicles (Revised requirements) (Incorporating EEC Directive 77/541 "Safety belts and restraint systems of motor vehicles", and the amending EEC Directives 81/576 and 82/319, with modifications) 0 Scope This specification applies to safety belts and restraint systems which are designed for installation in vehicles and are intended for separate use, i.e. as individual fittings, by persons of adult build occupying forward-facing seats. NOTE a) The standards referred to in the specification are listed in appendix A. b) Guidance on the anthropometric characteristics of South African persons considered to be of adult build is given in appendix B. c) The quality management system that is to be used in the manufacture of restraining devices (safety belts) in accordance with the requirements laid down in this specification is given in appendix C. 1 Definitions For the purposes of this specification: 1.1 'safety belt (seat belt, belt)' means an assembly of straps with a securing buckle, adjusting devices and attachments which is capable of being anchored to a power-driven vehicle and is designed to diminish the risk of injury to its wearer, in the event of collision or of abrupt vehicle deceleration, by limiting the mobility of the wearer's body. Such an assembly is generally referred to as a 'belt assembly', a term also embracing any device for energy absorption or belt retraction; 'lap belt' means a belt which passes across the front of the wearer's pelvic region; 'diagonal belt' means a belt which passes diagonally across the front of the chest, from the hip to the opposite shoulder; 1
