7 CALLS FOR SERVICE There was an overall increase of 11% in the number of calls for service during the second quarter of 215 when compared to the same time period in 214, and a 7% increase in mid-year totals. Officer-initiated activity increased 16% during the 2nd quarter and 1% during the first half of 215. 9 RESPONSE TIMES The response times reported here measure the time from when the dispatcher answers the phone until an officer arrives on scene. When compared to the second quarter of 214, the average response times during the second quarter of 215 for Priority 1 calls decreased 43 seconds, increased 15 seconds for Priority 2 calls and increased 23 seconds for Priority 3 calls and lower. Mid-year response times show a similar trend, with a reduced average response time for priority 1 calls and slight increases in average response times for other calls for service. 10 Count of Arrests Count of Arrests ARRESTS Overall, arrests are declining for the year and for 2nd quarter when compared to 214. Officers have arrested fewer individuals on fewer charges. During the first half of 215, 886 adults were arrested for 1,27 charges, 13-14% fewer than during the first half of 214. Sixty-three juveniles were arrested and charged with 81 offenses during the same time period which was 7 fewer persons and 15 fewer charges than in 214. 11 ARRESTS One out of every 3 arrests made during the second quarter of 215 was for substance use related charges (alcohol, marijuana, illicit drugs, underage use). Other frequent arrests were for assaults (aggravated and simple), larceny, fraud, vandalism, disorderly conduct, and trespassing. The other category consists largely of arrests for active warrants originating from other agencies. Note: there are more arrest charges than arrests (as reported on the previous page) because some people are arrested on multiple charges. 12 DOMESTIC VIOLENCE Overall, there was a 17% increase in domestic violence reports and a 14% decrease in arrests for the first half of 215 when compared to the same time period in 214. Cases involving physical violence increased 4% (5 additional) while cases non-violent in nature increased 27% (47 additional). There were 7 arrests for domestic violence charges during the first half of 215, compared to 81 during in 214. About half of the violent domestic reports resulted in an arrest (53%). Quarterly totals are similar to the mid-year totals, with the exception of domestic violence arrests which were more consistent with 2nd quarter 214 (214: 37, 215: 38). 13 ,668 1,616 TRAFFIC CITATIONS The total number of cited traffic violations decreased 3% during the first half of 215 when compared to 214 (85 fewer citations). Officers issued fewer speeding citations (-5%), but issued 3% more reckless driving citations (+5 citations). About one-third of cited violations were for speeding or reckless driving. Non-moving violations are fairly common and are included in the other category. These citations are typically for expired safety inspections, registrations, and license plates. This is slightly lower than the same time period in 214, when there were 162 crashes with 181 injuries and no fatalities. Most crashes occurred on Thursdays between 2pm and 3pm. 16 TRAFFIC CRASHES by CAUSE FACTOR During the second quarter of 215, the most common cause of crashes was drivers not having the right-of-way, resulting in 29 crashes and 35 injuries. 17 PARKING VIOLATIONS Officers have issued 16% more parking tickets during the first half of 215 and 35% more tickets during the 2nd quarter of 215 than during the same time periods in 214. The most common violations were for parking in no parking zones, not having a current state license, and for overtime parking violations.
