1 COOLIDGE POLICE DEPARTMENT Monthly Activity Report May 2007
2 Department Activities COPPER WIRE THEFT UPDATE: Chief Palmer attended the Arizona Copper Theft Committee meeting at River Gin to update the membership on the legislation that was passed regarding copper thefts and to hear their concerns about local copper thefts on May 17. STAFF MEETINGS/ACTIVITIES: During the month of May, Chief Palmer attended a training class for all city employees on Accident Prevention. He also met with the owner and sales manager of Tates Ford to get acquainted with the new dealership and introduce them to the police command staff. Additional meetings Chief Palmer attended include: a meeting with Chamber Director Sherry Ulmer to discuss future parades sponsored by the Chamber to improve safety; a meeting with ex-az Representative Cheryl Chase who is now working for Central Arizona College to discuss issues concerning local police departments; a meeting with the City Manager and other department heads to develop a new policy on public use of city facilities; and a meeting with Lyle Sumek regarding police department issues for the upcoming council retreat. Chief Palmer also met with citizen Robert McDonald to discuss concerns about police harassment of his family. PERSONNEL CHANGES: Officer Brian Miller was assigned to the Investigations Division as the new Detective. He will continue to teach the D.A.R.E. curriculum for the next school year. Officer Mandi Childers will take over as the School Resource Officer. INVESTIGATIONS ACTIVITY: Investigative Sergeant Geoff Pacheco was assigned seven cases during May. Investigations also began a night time operation which solved the Sunstate Bank Robbery (from February 1, 2007). The suspect, Wilbert Chauncy McKnight, was taken into custody and confessed to the crime. Evidence of the crime was also located in the suspect s home by Detectives Vance, Miller and Analyst Sandra Martinez. Investigations also worked a suicide investigation. Detective Brian Miller began his tour in the Investigation s Division on May 28, Detective Miller was tasked with all major cases previously assigned to Detective Feierstein. Detective Miller assisted with the Sunstate Bank robbery detail and a shooting in which a suspect was arrested and then confessed to shooting himself. Detective Vance was assigned nine cases this month and cleared five of these cases. Detective Vance also assisted in the Sunstate Bank robbery Page 2 of 18
3 and the shooting investigation. Vance also investigated an alleged rape which proved to be unfounded. Detective Tercero continues with his investigations of numerous drug cases and was able to serve two search warrants on local suspects in addition to his duties with the Narcotics task force and other warrants county-wide. Detective Tercero also arrested a known drug trafficker during the month of May. Detective Mark McCabe continued his assignment in GITEM. Major Cases & Investigative Events COLLISION AT SKOUSEN & COOLIDGE: On the afternoon of May 8, officers responded to a multi-vehicle collision at Skousen Road and Coolidge Avenue. During this time there was a large amount of gusting wind and dust which made visibility poor, which could have contributed to the accident. The driver of the third vehicle was cited for speed to great to avoid a collision. One driver was taken to the hospital by ambulance. ROLLOVER ON 87 BETWEEN SKOUSEN & MCCRAE: On the night of May 8, officers responded to a single vehicle rollover on Highway 87 between Skousen and Macrae Roads. Upon arrival, officers found a car inverted approximately 150 feet from the roadway. Officers contacted the driver of the car who advised she had fallen asleep and drifted from the roadway. When she attempted to recover, she overcorrected, lost control, began spinning and then rolled three and a half times before coming to a stop on the roof. The driver was treated on scene for injuries to her head and knee and released to her husband s care. STOLEN VEHICLE /HUMAN SMUGGLING: On the night of May 10, an officer patrolling the area of Skousen Road and Coolidge Avenue discovered a vehicle which displayed a license plate that was stolen out of Phoenix. The officer stopped the vehicle and as he approached, he noticed that there were two individuals covered by a tarp, lying in the truck bed. The officer recognized this to be consistent with human smuggling. None of the occupants admitted to being able to speak English and not one claimed ownership of the vehicle. The officer was advised later that the vehicle was also stolen out of the Phoenix area. The driver was charged with he was charged with theft of vehicle and ten counts of smuggling humans for profit or commercial purpose. COLLISION AT 87 & KENWORTHY: In the early morning hours of May 11, officers responded to Highway 87 and Kenworthy in reference to a traffic collision. Officers discovered that a car had crashed through a block wall on the property of the Casa Grande Ruins National Monument, but no one was on scene. Approximately five minutes after officers arrived on scene, a friend of the registered owner of the vehicle called the Coolidge Police Department Page 3 of 18
4 to report the vehicle stolen. Officers made contact with the registered owner of the vehicle who initially stated the vehicle was stolen. When questioned about the injuries to his head he told the officers he had been driving when it crashed. The owner was cited and released for leaving the scene of an accident. A representative from the Casa Grande Ruins came out to the scene and estimated the damage to the wall to be approximately $5000. AGGRAVATEDASSAULT/BURGLARY: On the morning of May 1, a subject was arrested for burglary, attempted aggravated assault and disorderly conduct with a weapon (dangerous instrument). While on patrol in the area of Arizona Boulevard and Northern Avenue, an officer observed two subjects engaged in an argument and one subject was yelling obscenities very loudly. The officer also noticed the subject was holding a large object in his and it was in a position to be swung. After interviewing the other male subject on scene, officers learned that he was trying to get the suspect to leave because he believed he was the person who committed a burglary in the area. Evidence linking the suspect to a nearby burglary was found on the suspect and he was placed into custody for all charges stated above. COLLISION WITH COTTON EXPRESS: On the afternoon of May 16, officers responded to a traffic collision at the intersection of Pima Avenue and Arizona Boulevard. When officers arrived, the found that a Cotton Express bus (vehicle #1) was involved. Both vehicles sustained moderate damage, but were able to be driven away from scene. Driver of vehicle #2 was issued a citation for failure to maintain speed to avoid a collision and driver of vehicle #1 was issued a citation later for failing to yield from a stop sign. When officers checked on the passengers inside the bus the found there were approximately 17 children on board with one adult. One child hit his head and another hit his arm. Both children were treated on scene and released. AGGRAVATED DUI MULTIPLE COLLISIONS: On May 17, officers responded to a call of a vehicle involved in multiple collisions. The vehicle had driven through the drive-thru of McDonald s and struck the wall. It then traveled through the parking lot in the area of AutoZone where it collided with a second vehicle, causing it to hit a third vehicle. The two vehicles were parked and unoccupied. The vehicle then drove away and went to the Ruins Liquor Store, where the vehicle struck the guard rail, causing major damage to the driver side front fender. After the vehicle left the Ruins, it went to the area of Arizona Boulevard and Caroline Street where it turned and collided with a stop sign causing it to bend and break. The vehicle finally stopped because of engine damage. The driver of the vehicle was arrested for DUI, Aggravated DUI having a child under 15 in the vehicle, and for leaving the scene of an accident. Blood was drawn from the suspect and charges are pending results from the lab. Page 4 of 18
5 DEATH INVESTIGATION: On May 21, a female resident died after being struck by a train. Officers had contact with the woman the night before when they responded to a prowler call, where she entered a yard. Officers contacted the female, who was intoxicated gave her a ride to a location she identified as a friend s house. Several hours later, they found her remains on the tracks in the area of Pinkley Avenue. AGGRAVATED ASSAULT: In the early morning hours of May 25, officers were dispatched to a shots fired call in the 700 bloc of South Picacho Lane. Officers made contact with a male subject who is a known gang member. When asked what happened he would only say he got into a fight. All other witnesses were uncooperative and refused to talk. The crowd of about 50 to 75 were talking at random and officers heard someone state that the fight was between Casa Grande and Coolidge gang members. The victim sustained significant injuries to his head and face, and bruising to his arms and back, but refused medical treatment. Investigation of the incident continues. ROLLOVER AT SKOUSEN & MARTIN: During the early morning hours of May 25, officers responded to a single vehicle rollover. Upon arrival, officers observed a white car upside down and two females sitting outside of the vehicle on the ground. Both subjects were treated on scene and released by medical personnel. The girls told officers they were from Casa Grande and were in Coolidge for a party. Officers could smell the odor of intoxicants and both admitted to drinking alcohol earlier. Both subjects were transported to the Coolidge Police Station for breath tests, which were positive. The driver s test resulted in a.063 BAC and a.066 BAC. She was cited and released for DUI to the slightest degree, under 21 and driving with alcohol in her body and failure to control speed to avoid an accident. COPPER WIRE THEFT: On May 29, a copper wire theft was reported at a pump station along 9 th Street, south of Martin Avenue. The owner stated it had occurred during the previous five days. Suspects removed a transformer and took it and its entire contents. They pushed it from a 20 foot post and then placed it into a vehicle. (The transformer weighs over 200 pounds and the oil within it is toxic.) CASES FOR REVIEW: Investigations sent 27 felony cases to the Pinal County Attorney s Office. Page 5 of 18
