2 PLANNING CONTEXT The South Port Kells plan area covers a total area of about acres and is surrounded by industrial lands to the north, a regional park to the west, and ALR lands to the south and east. The lands in in South Port Kells generally slope to to the the south. The existing development pattern is is predominately parcels of of land measuring two or or more acres in in area. There are are many large estate-type homes on on one-acre lots along with small farms, home businesses, and treed areas. Unlike the the surrounding communities of of Fleetwood and Cloverdale, which have experienced rapid urbanization and growth of of urban residential neighbourhoods, South Port Kells has retained its its rural environment.

3 PLANNING CONTEXT Most Most of of the the lands lands in in South Port Port Kells Kells are are designated Suburban in in Surrey s Official Community Plan Plan (OCP). The The majority of of the the area area is is zoned One-Acre Residential (RA) (RA) Some parcels are are zoned General Agricultural (A1) (A1) A small area area at at 88th 88th Avenue and and Harvie Road Road is is designated as as Commercial. PLAN AREA Three main communities are are found in in South Port Kells Tynehead, Anniedale, and Port Kells. The Port Kells, village centre serves the existing semirural population of of about 2,175. Located at at 88th Avenue and Harvie Road, this small commercial centre contains a fire hall, library, community centre, and stores. The nearest Town Centre to to Port Kells is is Fleetwood, located 5.6 kilometres to to the the west.

13 HISTORY/HERITAGE OF SOUTH PORT KELLS South Port Port Kells is is part part of of the the larger Port Port Kells area, which includes the the area area north of of Highway 11 up up to to the the Fraser River, Anniedale area area and and parts of of the the historic Tynehead community. Port Kells Port Port Kells is is named after after two two brothers-in-law, both both named Henry Kells, who who arrived from Ireland and and bought some land land along the the Fraser River in in about They established a a store and and post post office near near Street and and subdivided their their land land into into city city lots lots hoping to to found a a city city and and a a thriving fresh water port. port. Instead, the the lots lots were bought as as small farms and and their their dream of of founding a a city city and and fresh water port port never materialized. In In 1891, the the New New Westminster-Southern Rail Rail line line was was constructed from Brownsville in in South Westminster through Cloverdale to to the the Great Northern Railway at at the the U.S.A. border, with with a a station located in in the the south part part of of Port Port Kells at at the the corner of of Street and and what is is now now Harvie Road. This This road road was was constructed using the the railway right-of-way after after the the rail rail line line was was closed around Some of of the the other early roads in in Port Port Kells were the the Telegraph Trail built built in in 1865, the the Wilson-Townline Road (96 (96 Avenue) in in 1892 and and Latimer Road (192 (192 Street). The The railway and and roads attracted many settlers to to Port Port Kells prompting the the building of of homes, schools, churches, community halls halls and and services. Some of of these buildings still still exist exist and and are are valued as as heritage assets. With the the construction of of Highway 11 in in the the 1960s, the the Port Port Kells was was divided. North Port Port Kells developed as as an an industrial area area while South Port Port Kells remained primarily a a mix mix of of residential and and agricultural community. Surrey s Pioneer Communities The New Westminster Southern Railway Surrey s Earliest Rail line7 EVOLUTION OF OF PORT PORT KELLS KELLS (1900 ( ) 1974) Tynehead In In the the early1880s, the the northeast part part of of Surrey was was still still a a heavily forested wilderness, when in in about 1885 three Bothwell brothers pre-empted land land along the the Coast Meridian Road (168 (168 Street) near near the the headwaters of of the the Serpentine River. Other settlers followed them to to engage in in logging and and farming. The The Bothwells donated land land for for a a church and and community hall. hall. The The area area at at the the head head of of the the Serpentine River reminded settlers of of the the Tyne River in in Great Britain, hence the the name Tynehead Today, there are are rarely, if if any, any, physical reminders of of the the pioneer days days of of logging. The The Tynehead Community Hall, located on on the the donated land land on on Street south of of Avenue and and built built originally as as an an Orange Lodge in in 1907, provides a a link link to to the the past past and and still still functions as as a a gathering place. THE ORIGINAL ANNIEDALE SCHOOL ON TOWN LINE ROAD (96 AVE) AND 18 ST. Anniedale Being Being part part of of the the larger larger Port Port Kells, Kells, not not much much information is is available specifically about about the the history of of Anniedale area. area. Its Its boundaries are are not not clear. clear. To To some, some, it it is is as as large large as as the the area area bounded by by Avenue to to the the south, south, Street Street to to the the east, east, Highway 11 to to the the north north and and Street Street to to the the west. west. To To others others it it is is as as small small as as the the triangle area area formed by by Avenue to to the the south, south, Highway 11 to to the the north north and and Street Street to to the the west. west. The The one-room Anniedale School was was built built in in this this area area at at Street Street and and Avenue in in and and moved to to its its present location at at Street Street north north of of 96 96Avenue in in OLD CURLEY THE FIRST LOGGING LOCOMOTIVE IN THE AREA FIRST TYNEHEAD SCHOOL BUILT ABOUT 1891 AT THE CORNER OF MERIDIAN ROAD (168 ST. & TOWN LINE ROAD (96 AVE)

14 HISTORY/HERITAGE OF SOUTH PORT KELLS Heritage Sites in in South Port Kells At At present there are 8 buildings on on Surrey s Heritage Registry in in the South Port Kells Plan Area. There are additional sites just outside the the Plan Area and Surrey is is investigating other sites to to determine their merits as as heritage sites. 18 SURREY S ECONOMY Surrey shares only only 10% 10% of of the the jobs jobs located in in the the Greater Vancouver Regional District Based on on a 2001 total total of of about 100,000 jobs, jobs, Surrey has has about jobs jobs per per Surrey resident in in the the labour force Surrey s OCP objective is is to to achieve a ratio ratio of of 1 local local (Surrey based) job job per per Surrey resident in in the thelabour force The The OCP Economic Development Scenario states that, that, if if Surrey were to toachieve this this balance by by the the year year 2021, Surrey would need to to add add 160,000 jobs jobs for for a total total of of260,000 jobs jobs To To achieve OCP economic development objectives, Surrey will willrequire that that an an additional to to hectares of of land land be be designated for for Industrial development by by the the year year 2021 To To achieve OCP economic development objectives for for the theyear 2021, the the City City will will require a total total of of million sq. sq. m. m. 19 AGRICULTURAL REVIEW A FIRST OVERVIEW OFAGRICULTURALOPERATIONS

20 AGRICULTURAL REVIEW Approximately properties within the South Port Kells Plan Area are assessed agricultural by by the B.C. Assessment Authority. These lands represent about % of of the entire Plan Area. Some of of these agricultural uses include nurseries, pasture, beef, mushroom, poultry and horse operations. A poultry farm is located at the north-east corner of 184 Street and 92 Avenue. It is zoned General Agriculture (A-1) A variety of mixed agricultural operations are located on the north side of 88 Avenue, west of 187 Street. 184 Street, north of 88 Avenue, looking west. The bottom of the hill marks the boundary between the ALR and the South Port Kells Plan Area. The southern and eastern boundaries of the South Port Kells Plan Area border lands included within the Agricultural Land Reserve (ALR). Development Permits will be required when those properties within South Port Kells that are adjacent to agriculturally designated lands, are redeveloped. 187 Street, looking north to 88 Avenue. 21 AGRICULTURAL REVIEW The City s Official Community Plan (OCP) recognizes the importance of agriculture to the local economy and is committed to protecting and enhancing agriculture within the agriculturally designated areas, strengthening the farm community and maintaining agricultural boundaries. The City has established a Development Permit Area for all lands outside of, but adjacent to the ALR, for the purposes of protecting farming and minimizing urban encroachment on agricultural land and farming activities. The Development Permit Guidelines in the OCP govern building location and landscaping. Surrey s Agricultural Plan seeks to address many of the challenges that face farming. These include ruralurban conflicts and the conversion of agricultural land outside of the ALR for non-farming purposes. On November 23, 2003, Surrey City Council adopted a Policy for Considering Applications for Exclusion of Land from the ALR. A number of aspects need to be assessed including soil capability, location and proposed use. An application (file # ) to exclude approximately 63 acres from the ALR, immediately east of the South Port Kells Plan Area is currently under review
