Electrical industry update December 2017 In this issue enotice Kalgoorlie Storms EnergySafety Industry Briefing Switchboard Bonding AS/NZS 3000:2007 defect analysis enotice enotice is an online facility to electronically lodge Preliminary Notices, Notices of Completion and Electrical Safety Certificates for all electrical work carried out. For all registration, login, and lodging of notice queries, are to contact EnergySafety: Kalgoorlie storms A powerful storm that swept through Kalgoorlie in November 2017 saw over 16,000 Goldfield homes without power, and over 1200 calls made to Western Power regarding faults and downed powerlines. The WA Electrical Inspectors were on the ball to assess the work carried out to private homes and businesses to make sure their connections were ready and safe for network reconnection and to avoid delays in restoration. Statistics: over 6928 properties were inspected over four days 27 properties were found to be damaged, and have now been repaired, inspected and connected to the network eight properties were unable to be connected back to the network due to safety concerns. The impressive work that was carried out by the WA Electrical Inspectors has not gone unnoticed with their efforts and hard work praised by the members of Parliament during their November sitting. Registration / login queries: (08) energylicensing@commerce. wa.gov.au Lodging Notice issues: (08) energysafety@commerce.wa. gov.au Alternately, additional support references and online tutorials can be found on the EnergySafety website: The 107km/hr winds saw powerlines as well as trees snap in half, destroying residential property au/energysafety/electricalenotice Page 1
EnergySafety industry briefing 2018 EnergySafety is hosting several free information sessions for Western Australian electrical workers and contractors. The session will be presented by EnergySafety staff and will update you on the following key areas: The new Wiring Rules Regulations for live electrical work and Supervision of apprentices If you are involved in electrical contracting in Western Australia, the sessions below have been scheduled: Switchboard bonding AS/NZS3000: Clause 5.3.1, and Earthing studs fitted to a switchboard may be used to bond the exposed conductive parts of the switchboard. If the bolts are not welded to the switchboard using star/cutting washers, similar devices that effectively cut through paint or similar coatings are also an acceptable method of ensuring earth continuity across bolted and clamped joints. Earthing is an integral part of electrical installation, so as not to cause danger from an electric shock in the event of an abnormal earth fault condition. Dates and location 3 April 2018 Technology Park Function Centre, Bentley 5 April 2018 HBF Arena, Joondalup 10 April 2018 AMC Jakovich Centre, Henderson 12 April 2018 Hotel Lord Forrest, Bunbury All sessions run from 9am 12pm. Morning tea will be provided. To register to attend one of these sessions, please visit: energysafety.eventbrite.com Example of correct installation Clean Energy Council Solar battery training The use of solar and new battery technology has increased in Western Australia over the past few years. To be on the forefront of these emerging trends, the WA Electrical Inspectors attended the Clean Energy Councils Solar and Battery training in January. The training/information sessions provided an informative insight of the installations being carried out throughout the state, and provided useful feedback regarding future inspection. Information regarding the new technologies can be found on the Clean Energy Council website: cleanenergycouncil.org.au Page 2
AS/NZS 3000:2007 defect analysis Our quarterly Inspector order analysis identifies trends and emerging issues with installation practices in the electrical industry. The following charts provide a summary of our latest analysis over the period Oct Dec Points to watch: Ensure electrical equipment is installed as per manufacturer s instructions. Ensure electrical equipment purchased from overseas suppliers complies. Cable entries into switchboards are required to be fire sealed (clause 2.9.7). Page 3
Underground cabling systems are required to be marked on a cable diagram (clause ). Ensure installed electrical equipment is fit for purpose and the influences it may be exposed to. Page 4
Points to watch: Earthing systems need to have parts which will enable automatic disconnection of supply and connection to the MEN system. Earthing conductors and stakes are required to be correctly installed and labelled. Electrical equipment is not to be installed in restricted zones i.e. light switches, socket outlets. Page 5
Solar systems to be correctly installed and labelled as per AS/NZS 4077 and Checking and testing is required to be completed on all electrical work carried out to ensure compliance with AS/NZS 3000:2007. Page 6
