2 Commuter Services Mission: Promote use of Alternative Modes to Single Occupant Vehicles (SOVs) to address congestion & air quality concerns TDM = Transportation Demand Management Any method of reducing demand for road capacity (primarily) during the peak period... (Enabling legislation) Peak Period Focused Work Trip Focused = Employer/Developer focused: Partnering w/ business/employment community Residential focus is on higher density developments 2

3 Commuter Services Backbone of TDM is Transit CSS promotes all forms of transit, including Metrorail, Metrobus, Ride On, MTA buses, MARC Rail Promote all other non-sov commuting options ( modes ) and alternatives to commuting, including: Car/Van Pooling - Walking - Alternative Biking - Telework Work Schedules Operate Transportation Management Districts (TMDs) TMDs focus TDM in the County s most highly-urbanized areas Services available throughout the County 3

4 Create and/or promote amenities & adjuncts to make it easier, more attractive, sensible to use commute options 4 Good Lighting, Landscaping, Security Pedestrian Amenities/Safety Bus Shelters, Benches Clear, Easy-to-Use Information Static Information e.g., Timetables, Route maps Dynamic Information e.g., Real Time Information Parking Management (Policies: Parking Parity ) Car Sharing Bike Paths/Racks/Lockers/Showers/Benefits + Bike Sharing SmarTrip; SmartBenefits Guaranteed Ride Home (GRH) Other Programs & Services

5 TMDs Transportation Management Districts Efforts concentrated in five TMDs - Silver Spring - Friendship Heights - Greater Shady Grove - Bethesda - North Bethesda Mode Share & Other Goals established for each TMD (or Sector Plan area) in Master Plan/Growth Policy Goals Range from 18% - 50% Non-Auto Driver Mode Share 5 Advisory Committees for each TMD provide input from diverse perspectives - Employers - Developers - Residents - Public agencies

8 Car Sharing 8 What is it/how does it work? Short term car rental by pre-approved members Online system all arrangements conducted electronically Rental rates include fuel, maintenance & insurance Individuals can join, use as alternative to owning a car Corporations/organizations can use instead of fleet; provide as employee benefits How does it impact multimodalism? Reduces need for private auto at work, at home Increases reliance on transit, other non-auto modes, with auto when needed Reduces quantity of on-site parking needed Makes Transit-Oriented Development more feasible, attractive Policies to promote car sharing Requirements for car sharing parking/provisions in new projects Reduced parking requirements in exchange for car sharing Provision of public parking spaces to increase car sharing availability

10 Car Sharing Impacts Results from recent MWCOG Survey 10 Average miles/year participants drove: 5,588 miles/year before car sharing 3,405 miles/year after joining car sharing = reduction of 2,200 miles/year about 40% Commuting impacts: 47% of car share users commute by Metrorail 10% said they ride bus or train more often 20% made a change in commute mode after joining 39% of those making a change previously drove alone Auto Ownership Impacts: 48% did not own or lease a car before joining; 66% after joining 18% eliminated the only vehicle in the HH As availability of car share vehicles increases, vehicle registration rates decline

11 Bikesharing = Capital Bikeshare What Is It? How Does It Work? 11 Bike transit Designed for point-to-point, relatively short trips (Avg = 1.3 miles) Not same as bike rental for longer-term use Links home to transit to work to other destinations Solution for First Mile/Last Mile problem with transit Launched 9/20/10 in Metro area by Arlington County & D.C. 1,500 bikes at 165 docking stations more being added Operated by Alta Bicycle Share (Vendor selected thru RFP process) 18,000 members Averaging 200,000 trips/month Over 2 million trips taken since launch $75/year annual membership; 30-day, 3-day, 24-hour also available 1st 30 minutes is free; User fees for each additional ½ hour Robust website, data collection capabilities

17 Impacts of Bikesharing Impact on bike mode share Barcelona: 0.75% in 2005 to 1.76% in 2007 Paris: 1.0% in 2001 to 2.5% in % of residents are bikeshare subscribers (225,000/2.3 million) Lyon: 0.5% in 1995 to 2% in 2006 Impact on transit use Lyon: 10% of all bikeshare users combine use w/ transit Impact on auto use Lyon: 1,000 inner urban car trips per day shifted to bikesharing Impact on parking, parking requirements Transportation Planning Board funding study requested by MNCPPC to examine impacts Recent survey of Capital Bikeshare members has shown*: More than 50% of respondents use bikeshare to access Metrorail; 20% to access bus 40% of bikeshare trips are commuting-related 40% of respondents drove personal car less, average of over 500 miles/year less 56% of respondents recent bikeshare trips were for non-work purposes Average savings per bikeshare member = $819/year on personal travel costs 17 * Capital Bikeshare 2011 Member Survey, LDA consulting, June 2012

18 Car Sharing & Bikesharing: For New Development & At Employment Sites Traffic Mitigation Agreements (TMAgs) & Plans (TMPs) TMAgs with developers TMPs with employers Purpose: To achieve commuting mode share goals set in Master Plans & Subdivision Staging Policy Enable CSS to work on continuing basis with new developments and with major employers in TMDs Baseline agreements/plans require relatively basic efforts Greater trip reduction requires higher level strategies 18 Car sharing & bikesharing are among those strategies

19 Examples of Higher Level Employer & Developer Strategies to Get Results Some can only be implemented by Developers, others by Employers 19 Transit and/or Vanpool subsidies for employees and/or residents at the site Car/Van pool incentives reserved parking spaces in preferential locations Contribution to costs of additional transit service - e.g., buses Parking supply limits (constrained supply) Parking charges/parking parity Equalizing cost & support for parking & transit. Goal: Level the Playing Field Transit Centers; Real Time Signs/Systems Other transit amenities Provide/support circulator shuttle connecting with transit, other uses Telework incentives laptop & other equipment discounts Alternative Work Week Flexible/Staggered Work Hours, Compressed Work Week Live Near Your Work Mortgage or rent incentives; providing information on options
