3 Project Background The Asian Development bank is currently implementing the Technical Assistance (TA) 7781-PHI: Rural Community-Based Renewable Energy Development in Mindanao Project with the National Electrification Administration (NEA) as executing agency. Aside from NEA, other national and regional agencies involved in the project are: DOE, NCIP, ERC, DENR, and Mindanao Development Authority
