Project overview CHIC (Clean Hydrogen In European Cities) FCH JU supported mobility demonstration project 2nd Call Objectives The overriding objective of the project is preparation for the commercialization of hydrogen FC hybrid bus technology and associated infrastructure solutions starting in The CHIC project will: implement clean urban mobility in 5 major European regions through the deployment of 26 hydrogen FC powered buses in medium sized fleets, and the enlargement of the hydrogen infrastructure systems. facilitate the development of clean urban public transport systems and mobility action plans into 14 new European regions. actively collaborate, transfer and secure significant key learning from previous FC projects into the CHIC stakeholders, thereby greatly accelerating the achievement of JTI and EC objectives. deliver greater community understanding of green hydrogen powered FC buses, leading to increased political acceptance and commitment. 14 3. Operators experience Phase 0 and Phase 1 Cities General Efficient collaboration and knowledge transfer between the cities, especially when the supplier is the same. Significant impact of procurement strategy on the project success. Start tender document preparation early enough. Ongoing communication and clear assignment of responsabilities between operator and supplier is highly recommended. HRS Reconciliation technical specification with allocatede budget can be challenging. Certification of HRS are neither standardised in EU nor in Italy (who issues the certification is up on the single municipality). It can take longer time than expected. 15 3. Operators experience Phase 0 and Phase 1 Cities Buses Guaranteed regional support essential, especially when FCH JU funding results lower than initially stated in the call. Advantageous involvement of operating company from the beginning. Awareness of the FC busses characteristics (teething troubles) is helpfull. Drivers, technicians: select motivated people. Training: start of preparation as soon as possible, adapt to drivers knowledge level, repetitions are necessary. Commissioning period: allow for enough time, don t let the schedule drive the project. Operators experience Bozen/Bolzano Particular features of the H 2 centre - Pilot production plant: supply of FC buses and FC cars with H 2 from renewables. - Demonstration plant: make the technology accessible to the public. - Education and convention site of H 2 - and FC-technology in the region. Coordination challenges - Activities of 3 parties contribute to the success of CHIC. Operators experience Bozen/Bolzano Financial challenges - Buses: CHIC funding rate of 33% less than expected, higher budget allocation by STA stakeholder required. - HRS: available budget not sufficient for the initially defined specifications, requirements cut back necessary. Political challenges: the economic crisis and its consequences - 2 government s austerity package in Italy 2011/ Reduction of Province budget by more than 10 %. - Essential decisions on where to save money: health care system, social system and education, job market, innovations? - Buses: Withdrawal first tender in autumn Retender not possible before budget definition in March Logo Convegno H2IT: Energia e Idrogeno, FAST Milano,

Operators experience Bozen/Bolzano Administrative challenges - Public tendering process according to EC directives. - Adaptation of tender documents to the 2 changes in national tender legislation in May and July HRS: Preparation technical tender documents required high effort in specifying and in defining an appropriate economic target due to the limited number of suppliers and available experience from the market. - HRS: 2nd tender necessary with redifined specifications due to the not satiesfying offer in the 1st tender. Ignores 700 bar HRS, already standard in European countries. General approach: protection against worst case scenario = explosion. How? - by concrete walls, - closed environment around possible H 2 leaking sources, - safety distances etc. -.. Approach in other European countries: avoid critical H 2 concentration. Operators experience Bozen/Bolzano Recommendations for HRS - Involve the relevant regional authorities right from the planning phase. - Build up their knowledge by providing summaries of national and EC regulations. - Bring them to H 2 spots already in operation also abroad. Operators experience Bozen/Bolzano Some recommendations to achieve H 2 breaktrough - Focus on Green H 2 using only renewables for production, Zero Emission from Well-to-Wheels is more effective for GHG reduction! - Realize more applications linked to a H 2 infrastructure as FC-cars, CHPs, electricity storage, fuel mixture technology., develop new ones. - Use all byproducts (heat, O 2 ). - Set up international H 2 networks, engage in highway gap closing. - Build up knowledge and acceptance among interest groups by continuous dissemination activities. - Involve opinion leaders as politicians, entrepreneurs and others providing representative FC vehicles to them.
