2 Marion County s Nov Transit Referendum Would ask the public for dedicated transit funding Indiana Code (SEA 176, 2014) authorizes advisory referenda by county to dedicate an income tax to transit 3 step process: 1. Council certifies a referendum (Done - Proposal ) 2. The public votes (November 8, 2016) 3. 6 WHAT THE COMMUNITY SAID During the Regional Transit Planning Processes Buses need to run earlier in the morning and later at night. Buses don t come often enough too much time waiting. 7 Attracting Ridership 101 There s an upside to being behind we can learn from successes and failures of other regions DENSITY More people going to and from areas around each stop increases ridership. WALKABILITY Ridership is higher among people who can easily walk to a stop. CONTINUITY Transit that doesn t cross long lowridership gaps increases ridership. 11 Ballot Language City-County Council Special Ordinance #1, 2016: Referendum for Transit Funding Shall Marion County have the ability to impose a county economic development income tax rate, not to exceed a rate of 0.25%, to pay for improving or establishing public transportation service in the county through a public transportation project that will create a connected network of buses and rapid transit lines; increase service frequency; extend operational hours; and implement three new rapid transit lines?
