3 History Two regional landfill pilot projects, were provided funding in 1995 In our area: The Frenchman Valley Regional Solid Waste Management Plan In 2006 the Town of Eastend decommissioned their landfill and began hauling their garbage to the Town of Shaunavon s landfill With the Town of Shaunavon s landfill nearing the end of it s capacity a meeting (2007) was called with representatives from: the Town of Eastend, Town of Shaunavon and the R.M. s of Arlington, Bone Creek, Grassy Creek and White Valley

4 History In October 16 th, 2007 Clifton Associates Ltd. was selected as the engineering firm Municipalities were contributing $25.00 per capita per year In the first half of 2008 the participating municipalities each passed a bylaw to enter into an agreement to establish the Southwest Waste Management Inc. Land was purchased in 2009; site between Eastend and Shaunavon was chosen. Construction started in 2010 on the landfill cells and building.

5 History / Costs Costs: In 2010: $717, for the office/workshop building, fences, equipment, roadway, site tests and engineering and land excavation 2011 the capital costs totaled $757, for a total capital construction cost of $1,475, A loan was obtain over 10 years for $784, was obtained Government grants received totaled $652, Balance of costs covered by municipal levies.

6 Operations background One employee was hired and started work in June of Landfill opened September 19 th, 2011, once the necessary Permit to Operate was received. Second employee was hired and started work in November of In 2011 municipalities levies changed and increased to $35.73 per capita; with part being allocated to a capital reserve and part for loan re-payment. Increased again in 2014 to $39.60 per capita In 2015 increased to $47.00 per capita

7 Employees Currently have 2 full time staff at the landfill: A Landfill Site Manager and one full time Landfill Technician 3 rd employee works on average of 20 hrs per week and 4 th employee on a casual basis, minimum of 8 hours per week. Secretary Treasurer position handling the duties of: payroll, meeting agendas and minutes, paying invoices other duties as required.

8 Hours of Operation Open Monday to Saturday from 9:00 AM until 4:30 PM Closed on all statutory holidays and Boxing Day Closed on Sundays

11 Total Usage Theses totals are just MSW and do not include Asphalt or Concrete tonnes , tonnes , tonnes , tonnes , tonnes to the end of May 10, tonnes total from 2011 to 2015.

12 Development / Expansion 2 cells constructed in 2014; at a cost of $432, (includes GST) Contractor - $345, Engineering costs - $86, some drainage work still needs to be done. Have an agreement in place with Ridgeline Environmental to set up a facility for contaminated dirt to date they have not set up at the landfill. Planting of trees is ongoing with a new order for this fall Planting of grass covering is ongoing Construction of new fencing (wind guards) is ongoing
