3 1. Introduction With reference to your enquiry, Koseq B.V., is pleased to provide you with the information about the VOS X10 oil spill recovery system. Koseq B.V. is the inventor and market leader in the field of Rigid Sweeping Arm Systems and have sold to date some 70 different systems to the Coast Guards of The Netherlands, Germany, Spain, Turkey, EMSA, US response and salvage company, international dredging companies and local Authorities. Most of these systems are permanently installed on oil recovery vessels, other systems are mobile units stored ashore for immediate use by dedicated and prepared oil recovery vessels. The Rigid Sweeping Arm Systems are well proven under difficult sea conditions during oil recovery operations of which we highlight some main incidents: the Prestige, Sea Empress, Erika, Gulf War and others. EMSA, the European Maritime Safety Agency has witnessed this in their independent report, the aftermath of the sinking of the Prestige fuel oil tanker in Northern Spain and the corresponding oil recovery of the very viscous fuel oil. Only the vessels equipped with our Rigid Sweeping Arms, like the Arca, Rijndelta and Neuwerk have been able to recover substantial quantities of oil at sea under difficult weather conditions. 3

4 2. Description 2.1 Conditions for oil recovery operations Each vessel equipped with our oil recovery equipment as described in this specification is capable to remove oil from the sea under the following conditions: - Wind of max. Beaufort 7. - Maximum speed of 2 knots. Actual speed depends on sea state conditions and thickness of the oil layer on the water surface. - Oil with a flashpoint above 60 C (140 F), a second line" oil recovery vessel. - Oil with a flashpoint below 60 C (140 F), first line" oil recovery vessel. The Koseq rigid sweeping arms, cranes and pumps are suited for both first line and second line oil recovery vessels. For second line vessels normal diesel-hydraulic power packs can be supplied. For first line vessels Koseq can deliver special explosion proof diesel-hydraulic power packs. These explosion proof diesel-hydraulic power packs are suited for use in Zone II areas. 2.2 Basic functioning of the oil recovery system The Victory Oil Sweeper can be deployed and retrieved by means of a crane on the vessel, or with a crane on shore. The principle of our mass oil recovery system at sea is based on the fact, that the oil/water mixture is guided along the bulkheads of the free floating Victory Oil Sweeper arm through the adjustable debris screen to the height adjustable weir skimming oil collecting chamber of the centre pontoon. From here the oil is pumped by the hydraulically driven submersible Archimedes/screw pump(s) and discharged into the oil collecting tanks via the 6 flexible delivery hose(s). The oil/water mixture in the oil collecting tanks will be separated due to the difference in specific weight. The excess water is pumped overboard. Remaining water can be separated by an oil/water separator. Depending on the type of vessel, fixed and or hydraulically driven portable pumps will be used to discharge the recovered oil from the oil collecting tanks ashore. The submersible oil pump, the debris screen and the weir skimming oil collecting chamber of the Victory Oil Sweeper are all controlled from a control cabinet. 4

5 2.3 Mounting of the equipment on board Victory Oil Sweeper If the Victory Oil Sweeper is placed on the deck of the vessel, a support structure on deck with twist lock container locks must be made by the owner. The support structure nor the twist locks will be supplied by Koseq, however we will provide specifications. A drip pan is recommended on the deck, where the Victory Oil Sweeper will be placed. This drip pan should be larger than the folded-in dimensions of the Victory Oil Sweeper. Recommend length of 15 meters and a width of 4 meters. The drip pan should be equipped with drain pipes to the oil recovery tanks. Total weight of the Victory Oil Sweeper is app kg. The X10 Victory Oil Sweeper can be transported (dismounted) in one (1) 40 container. A X13 Victory Oil Sweeper fits dismounted in one 45 container Power pack The diesel driven hydraulic power pack is also placed on deck on a support structure and fixed with twist lock container locks. The support structure nor the twist locks will be supplied by Koseq, however we will provide specifications Crane The Victory Oil Sweeper has to be deployed into the water by a crane. This can be done by a crane on the vessel or by a crane on shore. When a ships crane is used, the crane must be able to lift the Victory Oil Sweeper (weight app kg.) with an outreach of 2,5 meters over the side of the vessel. We advise you to calculate for the ships stability with our equipment on board and when deploying. The extra total weight might be of influence of the vessels stability Requirements of the vessel The Victory Oil Sweeper can be trailed alongside a vessel, or be pushed. In that case the bow of the vessel must be suited to do so. The vessel and or assisting barge must have sufficient storage capacity to store the recovered oil/water mixture. 5

6 2.3.5 Securing The Victory Oil Sweeper has to be secured in front of the push boat. The push boat therefore, has to be equipped with barge winches and push bow fenders. These winches are not included in our delivery. NOTE: Prior to any shipment from the Koseq yard, The Netherlands to the yard where the vessel is laying for conversion, the Victory Oil Sweeper and the diesel driven power pack are tested on performance. The diesel driven power pack will be witnessed and certified by Lloyd s Register of Shipping, or any other Classification Society recommended by the Client. Pumps and all other hydraulically cylinders and devices fully tested. The client should attend these tests for approval and acceptance prior to shipment. 6

7 2.3 Victory Oil Sweeper (VOS) The Victory Oil Sweeper is a Rigid Sweeping Arm System, consisting of a central pontoon containing the oil collecting chamber and two angle adjustable arms with pontoons on the ends. The angle between the arms is stepless. Two independent hydraulic cylinders adjust the sweeping arm angle: closed position to sail at higher speed and wide for covering oil. The two outer pontoons are made out of steel and has two oil resistant rubber fenders and a boulder. The pontoons are attached to a bridge of steel lattice type framing, covered on the inside with exchangeable oil resistant synthetic paneling for guiding the oil. The Victory Oil Sweeper. The center pontoon is made out of steel and has four oil resistant rubber fenders and also fitted two boulders. Furthermore, the inner pontoon possesses: 1 Height adjustable oil collecting chamber based on the weir skimming type 1 Hydraulic cylinder to move the oil collecting chamber up & down 1 Movable debris screen, with adjustable spacers 1 Hydraulic cylinder to move the debris screen up & down 1 Screw/centrifugal MSP hydraulically driven submersible pump with a capacity of 350 m 3 /hr. Pump placed in special lifting frame for easy installing and maintenance. A second pump can be installed for extra pumping capacity or for stand- by. 7

8 The Victory Oil Sweeper is hydraulically operated and has the hydraulic connections on the central pontoon. Offshore rated PVC anti-slip grating on top of the sweeping arm for safe personnel passing. All bolts, nuts and washers are of stainless steel. Main dimensions: Length, arm in closed position: 10 meter Width with the arm in closed position: 2,5 meter Width with the arm in maximal open position: 12,5 meter Height overall: 2,2 meter. Weight: 7000 kg. The VOS, together with the power pack fits in a 40 sea container. Optional the Victory Oil Sweeper (VOS) can be delivered with extended angle adjustable arms. This Koseq VOS X13 has the following dimensions: Length, arm in closed position: 13 meter Width with the arm in closed position: 2,5 meter Width with the arm in maximal open position: 17,5 meter Height overall: 2,5 meter. Weight: 8000 kg. The VOS, together with the power pack fits in a 45 sea container. 8

9 2.4 Radio remote control For operating the Victory Oil Sweeper a portable radio remote control unit will be delivered. The radio remote control unit has a reach of 300 meter in the open. The receiver is mounted in the center pontoon of the Victory Oil Sweeper. 9

11 2.6 MSP pump The Victory Oil Sweeper I is equipped with 1 oil recovery pump. Type : Capacity: Head: Speed: Hydraulic motor: Working pressure: Hydraulic oil flow: Housing and suction cover: Impeller: MSP Screw/centrifugal 360 m 3 /hr 40 mwc 1800 rpm axial piston type 250 bar 130 l/min aluminium alloy hard coated nodular cast iron The pressure, return and drain lines for the hydraulic motor and the discharge line for the pump consist of flexible hoses. All hoses are provided with quick connection couplings and with a maximum length of 12 meters. Please note: when the Victory Oil Sweeper is equipped with the extra oil recovery pump (so two pumps are mounted in the oil collection chamber) the double amount of hydraulic power is required. This means the diesel driven hydraulic power pack must be twice as powerfull. 11

12 2.7 Debris belt (optional) When pushed, the Victory Oil Sweeper can also be used as debris recovery unit. The dual function of this unit allows the operator to recover large quantities of oil or floating debris, using only one unit. The center oil collection chamber can be changed out in minutes to install the debris collecting conveyor belt. Using the Victory Oil Sweeper for these both options, the unit will be highly economical, covering the recovery of oil spills and floating debris. 12

13 3. Certification All our equipment will be delivered with the relevant manufacturer s certificates according to the Dutch general conditions of contract for enterprises in the steel and synthetics manufacturing and technology industry. The system is not build according any class regulations or ATEX regulations. In the event our client requires the system to be manufactured according the rules of a classification society, the client has to indicate his requirements to Koseq prior to signing the final purchase contract. All these extra related costs and delays will be for Clients account and invoiced by Koseq. 4. Testing and shipment Prior to shipment of our equipment from the Koseq yard all parts to be inspected, tested and accepted by the Client, or any other entity or third party surveyor indicated by the Client. A testing and acceptance protocol to be signed by both, the Client and Koseq. The Compact Rigid Sweeping Arm is lowered into the water, the overflow of the oil collection chamber raised and lowered as is the debris screen. While the Compact Rigid Sweeping Arm is in the water, the hydraulically driven submersible pump will be tested. Additional equipment will be demonstrated. After the testing all the equipment will be cleaned and preserved properly for shipment to Clients destination for installation. All wires, shackles and hoses will have their factory certificate. 5. Installation and commissioning Up on arrival of our equipment at the Client s indicated yard, Client to offload all our equipment and import same if applicable. Koseq will provide the client with detailed drawings of the onboard support structures for the Victory Oil Sweeper which have to be made and welded on deck by the Client. The Client will lift the Victory Oil Sweeper and diesel driven power pack onboard and place them onto their pre-installed structures. Once all this is in place, two (2) Koseq technicians will travel to the customers yard in Ghana and will commence to connect all hydraulic hoses. Pressure testing the piping and hoses. In the event the vessel is not ready to commence our commissioning activities or our activities are disrupted beyond the control of Koseq, we will invoice the Client with our quoted Stand-By rate. The Victory Oil Sweeper will be lowered into the water. In the event no ship crane is available, Client to provide a suitable shore crane. The 6 discharge hoses will be connected and the pump(s) tested. 13

14 When all is well prepared by the Yard the whole installation & commissioning on the vessel is done in one 1 day. Note: Any changes by the Client of the position of the pedestals on the vessel, its dimensions, the placing of the Hydraulic power packs, to be communicated to Koseq s design department for verification. We propose that Client provides Koseq with digital pictures of the progress of the installation of the above items. 6. Training At continuation of the Installation & Commissioning of the Victory Oil Sweeper by Koseq, a practical training course for the crew will be given. During this course detailed instruction on all parts will be given. Instruction books and manuals will be supplied by Koseq. All handling of the Victory Oil Sweeper will be instructed. Connecting and disconnecting of the wires, hoses, power pack etc. will be shown. Maintenance procedures and practice will be instructed. 7. Trials For proper sea trials of our Victory Oil Sweeper systems, we will need approximately half a day: a b c d e f g h Deploying Victory Oil Sweeper, vessel at zero speed. Forward speed maximum 1 knot for 15 minutes. During this period, lowering and rising oil collecting chamber. Moving debris screen up & down. Running pump(s). Increasing speed up to a maximum of 4 knots (Max. test speed) Checking Victory Oil Sweeper behavior and adjusting where necessary. Lifting the Victory Oil Sweeper out of the water and placing it on board on its support structure. NOTE: SEATRIAL CONDITIONS SHOULD ALWAYS BE WITHIN THE FOLLOWING PARAMETERS: WIND SPEED NOT EXEEDING 4 BEAUFORT AND THE VESSEL SPEED NOT TO EXEED THE MAXIMUM TRAILING SPEED OF 2 KNOTS. In the event weather conditions are too severe, Sea Trials to be undertaken within the protected harbor area. Delays exceeding the above time frame beyond the control of Koseq will be for client s account as per our quoted Stand-By rate. 14
