35 Agricultural education is delivered through three interconnected components: Classroom or laboratory instruction using STEM components. Experiential learning Learning experiences that usually take place outside of the classroom, supervised by the agriculture instructor. Leadership education delivered through student organizations such as the National Future Farmers of America (FFA) Organization, the National Young Farmer Education Association, Student Organization and others. 38 Use of Reading 180 for grades 4 and higher - an effective blended reading program, incorporating technology. For grades K-3, Waterford -an effective blended learning program incorporating technology At the elementary school level, struggling students benefit from small group reading with an emphasis on phonics and phonemic awareness strategies At the secondary level, for students reading below grade level include classes in reading instruction, along with a focus on reading in the content area Provide a minimum of 90 minutes of uninterrupted reading supplemented as needed additional reading time through tutoring and after school reading instruction. The major assurance of success for these programs is effective monitoring. 43 The Imperative For Quality Schools A study conducted by economic professors Eric A. Hanushek (Stanford University), Jens Ruhose (University of Munich), and Ludger Woessmann (University of Munich) highlights the importance of improving the quality of education, not just increasing the number of years students spend in school, in order to promote economic development. The quality of a person s education can significantly influence a person s income level. According to a study conducted by June and Dave O Neills (2012), income disparities between individuals of different races come primarily from differences in education, not from discrimination. The Hanushek study also provides evidence that an educated population leads to innovation, higher levels of productivity, and increased economic growth. These researchers suggests that one important way to improve the quality of education is for state governments to implement innovative programs such as school choice and charter schools, rather than pouring money into a failing public education system (Hanushek, 2015). 44 Monticello and Lake Wales Similarities Monticello and Lake Wales are both rural towns where agriculture has served as a principle occupation for many of its residents. Both communities feature historic sites (as featured below) that have served to shape its prominence among Florida s rural communities. In addition, both town have rich histories of citizens representing their respective towns making good on the opportunities afforded them through their education systems. Unfortunately for both Monticello (Jefferson County) and Lake Wales something happened that caused a significant declines in each community. Packet page 44 of 53
