Alternative Fuel Studies and Facility Design When it comes to planning and designing maintenance facilities and fueling stations for natural gas fuel vehicles (NGVs), Gannett Fleming delivers. We have designed specialized ancillary facilities, such as services buildings for fueling and cleaning compressed natural gas (CNG) vehicles, in addition to providing services during their construction, equipment procurement, and acceptance testing phases. All of this requires knowledge of CNG and its fueling system layouts. Our personnel are knowledgeable about the latest available equipment for fueling vehicles and are familiar with National Fire Protection Association, local, state, and national codes. 5 Project Experience CNG Public-Private-Partnership (P3) Program Management and Construction Management Oversight Services, Statewide Pennsylvania Pennsylvania Department of Transportation In an effort to realize cost savings and improve efficiencies of existing stations, the Pennsylvania Department of Transportation (PennDOT) established a public-privatepartnership (P3) to construct CNG fueling stations across the commonwealth. The partnership also takes into account CNG code-related facility improvements, which will bring several existing facilities into CNG code compliance. Gannett Fleming was chosen as the program manager for the $84.5 million CNG P3 project. The contract provides for 29 CNG fueling stations to be constructed at public transit agency sites and for related facility modifications at select transit agencies through the 20-year P3 agreement. In addition to program management, our firm also will perform design reviews for code compliance and provide construction management oversight. With Gannett Fleming on its team, PennDOT can assure transit agencies that controls are in place to build and run each fueling station to specification. Set for completion in 2021, the project will put an estimated 1,600 CNG buses into service, reducing fuel and maintenance costs for the agencies and eliminating an estimated 20 million pounds of carbon dioxide emissions each year. 5
6 CNG Fueling Station and Building Modifications Williamsport, Pa. River Valley Transit Gannett Fleming provided design- and construction-phase services for a fastfill CNG fueling station for River Valley Transit (RVT). The project also included modifications to the bus maintenance and storage areas for CNG code compliance. The design work involved provisions for a publicly accessible CNG fueling station. Our firm designed the equipment, including the dispensers for both public and private islands, and electrical upgrades. The CNG equipment includes two 467 standard cubic feet per minute (scfm) compressors, 72,000 scf of storage, a dual tower autoregeneration dryer, a defueling panel, and three dispensers with transit and non-transit nozzles. Additionally, our firm provided on-site construction management and commissioning services for the CNG fueling station and the building modifications. The CNG fueling station is connected to a 500-kW diesel generator for operation during a power outage. The transit fuel island allows simultaneous fueling for two transit buses. The public island has one dispenser and two hoses. RVT is in the process of converting its 30-bus fleet to run on CNG. As an interim measure to fuel CNG buses until the permanent system was functioning, our firm, along with the Natural Gas Vehicle Institute, coordinated the lease of a trailermounted time-fill CNG station capable of providing 50 diesel gallon equivalents in eight hours. The portable station had two compressor modules, that produced eight cubic feet per minute, two gas dryers, controls, and two time-fill posts. My experience with Gannett Fleming began when they provided construction oversight on my ARRA project a couple of years ago. I noticed immediately their attention to detail and concern for the client s interests. I continue today to seek Gannett Fleming s services. 7 Moraine Transfer Facility CNG Fueling Station Design and Construction Phase Services Moraine, Ohio Montgomery County Environmental Services Montgomery County Environmental Services (MCES), through its Solid Waste District, chose to add a CNG fueling station to the Moraine Transfer Facility in Moraine, Ohio. The CNG fueling station is expected to attract additional manufacturing and logistics companies with the alternative fuel option, as well as support existing companies. As a subconsultant to R.W. Setterlin Building Company, Gannett Fleming provided the design and construction phase services for the design-build of the cascade fast-fill CNG fueling station. In addition to the preparation of 60, 90, and 100 percent design drawings for the owner s approval, our firm assisted in obtaining the necessary permits. By replacing its aging fleet with the CNGfueled vehicles, MCES will reduce its operational costs by approximately $150,000 per year. It is expected, through fuel savings alone, that the CNG station will pay for itself within years. 7
8 East Liberty and Manchester Garages CNG Feasibility Studies and 30 Percent Design Documents Allegheny County, Pa. Port Authority of Allegheny County Gannett Fleming performed CNG feasibility studies and prepared 30 percent design documents at the East Liberty garage, and is contracted to do the same at the Manchester maintenance facility. Work included conducting a CNG code compliance assessment at both locations, properly sizing a fast-fill CNG station at East Liberty and a time-fill station at Manchester, preparing concept layouts, preparing the feasibility study reports, preparing opinions of cost, and preparing 30 percent design documents. Work also included coordinating with jurisdictional authorities and with utility companies for natural gas and electric service. McKinley Avenue Facility Renovations for CNG Bus Fleet Columbus, Ohio Central Ohio Transit Authority Gannett Fleming, as part of a team, prepared bidding documents for alterations and additions to the Central Ohio Transit Authority s (COTA) 30-year-old McKinley Avenue bus maintenance facility and storage garage. Tasks involved design- and construction-phase services for the CNG compressing plant and fueling islands, structural elements of facilities and building modifications, and site improvements. The fast-fill CNG fueling system accommodates fuel-dispensing equipment for up to four fueling lanes. Alterations and additions to the 400,000-square-foot facility allow it to provide fueling, servicing, maintenance, and storage for a fleet of up to 240 CNG buses. The addition includes a CNG compressing plant with gas dryers, compressors driven by electric motors, buffer storage, fueling dispensers, controls, and a defueling system. Our firm also designed upgrades to the exterior bus travel lanes to access the new CNG fueling lanes and to align with new entrances to the existing garage. 8
9 CNG Compressor Replacement and Bus Garage Upgrade Howell, N.J. New Jersey Transit Corporation As part of the design team of BEM Systems Inc., Gannett Fleming, and Naik Consulting Group, P.C., our firm provided the majority of technical design services for 30 percent design-build documents related to the replacement and upgrade of the CNG compressor station and fueling station study at the New Jersey Transit Corporation (NJT) Howell Township bus facility. This project involved replacing a CNG compressor station that was at end-of-service life and conducting an additional fueling area feasibility study. NJT plans to increase their CNG bus fleet at this facility from 76 CNG buses to 160 CNG buses. The project included three CNG compressors of 2130 scfm each and associated gas utility supply, dryers, buffer storage, and electrical controls. Gannett Fleming s effort involved mechanical, electrical, industrial design, structural, civil/site, architectural, construction management, and estimating disciplines. The construction cost is $5.1 million. CNG Code Compliance Assessment of Bus Facility Duncannon, Pa. Rohrer Bus Rohrer Bus wanted to safely perform maintenance on its growing fleet of natural gas vehicles. Gannett Fleming performed a CNG code-compliance assessment for Rohrer s maintenance, body, and paint shop facility in Duncannon, Pennsylvania. A physical review of the facility was performed and an assessment was prepared that adhered to national and industry standards, including National Fire Protection Association regulations, International Fire Code regulations, and International Mechanical Code regulations. Our final report of findings included four options, which were all CNG code compliant for major repairs. We also included minimum items, requiring upgrade to the facility to meet major repair criteria. Opinion of probable costs were prepared and provided for each modification option. 9
10 CNG Fueling Station Feasibility Study and Code Compliance Assessment Mansfield, Pa. Endless Mountains Transportation Authority The Endless Mountains Transportation Authority (EMTA) purchased Natural Gas Vehicles (NGV) with a goal to have their 50-vehicle fleet 100 percent CNG-fueled by To help accomplish this, EMTA contracted with Gannett Fleming to study the feasibility of constructing a CNG fueling station at their Mansfield site and renovating their existing facility to be CNG code compliant. The CNG fueling station feasibility study included a review of the zoning ordinance and subdivision and land development ordinance (SALDO). State and local building codes, local ordinances, and national and industry standards applicable to NGVs and infrastructure also were reviewed. Our firm provided EMTA with a cost estimate to construct the CNG fueling station. Our firm also conducted a code compliance assessment of their existing facility in Mansfield to determine the renovation costs associated with making it CNG code compliant. CNG Fueling Station Athens, Pa. Endless Mountains Transportation Authority EMTA contracted with Gannett Fleming to provide professional services to prepare the performance specifications for the purchase of CNG fueling station equipment and to provide bid phase services, construction phase services, and construction management services. Our firm prepared the performance specifications for the EMTA CNG fueling station equipment using the Williams Oil performance requirements. Gannett Fleming also performed bid phase services, construction phase services, and construction management services. The performance specification and plans package for the CNG fueling station equipment included industrial/ shop equipment drawings, technical specifications and special provisions including construction staging and execution. 10
11 CNG Compressor Station and Fueling Facilities Diesel and Gasoline Fueling Storage and Dispensing Facilities Replacement and Upgrades New York, N.Y. and Westchester, N.Y. Large Utility Provider Gannett Fleming provided complete design and construction-related services for three sites. Our firm s scope included engineering design, technical specifications, construction drawings and details, cost estimates, and other documents necessary for obtaining permits and constructing the upgrades and flood hardening to the existing CNG, diesel, and gasoline storage and fueling systems at these locations. The installation consisted of removing and replacing CNG equipment, including compressor skid, storage cylinders, scrubber, and a fuel dispensing system; removal and replacement of underground diesel and gasoline storage tanks, and fuel dispensers; and associated controls, lighting, and power feeds. Both sites serve the client s utility and administrative vehicles. One site additionally provides CNG fueling to other area agencies that utilize CNG-fueled vehicles. Gannett Fleming s effort involved mechanical, electrical, industrial design, structural, civil/site, architectural, construction management, and estimating disciplines. Grand Avenue Bus Depot and Central Maintenance Facility Queens, N.Y. New York City Transit Gannett Fleming served as the lead designer on a design-build project to construct the Grand Avenue Bus Depot and Central Maintenance Facility for New York City Transit, an affiliate of the Metropolitan Transportation Authority. The 750,000-square-foot, three-story facility includes (CNG) bus tank fueling and defueling stations, a 120,000-squarefoot rehabilitated CNG bus garage, and a new, 90,000-square-foot CNG maintenance facility. This first-of-its-kind facility for New York City provides diesel and CNG fueling, bus servicing, indoor storage, and running repairs. It includes five 1,500 standard cubic feet per minute natural gas compressors, two twin tower gas dryers, three fast-fill dispensers, and an air compressor module for the CNG system. The system is designed for an average fill time of four minutes. Gannett Fleming also provided design project management; geotechnical services; civil, environmental, and industrial engineering; structural design; equipment specifications; facility commissioning; and design support services during construction. 11
12 Alternative Fuels Options Consulting Services University Park, Pa. Ben Franklin Technology Partners Gannett Fleming, in association with Ben Franklin Technology Partners, explored the expanding market for converting from gasoline to a natural gas or propane fuel. Increasingly across the Commonwealth, transit agencies and other large fleets are converting from gasoline to natural gas or propane to save costs, expand services, and gain environmental benefits. The study culminated in a White Paper titled, Opportunities to Use Natural Gas and Propane as a Transportation Fuel in Pennsylvania. The collaborative study serves as an educational guide for Pennsylvania s commercial and industrial businesses who are considering purchasing CNG or propane vehicles, converting existing gasoline fleets, or installing a natural gas fueling station. We Care CNG Fueling Station Buffalo, N.Y. We Care We Care is Western New York s largest non-emergency health care transportation provider. To stay competitive, reduce costs, and expand services, We Care is spending $15 million to convert its transportation fleet to CNG-fueled vehicles, to retrofit its maintenance garage to accommodate the vehicles, and to add a CNG fueling station. Gannett Fleming, as a subconsultant to Beavers Petroleum & Alternative Fuels, prepared mechanical and electrical drawings that were necessary to secure the required permits from the city of Buffalo, New York, for the CNG fueling station. Our services included drawings for the electric service secondary power plan, CNG equipment pad layout plan, and the overall site piping and instrumentation diagram. 12
