"Bill" Foster, Chair, and Members o City Council Subject : Awarding a two-year blanket purchase agreement to 3M1 Company for reflective sign material for the Stormwater Pavement and Traffic Operations Department at an estimated annual cost of $111,000. Explanation : The Purchasing Department received nine bids for reflective sign material. The vendor will furnish and deliver reflective sheeting, face signs, tape, paper liner and electronic cut film that is used by the City's sign shops to create and repair traffic signs for public use. The Purchasing Department, in cooperation with the Stormwater Pavement and Traffic Operations Department recommends for award : 3M Company $111,000 3M1 Company, the lowest qualified bidder, has met the specifications, terms and conditions of Bid No. 6537, dated June 23, A blanket purchase agreement will be issued and will be binding only for actual items purchased. The contract will be effective from date of award through November 30, During the past year, the City spent approximately $111,000 for these materials. An award is not recommended for Osburn & Associates, Inc., the apparent low bidder, as they declined to register to transact business in the state of Florida per F.S Cost/Funding/Assessment Information : Funds have been previously appropriated in the General Fund (0001), Stormwater Pavement & Traffic Operations ( ). 11 A RESOLUTION ACCEPTING THE BID AND APPROVING THE AWARD OF A TWO-YEAR AGREEMENT (BLANKET AGREEMENT) TO 3M COMPANY FOR REFLECTIVE SIGN MATERIAL AT A ESTIMATED ANNUAL COST NOT TO EXCEED $111,000 FOR THE STORMWATER PAVEMENT AND TRAFFIC OPERATIONS DEPARTMENT ; AUTHORIZING THE MAYOR OR MAYOR'S DESIGNEE TO EXECUTE ALL DOCUMENTS NECESSARY TO EFFECTUATE THIS TRANSACTION ; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the Purchasing Department received nine bids for reflective sign material pursuant to Bid No dated June 23,, 2006 ; and and WHEREAS, 3M Company has met the terms and conditions of Bid No ; WHEREAS, the Purchasing Department, in cooperation with the Stormwater Pavement and Traffic Operations Department, has reviewed the bid and recommends this award. NOW, THEREFORE BE IT RESOLVED by the City Council of the City of St. Petersburg, Florida, that the bid and award of a two-year agreement (Blanket Agreement) to 3M Company for reflective sign material at an estimated annual cost not to exceed $111,000 for the Stormwater Pavement and Traffic Operations Department is hereby approved and the Mayor or Mayor's Designee is authorized to execute all documents necessary to effectuate this transaction. BE IT FURTHER RESOLVED that this agreement will be effective from the date of award through November 30, This Resolution shall become effective immediately upon its adoption.
