6 SUPPLEMENTAL PV PROCUREMENT PROGRAM OVERVIEW Program was developed by the Illinois Power Agency (IPA) Procurement is for Renewable Energy Credits ( RECs ) from photovoltaic systems in Illinois energized on or after January 21, 2015 Contract term is for five (5) years Credit requirements include a refundable deposit per REC: $16/REC ($100/kW) for speculative systems $8/REC ($50/kW) for identified systems Due at application and returned with first SREC payment (if successful) 8

9 SUPPLEMENTAL PV PROCUREMENT PROGRAM OVERVIEW Systems over 25 kw must be IDENTIFIED at application (no speculative bids) Energized on or after January 21, 2015 Systems are required to be behind the meter of a regulated utility, municipal utility, or electric cooperative located in IL Meter Requirements Under 10 kw: +/- 5% accuracy. Can be a production meter or inverter Over 10 kw: +/- 2% accuracy. Must be dedicated solar production meter RECs must be tracked and delivered using GATS or M-RETS (which can be facilitated via use of an aggregator) 10

12 SRECTRADE BIDDING PROCESS Bid Deposits: Under 25 kw: Collected online via credit card (installer or system owner) Over 25 kw: Collected via ACH / wire transfer (instructions for transfer provided at time of bid submission to SRECTrade) Each system will submit a Minimum Bid (i.e., offer to sell) Systems will be grouped in blocks of at least 80 kw based on Minimum Bid price Winning bids will receive 5 year SREC contracts at or above their Minimum Bid price 13
