1 PISMO BEACH COUNCIL AGENDA REPORT Agenda Item #5.F SUBJECT/TITLE: VEHICLE REPLACEMENT FOR FIRE DEPARTMENT LIFEGUARD TRUCK RECOMMENDATION: Waive the reading of, and adopt, a Resolution authorizing the purchase of one (1) Ford F250 4x4 truck from Downtown Ford Sales, replacing the existing lifeguard truck FD LG061. EXECUTIVE SUMMARY: The Pismo Beach Fire Department currently has one 2006 Ford F250 4x4 in its fleet for use as a lifeguard response vehicle. After nine-plus years of exposure to the beach and saltwater, the truck is experiencing issues associated with rust and corrosion on the entire undercarriage of the vehicle. This vehicle is essential to maintain public safety on the beach as well as other situations that may require a four-wheel drive vehicle. The purchase of a new vehicle will reduce down time from breakdowns, as well as reduce maintenance and repair costs. Additionally, the purchase of a new vehicle will allow lifeguards to operate in a safe and effective manner with the additional safety features installed on new vehicles. The Fiscal Year budget includes $46,000 toward a vehicle replacement for the Fire Department lifeguard truck LG061. Downtown Ford Sales in Sacramento holds a state of California contract (# A) for this vehicle. Staff is requesting Council s approval to purchase this vehicle at the State contracted price of $34,565 from Downtown Ford Sales. This truck meets all the current specifications and requirements that the Fire Department needs; additionally it is quoted below the budgeted price. FISCAL IMPACT: The Fiscal Year budget includes a Fire Department vehicle replacement for Lifeguard truck LG061. In addition, the City has been approved for an Off-Highway Vehicle (OHV) Grant from the State Department of Parks and Recreation in the amount of $17,500, which was accepted by Council in September 2015 (see Resolution R ). These funds will be available for reimbursement once the City has taken possession of the vehicle and will provide savings to the Motor Vehicle Fund. R-2016-XXX A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PISMO BEACH AUTHORIZING THE PURCHASE OF ONE (1) FORD F250 4X4 TRUCK FROM DOWNTOWN FORD SALES, REPLACING THE EXISTING LIFEGUARD TRUCK FD LG061 IN FISCAL YEAR WHEREAS, the Fire Department currently has one 2006 Ford F250 4x4 in its fleet for use as a lifeguard response vehicle, which is essential to maintain public safety on the beach; and WHEREAS, after nine-plus years of beach use the truck is experiencing issues associated with rust on the entire undercarriage of the vehicle; and WHEREAS, new vehicles are more reliable and have additional safety features, essentially limiting down time from breakdowns, as well as maintenance and repair costs, and allowing lifeguards to operate in a safe and effective manner; and WHEREAS, the FY budget has approved a vehicle replacement for the Fire Department lifeguard truck LG06 in the amount of $46,000; and WHEREAS, Downtown Ford Sales, Sacramento, holds a state of California contract (# A) for this vehicle in the amount of $34,565; and WHEREAS, Downtown Ford Sales offers a truck that meets all the current specifications and requirements that the Fire Department needs and it is quoted less than the budgeted price. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Pismo Beach hereby authorizes the purchase of one (1) Ford F250 4x4 truck from Downtown Ford Sales, replacing the existing lifeguard truck FD LG061.
